City of Lanark City Council met August 7.

Lanark City Council met in regular session at the Lanark City Hall. Roll Call taken by Donna Burgh, City Clerk, showed Aldermen present were Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber, and Jay VanMatre. Absent: Weston Burkholder. Mayor Ken Viglietta was present and presiding.
Others present were Ardena Grant and Robert Hanviriyapunt.
Mayor Viglietta called the meeting to order at 7:33 p.m. with the Pledge of Allegiance recited thereafter.
Introduction Of Donalea Yenney – Mayor Viglietta introduced Donalea Yenney, who will become the City’s new Treasurer in December as our present Treasurer, Erica Schau, will be resigning at that time.
Approval Of Consent Agenda – Motion was made by Alderman Mark Macomber and seconded by Alderman VanMatre to accept the minutes of the 7/17/18 minutes as presented. Motion carried.
Public Comments – There were no Public Comments
Moring Disposal Contract – Alderman Grim reported that Moring requested to postpone their meeting so that Moring can review the Recycling portion of our contract. Dennis Pate, Manager of Moring, suggested he would have Recycling information ready in about a month.
Standing Committees And Boards – No Reports
ATV/UTV/Golf Cart In Town Use – Discussion took place about proposed Ordinance. The Ordinance includes UTV and Golf Cart use only; not ATV. Drivers must be 21 years or older with a valid driver’s license. A fee of $25 per year with sticker and proof of insurance is required. Alderman Macomber recommended that Chief Magill produce a map of accessible and non- accessible streets. Motion – A motion was made by Alderman VanMatre and seconded by Alderman Grim to accept Ordinance #955 (Authorizing the Usage of Golf Carts and Non- Highway Vehicles on City Streets) as presented effective 8-17-18. Motion carried.
Miscellaneous Corrections Ordinance - Tabled until 8-21-18 meeting.
Tree Ordinance - The proposed ordinance contains the last item that keeps us from becoming a Tree City USA, which would enable us to receive refunds for trees planted. Discussion took place. Motion – A motion was made by Alderman Macomber and seconded by
Alderman Grim to accept Ordinance #956 (Amending the Lanark City Code with Regard to Tree Regulations) as presented. Motion carried.
Reports – The Monthly Report from Streets/Properties was distributed by Supervisor Jason Alvarado. Mayor Viglietta shared that the Maintenance Department had two water main breaks this past month. Also the Department was responsible for clearing up branches and tree limbs from a storm. Attorney Mitchell passed out a proposed Ordinance in regards to changes to the City Clerk’s salary. This was not on the Agenda so will be addressed at next meeting. Alderman Leverton reported that information obtained from Treasurer, Erica Schau, the city is 25% into the fiscal year budget which is right on target. Alderman Knutti reported that he, Alderman VanMatre, and Alderman Leverton will be attending the next Disaster Preparedness presentation in Galena on 8/22/18. Mayor Viglietta distributed a letter from a Lanark resident who expressed her appreciation and compliments for the Maintenance Department on her driveway repair. Also, Kris Garnhart, Auditor, sent a preliminary audit. She will be meeting with the Council in the next month with the final audit.
Adjournment – A Motion was made by Alderman Leverton and seconded by Alderman Knutti to adjourn. Motion carried.
