Ogle County Finance Committee reviews insurance program

The Ogle County Finance Committee met Jan. 10 to review the insurance program.

Here are the meeting's minutes, as provided by the committee:

"The Ogle County Finance & Insurance Committee is composed of the County Clerk & Recorder & Treasurer.".

Finance Committee Tentative Minutes January 10, 2017

1. Call Meeting to Order: Chairman Sparrow called the meeting to order at 5:00 p.m. Present: Gouker, Gronewold, Nordman, Typer, Smith and Whalen. Others: Treasurer John Coffman, County Clerk & Recorder Laura Cook, State’s Attorney Eric Morrow, Sheriff Brian VanVickle (entered at 5:13), County Engineer Jeremy Ciesiel, Janes, Finfrock, Colbert, Griffin (entered at 5:11), Larry Callant, City of Rochelle Mayor Chet Olson, John Schindewolf and Robin Baldwin-Gounaris.

2. Approval of Minutes: December 13, 2016: Motion by Nordman to approve the minutes as presented, 2nd by

Gronewold. Motion carried.

3. Public Comment: None

4. Monthly Bills

• County Clerk: Motion by Gronewold to approve the bills totaling $4,341.21, 2nd by Smith. Motion carried.

• Treasurer: Motion by Typer to approve the bills totaling $3,433.40, 2nd by Smith. Motion carried.

• Finance: Motion by Whalen to approve the bills totaling $54,031.90, 2Nd by Nordman. Typer questioned the Comcast bill; Callant stated it is for the County Board room audience connection requested by Chairman Gouker. Motion carried.

• Department Claims: Motion by Nordman that the department claims have been reviewed, 2nd by Smith. Motion carried.

5. Insurance

• Health Insurance Aggregate Report: Coffman distributed the report; .78 loss ratio.

• Property Casualty – CIRMA Update: Sparrow will have an update next month; they only meet quarterly.

• Insurance Program Review: Treasurer Coffman announced that 92 employees have chosen the wellness package for health insurance.

6. County Clerk, Treasurer, Finance Discussion: Treasurer Coffman stated the auditors have been in and today is their last day on site. He also informed the Committee regarding a possible property tax freeze; will need to watch for activity regarding that topic next year.

7. Budget Review: Sparrow stated the expenses are roughly 8% monthly and revenue is down until property tax money comes in. He went over a brief explanation of the financial documents for the new board members.

Sparrow stated they received a letter from ComEd regarding the Grand Prairie Gateway Project and need to get more information because their figures do not match what the initial documents stated.

8. Old Business – Ogle County Civic Center: Mr. Schindewolf and Ms. Baldwin-Gounaris came back to the Committee with their business plan as requested; presentation was given. Discussion was held regarding ownership of the building; State’s Attorney Morrow stated his opinion is that the County does not have any responsibilities for the property. Mayor Olson would like to see more partnerships with the County regarding County properties located in Rochelle. Motion by Smith to send the presentation onto the whole County Board, 2nd by Whalen. Typer stated he can’t vote for it because the County budget is tight already; Gronewold agreed. Smith felt the whole board should have a right to hear their presentation; Whalen agreed. Roll call: Gouker-no, Gronewold-no, Nordman-no, Typer-no, Smith-yes, Whalen-yes, Sparrow- yes. Motion failed.

9. New Business: Gouker would like to start the discussion of the County Board needing their own secretary. He stated the County Clerk is down 2 employees and possibly only filling 1 of the positions. Gouker stated the Department Heads need a go-to person and it would help with continuity amongst board chairmen. It would be a part-time position to start. Typer asked for County Clerk Cook’s opinion; she stated it would help elevate some things but board packets are still her responsibility. Sparrow will add it to future agendas for whenever they would like to discuss the topic.

11. Adjournment: Motion by Nordman to adjourn, 2nd by Whalen. Motion carried. Time: 6:10 p.m.
