City of Rock Falls Planning and Zoning Commission met Feb. 9.

Here is the minutes provided by the Commission:

Members Present: Rick Turnroth, Chuck Koehler, Don Koehler, Mark VanderSnick, Tony SOsi, Mike Spain, Mayor Bill Wescott, Robbin Blackert - City Administrator, Mark Searing - Building inspector and Sylvia Frey - Secretary

Members Absent: Terry Wolf, Alderman George Logan Jr

Attendees: Alderman Rod Kleckler, Pam Eggemeier - SVM

Roll Call Was made, Quorum Was met and official busineSS COuld be COnducted, In the absence of Chairman, Acting Chairman Mark Vandersnick asked if there are any audience requests. There were no requests made,

First item of Business. Approval of previous month's minutes. (01/12/17). Acting Chairman Mark VanderSnick asked for the members' approval of minutes for 01/12/17, Motion to approve minutes was made by Chuck Koehler, Seconded by Don Koehler to approve minutes, All-yes-motion Carried,

Next item of Business - Plan Commission - Zoning Board of Appeals: MayOrWeSCOtt Stated years ago On the request of the city attorney, Plan Commission and Zoning Board of Appeals were Combined into the now existing Planning & Zoning Commission. At this time Mayor has asked the city attorneys to research and provide information On any State Statutes that WOuld pertain to this Commission, Based on their research, Mayor stated that the city will eliminate the Plan Commission and keep the Zoning Board of Appeals with 7 members. If there are any future planning issues being presented to the city Council, they will refer these issues to the Zoning Board of Appeals, City Ordinances will be changed and city Council will have to adopt the changes in the Coming months. Discussion was held with the Mayor as to the 7 members required for the Zoning Board of Appeals along with required terms for each member, it was decided to establish 5 year terms with any unforeseen changes to be made accordingly, Mayormentioned the advantage of 5 year terms for the members WOuld be their history knowledge of previous issues which WOuld be beneficial in any future issues presented, Mayor mentioned the removal of Alderman George LOgan Jr from this Commission which will rightfully leave 7 members, Mayor asked the members if they WOuld Consider Staying as members for the Zoning Board of Appeals, Members will notify Mayor of their intentions at a later date.

Next item of Business - Self-Storage/Mini-Warehouse - Special Use Permit. Each member Was given a Copy of city attorney's letter addressing this issue in the B-1 Zoning District at 307 West 16th Street, Mark Searing Stated Owner, Jack Guerrier, has been given a copy of this letter as well, According to the letter, Owner will have to enter into a Public Hearing with the city for the Special Use Permit required. Owner will contact the city on his intentions in the future.

Next item of Business - Chairman/Acting Chairman Terms - (12016 to ??): Acting Chairman Mark VanderSnick asked the members for their appointment considerations. A motion was made by Rick Turnroth, Seconded by Mike Spainto accept the nomination of Chairman Mark Vandersnick and Acting Chairman Don Koehler at this time. One year term will be implemented at this time,

Member items: Chuck Koehler COmmented On the newspaper article which said the COunty will be adopting building COdes in the near future. Mark Searing stated he has been Working with the County Over the past few months SO that everyone is on the same page with building Codes implementation.

With no further discussion, a motion was made by Don Koehler, seconded by Rick Turnroth to adjourn meeting, Motion. carried, Next meeting is March 9, 2017 at 5:30pm. The meeting was adjourned at 5:48pm,
