City of Rock Falls Building Code Committee met April 5.
Here is the minutes as provided by the committee:

I.Call to order @ 5: 15 Meeting was called to order at 5: 15pm Meeting begins at
P.M. - Chairman Snow 5:15pm
2.Audience Requests None
3.Approve minutes of The minutes were reviewed by the committee. Minutes approved
March 1st, 2017 meeting.
4.Building Inspector Building Inspector Mark Searing informed the committee No Action
updates that a court date has a been set for the Warehime house.
The owner has 3 people try to purchase it,and is currently
working on a sale.
The Committee discussed the City Code that prohibits
residential lots having only a garage on them. Changing the
ordinance could lead to many lots being used for storage
facilities inside and out with a privacy fence.
Inspector Searing informed the committee that the city has No Action
been awarded a $71,000 abandoned property grant. There
is a plan for 3 demolitions this year.
5.01d Business: The County is still meeting on this. Sterling and Rock Falls Tabled
a. Adoption of 2015 will move forward after it is adopted.

b.Abandoned property Alderman Kleckler expressed his thoughts that this will The Committee
be punishing the landowners that comply with members will

Inspector Searing stated that as long as the owner gives document, and give
the intent of the owner and the property, they will not be their thoughts, and

Mrs. Scanlan stated that foreclosures currently cannot better
begin until 120 days and the 90 day provision will not work.
The foreclosure process then can take 3 - 5 months to be
completed.
Alderman Kleckler would like to see something more precise, Tabled
no grey areas.
It may be difficult to get $300 and the registration from out
of town banks.
c.Mowing liens discussion The committee reviewed a letter from Attorney Tom Sanders No Action
concerning the weed liens. Inspector Searing, Amy Stoekel,
and Clerk Arduini will work together to use better judgement
when assessing liens to properties based on the timing, and
amount of value of the properties.
6.New Business: The committee reviewed the bid tabulation for the 2017 lawn The Committee
a. Review of Lawn maintenance bids. There was much discussion about the recommends the
Maintenance bids prices listed in the bids. Amy Stoekel is the ticket writer bid from Burger
for grass violations. $14,000 in mowing was done last year. Brothers to the

7.Committee Member Alderman Snow mentioned that the work at the Schofield No Action
Items property on 1st Avenue seems to be moving forward just
fine, and seems to be meeting the deadlines.
8.Adjournment With nothing else for the good of the committee, the meeting Meeting ends at
