MINUTES FOR THE REGULAR MEETING OF January 4, 2017 DRAFT

CALL TO ORDER: The regular meeting of the Emergency Telephone System Board was called to order by the Chairman at 7:02 pm in the Jo Daviess County Sheriff’s Conference Room, 330 North Bench Street, Galena, Illinois.

ROLL CALL: Board Members Present: Bill Kimball, Helen Kilgore, Nate Johnson, Michael Staver, Kevin

Stewart, and Steve Allendorf

Board Members Absent: Matt Judges

Others Present: Sgt. Mike Moser, Ben Petitgout (7:10 p.m.) and Stacy Meade

A quorum was established.

PUBLIC COMMENTS: None at this time.

CORRESPONDENCE: The State 911 Administrator sent an email on behalf of Verizon regarding call deliveries. As

technology progresses issues do as well.

LEGISLATION: Nothing at this time.

MEETING MINUTES: The December 7, 2016 meeting minutes were approved as presented.

FINANCIAL REPORTS: December financial reports were reviewed. The Monthly Financial Statements were approved as presented to submit for audit. The total accounts payable claim for December 2016 is $4,297.07. Helen Kilgore made a motion to approve the accounts payable claim for December 2016 in the amount of $4,297.07. The motion was seconded by Kevin Stewart and motion passed.

REPORTS:

A. Sheriff’s Report: The Sheriff was not in attendance but did want to make the ETSB aware of some maintenance

fees and charges that have occurred regarding the fax/scanner/printer that was purchased in March 2014 for the dispatch department. This was a 50/50 purchase between the Sheriff’s Department and the ETSB. The Sheriff’s Department has paid for the maintenance fees and charges that have occurred so far which included a $230 and $111 charge.

B. Coordinator’s Report: Sgt. Mike Moser, ETSB Coordinator, advised on NG - Dekalb filing and paperwork

continues with a break for the Holidays. NG weekly and bi weekly calls with the vendor and consultant will continue on January 10th. The next quarterly meeting will be held February 8 in Dekalb. Things are continuing to move forward. Sgt. Mike Moser also advised he was included on a NINGA email with a FOIA request regarding Motorola. NG has sent a NINGA 911 network diagram. Depending on what the state would mandate regarding dispatch abilities will need to decide between risks versus reward. Jo Carroll Energy I Fiber or let back up answer, etc. This is something that he will continue to work on.

C. Assistant Coordinator’s Report: Ben Petitgout, ETSB Assistant Coordinator, advised on the annual phone line activity. The wireline count for Jo Daviess County in 2008 was 15,858 and in 2017 the landline count is 7,717. Ben Petitgout will be doing the annual filling of this report that is required by the state. The due date is January 31, 2017. Ben advised that there will be some lighting updates in the dispatch department. This expense was approved by the Jo Daviess County Law & Courts Committee - December 19, 2016 meeting. The cost of project was quoted and approved as $3,239.79 + $350 to replace old ceiling tiles and t-bars and LED lighting. The lighting and tiles are original from 1975. Ben advised that Lafayette County is scheduled to go live with Spillman Software January 17. This could open up the possibility of GIS data sharing with that county. The Spillman software rollout for the County Fire/EMS groups is starting with Galena Ambulance, East Dubuque Fire and Ambulance and then possibly Elizabeth Ambulance. Ben also advised that the generator maintenance was completed. This will be repeated again in six months. Ben also advised he has completed his FOIA online training.

UNFINISHED BUSINESS: None at this time.

NEW BUSINESS:

A. Discussion and possible action on approving the $1,650 ESRI maintenance quote. Discussion regarding the ERSI maintenance quote for ArcGIS Desktop Single Use Primary Maintenance start date 03/01/2017 to 02/28/2018 as well as ArcGIS for Server Workgroup Standard up to two Cores Maintenance start date 03/01/2017 to 02/28/2018 in the amount $1,650. This item was approved and was included with the December Claims amount.

B. Discussion and possible action on reviewing and updating the ETSB webpage. Discussion regarding updating the ETSB webpage as part of the Jo Daviess County website. Suggestions for updating and additions were discussed. This item will require further discussion at next month’s meeting.

C. Discussion and possible action on approving $465.01 for the ETSB portion of the shared cost Power Solution

Services maintenance quote. Discussion regarding the ETSB portion of the shared cost semiannual scheduled preventative Power Solution Services maintenance quotes. This includes 2 scheduled maintenance visits, individual digital battery testing, and onsite reports provided for each visit. The total quote is in the amount of $1,430.80. The Sheriff’s Department and ETSB shares are each 32.5% ($465.01), IT department is 25% ($357.70) and the EMA share is 10% ($143.08). This item was approved and was included with the December Claims amount.

D. Discussion and possible action on recommending the County repeal Chapter 7 (911 Emergency Telephone System Surcharge) of Title 2 (Finances and Taxation) of the Jo Daviess County Code. Discussion regarding recommending the County repeal Chapter 7 (911 Emergency Telephone System Surcharge) of Title 2 (Finances and Taxation) of the Jo Daviess County Code. This past year changes were made to the Jo Daviess County Ordinance of the ETSB to parallel or match the Illinois state statue. The current Chapter 7 (911 Emergency Telephone System Surcharge) of Title 2 (Finances and Taxation) of the Jo Daviess County Code cannot be enforced. As of January 2016, per state statue, counties and municipalities with populations fewer than 500,000 can no longer collect 911 telecommunications surcharges. This will be further discussed and followed up on at next month’s meeting.

ADJOURNMENT: The meeting adjourned at 7:33 p.m. following a motion made by Helen Kilgore and seconded by Michael Staver. Motion passed.
