City of Lanark City Council met August 21.

Here is the minutes provided by the council:

Lanark City Council met in regular session at the Lanark City Hall. Roll Call taken by Donna Burgh, City Clerk, showed Aldermen present were Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber, and Jay VanMatre. Absent: Weston Burkholder. Mayor Ken Viglietta was present and presiding.

Others present were: Jocelyn Lilly, Dave Shaulis, Joe Drozd, Tom Kocal and Quin Kosmecki. Mayor Viglietta called the meeting to order at 7:30 pm with the Pledge of Allegiance recited thereafter.

Approval Of Consent Agenda – Motion was made by Alderman Leverton and seconded by Alderman Knutti to accept the minutes of the July 31, 2018 meeting and also the August 7, 2018 meeting as presented. Motion Carried.

Public Comments – Quin Kosmecki was present to make comments of the upcoming West Lanark Avenue project. His comments stem from him being a neighbor to this project and having observed the area during storms of magnitude. Mayor Viglietta responded to Mr. Kosmecki by explaining that the Department of Transportation has been involved with the project from the beginning and it also being an engineered project.

Standing Committees And Boards – Bids were received and opened for the SW Lanark Avenue Drainage Improvements project on 8/20/2018. Four construction firms submitted bids for the project. The total low bid for the work was $42,551.90 submitted by Porter Brothers Asphalt and Sealing of Rock Falls, Illinois. All MFT funded contracts require the local agency to allow 8 days for a bid protest. The project must be awarded pending no bid protest for a period of 8 calendar days from the date of letting. Discussion took place. Motion was made by Alderman Knutti and seconded by Alderman VanMatre to accept Porter Brothers in the amount of $42,551.90 for the SW Lanark Project. Motion carried. Motion was made by Alderman Knutti to amend previous Motion accepting Porter Brothers Asphalt pending no bid protests for a period of 8 calendar days from the date of letting. Motion carried.

2017-2018 City Of Lanark Audit – Kris Garnhart presented the audit. A significant deficiency was found in that we do not have complete segregation of duties i.e. the person who compiles and distributes utility bills also collects payments of bills. Kris also recommends that two people review and sign bank reconciliations. The new state law allows us to continue on a modified cash basis of accounting. Kris continued to explain and take any questions on balance of Audit.

Downtown Lots – Notices for bids to purchase the downtown surplus lots were put in the Carroll County Review and the River Reader for 3 weeks. Attorney Mitchell passed out documents describing what the City requires for an acceptable bid. All sealed bids will be opened on September 18 during the City Council Meeting. Alderman Grim will post a For Sale sign at the empty lots.

Miscellaneous Corrections Ordinance - Tabled

Resolution To Determine Estimate Of Funds Needed - Per Attorney Mitchell we passed an Appropriation Ordinance a couple weeks ago and need to determine if we want to go over 105% of what we extended last year or if we are going to stay under 105%. We have been staying under 105% so he made a Resolution to stay under it. Motion - A motion was made by Alderman Leverton and seconded by Alderman VanMatre to pass the Resolution for $258,000. Motion carried.

Executive Session - Motion – A motion was made by Alderman Macomber and seconded by Alderman Leverton to convene in Executive Session at 8:17 pm in order to discuss Personnel and Real Estate. Motion carried.

Reports - Matt Magill ordered registration stickers for UTV/Golf Carts. Registrations will be effective for all of 2018 and 2019. Ordinance is on website to check requirements. Matt was approached by Lanark Methodist to have block party on 9/9/18 and to close off Princess St. from Locust to Carroll. Matt will contact Maintenance for barricades. Alderman Knutti handed out pricing from the Lanark Fire Protection District on adapters and fire hydrant markers. Discussion will take place at next meeting as this was not on Agenda. Alderman VanMatre – Spoke with lead contact on camera and surveillance project. Still have an issue with what the Railroad will charge the city to cross the Railroad tracks. Mayor Viglietta offered to send the Railroad a letter. Attorney Mitchell sent a copy of the Tree Ordinance to the Illinois Department of Natural Resources. We now need to make application to Tree City USA. Ed sent a copy of the Moring Contract to everyone. Inspection of the Park for striping handicap parking, etc. is to be in November. Mayor Viglietta – TIF money is sent to us in three installments. Our first payment has been running around $20K and we received $14K. He will be checking with Assessor. Several solicitors were in town and approached to tell them they were in violation of City Ordinance. They did produce their identification finally. Discussion took place on how to handle solicitors.

A motion was made by Alderman Knutti and seconded by Alderman Macomber to adjourn at 9:20 pm Motion carried.
