City of Rock Falls Council met May 2.

Here is the minutes provided by the Council:

The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order by Mayor William B. Wescott at 6:30 p.m. on May 2nd, 2017 in the Council Chambers of Rock Falls.

City Clerk Eric Arduinicalled the roll following the pledge of allegiance. A quorum was present including Aldermen Reitzel, Logan, Snow, Kuhlemier, Schuneman, Kleckler, and Folsom. In addition City Attorney Jim Reese and City Administrator Robbin Blackert were present,

Audience Requests:

Judy Randall, a Mayo certified tobacco treatment specialist, Kaitlin Brown, from the National Honors Society, and Ruby Willett from the National Honors Society approached the Council about the dangers of e-cigarettes, and vaping. They explained Some of the dangerous Compounds found in these products. Their group has canvassed area businesses, and received questionnaire answers from 206 businesses. Over 90% of the businesses canvassed do not allow Vaping. 85% of the businesses canvassed would supportan ordinance banning vaping in public.

Consent Agenda:

The Consent agenda was read aloud by Clerk Arduini. A motion to approve the Consent agenda by omnibus designation was made by Alderman Snow, and Second by Alderman Kuhlemier,

1. Approve the Minutes of the April 18th, 2017 Regular Council Meeting

2. Approval of bills as presented.

3. Approval of Resolution 2017-760 Bridge the Community Run 2017

4. Approval of Resolution 2017-761 Rock Falls Sesquicentennial Parade

5. Approval of Resolution 2017.762 Fiesta Days Parade 2017

6. Approval of Resolution 2017-764 Twin City Holiday Parade

7. Referral of preliminary and final plats to the Planning and Zoning Committee for Benchmark Phase III-B,

Vote 7 aye, motion carried

City Clerk Eric Arduini called the roll following the Oath of Office by all of the recently elected officials. A quorum was present including Aldermen Reitzel, Logan, Snow, Kuhlemier, Schuneman, Kleckler, and Folsom. In addition City Attorney Jim Reese and City Administrator Robbin Blackert were present,

City Administrator Robbin D. Blackert:

A motion was made by Alderman Reitzel and second by Alderman Schuneman for the approval of the Engineering Services agreement with Willett Hofmann and Associates for the 13th Avenue and 5th Avenue road projects. Design phase engineering not to exceed $13,500, and construction engineering not to exceed $14,500. Vote 7 aye, motion carried

A motion was made by Alderman Reitzel and second by Alderman Schuneman for the approval of the Engineering Services agreement Willett Hofmann and Associates for the Heinze Drive storm Sewer project, Design phase engineering not to exceed $9,000, ROW and easements not to exceed $1,500, and construction engineering not to exceed $3,000. Vote 7 aye, motion carried

A motion was made by Alderman Snow, and second by Alderman Kuhlemier for the approval of the Intergovernmental Agreement between the Illinois Environmental Protection Agency Revolving Loan Funds, and the City of Rock Falls - Brownfields Cooperative Agreement Former Limestone Building.

Alderman Kleckler asked if the 20% match from the City could be from City Services. Administrator Blackert stated that she plans to have City crews ready the area for demolition by removing fence, brush, trees, and security to provide the match. There is a cost list for all equipment used in making the site ready which came from FEMA. The City is waiting for a definite date from the contractor to begin.

Department Heads:

Building Department - Mark Searing

A motion was made by Alderman Kuhlemier and second by Alderman Snow for the approval of Resolution 2017-763 Design Guidelines, Restrictive Covenants, and Conditions applicable to the land of the City of Rock Falls. This is for the RB&W Districtarea, and south of East 2nd Street.

Alderman Kuhlemier stated that he was happy with the restrictive covenants, and they will govern the development of the area.

Alderman Kleckler did not agree with these covenants and asks why the City would add restrictions when the MU-1 Zoning already covers that area. He did not understand the list of businesses that would not be allowed to go in the area. He urged the Council to reject this resolution,

Alderman Kuhlemier stated that the East Industrial Park had covenants that had a 20 year life. Storage units have now been allowed to go into the area. He feels the covenants are good and Supports the resolution, Vote 5 aye, 1 Nay (Kleckler) motion carried. Alderman Reitzel recused himself from this Vote,

Water Department - Ted Padilla

A motion was made by Alderman Reitzel and second by Alderman Schuneman for the approval of the sole Source provider for Metro-Cloud SCADA System and control panels with Metropolitan Pump Company 37 Forestwood Dr. Romeoville, IL 60446-1343 in the amount of $49,035.00.

Vote 7 aye, motion carried

A motion was made by Alderman Reitzel and second by Alderman Schuneman for the approval of the approval of the Well #5 Pump Removal and Inspection proposal from Layne Christensen 721 W IIllinois Avenue, Aurora, Illinois in the amount of $19,348,

Alderman Kleckler asked if the reconditioned pump from Well No. 4 will be used in Well No. 5. Superintendent Padilla affirmed that everything from Well No. 4 will be used, and Layne will also be inspecting the other parts. Vote 7 aye, motion carried

Utility Office - Diane Hatfield

A motion was made by Alderman Snow and second by Alderman Schuneman for the approval of the Utility Office write-offs for January - March 2017 in the amount of $10,576.61. Vote 7 aye, motion carried

Tourism - Janell Loos

Tourism Director Janell LOOS informed the Council that the early bird registration for the Bass Pro Shops Big Cat Quest and Outdoor Show has begun. The entry period for the Rock Falls Sesquicentennial Beard and Mustache contest is going on currently. Rhonda Reese will be chairing the Miss Sesquicentennial and entry is from May 5th to June 2nd, Preliminary Judging will be June 19th and July 17th, 2017.

Ward Reports:

Ward 3:

Alderman Kleckler reminded the Council that the City - Wide Cleanup will be held on Saturday May 13th, 2017.

Mayor's Report:

A motion was made by Alderman Snow, and second by Alderman Reitzel for the appointment of Eric Arduini to the City Collector position for a period from May 2nd, 2017 to May 1st, 2018 with a salary of $48,400,84. Vote 7 aye, motion carried

A motion was made by Alderman Schuneman, and second by Alderman Reitzel for the appointment of City Clerk Eric Arduini to the Rock Falls Firefighter's Pension Board, for the period April 30, 2017-April 30, 2020. Vote 7 aye, motion carried

A motion was made by Alderman Logan, and second by Alderman Folsom for the appointment of John Hoffmiller to the Rock Falls Police Pension Board, for the period June 1st, 2017 - May 31st, 2019. Vote 7 aye, motion carried

Mayor Wescott gave a shout-out to the men and women who have been working for months on the Sesquicentennial Committee. The times and dates for the events of the week have been finalized, and will be going out into the media. The week will be full of events, and there will be a couple of preliminary events for the Beard and Mustache competition, as well as the Miss Sesquicentennial competition that take place prior to that week. The Time Capsule will be dug up on July 24th at Seward Park. It will be opened, and the contents will be listed by the Sterling Rock Falls Historical Society. The contents discovered will be returned to the time Capsule along with newer items.

Mayor Wescott informed the Council that he will be meeting with a lady who is interested in the vacant 4th Ward Alderman seat, This appointment will be for two years, and she will then need to be elected for a two year term at the same time as Alderman Folsom.

With nothing else for the good of the Council a motion was made by Alderman Snow and Second by Alderman Reitzel to adjourn the meeting at 7:16 pm. Viva Voce Vote, motion carried
