City of Amboy Council met Sept. 17.

Mayor John Schamberger called the Regular meeting of the Amboy City Council to order and the council and audience stood for the Pledge of Allegiance.

MINUTE’S APPROVED-The minutes from the August regular city council meeting were presented. Motion to approve the minutes by Aldermen Stuckemeyer and Weidman. Carried.
TREASURER’S REPORT APPROVED- City Treasurer Nancy Neal submitted the financial report. Making a motion to approve the reports as presented was made and seconded by Aldermen Weidman and Dewey. Carried.
PAYMENT OF BILLS APPROVED- A list of outstanding bills, involving city accounts as prepared by the city clerk’s office was submitted. Making a motion to approve the bills as presented was made by Aldermen Bontz and Stuckemeyer. Carried.
STANDING COMMITTEE REPORTS:
COMMUNITY BUILDING-Alderman McLaughlin-No Report.
DEPOT MUSEUM-Alderman Shaw reported the depot museum meeting will be on Wednesday September 26th.
L.C.E.M.A-Alderman Dewey wanted to remind everyone that the siren is for high winds and storms.
PARK-Alderman Bontz –No Report. LIBRARY-Alderman Weidman –No Report.
COMMITTEE MEETING-Alderman Dewey reported the committee met and discussed culvert replacement and abandoned properties.
MAINT/STREET DEPT-Alderman McLaughlin-No Report. WATER/SEWER DEPT-Aldermen Stuckemeyer reported all is running well.
CONCERNS FROM THE AUDIENCE-Eileen Piper complimented the new community building floor and also the nice comments on the new streets downtown. Randy Singleton complimented the Mayor and City Council on the great improvements around town.
NEW BUSINESS
AMBOY SCHOOL DIST 272 REFERENDUM –Katie Pratt spoke on behalf of the referendum that will be on the ballet November 6th. This is the same project proposal that was also on the ballet in March. The Jr. High is a 100 year old building and it will cost taxpayers 10 million dollars and that will just replace the doors and windows and do some other updates. With the new proposal which will be added on the Amboy High School you get 20 new classrooms, a library, secure access, offices, cafeteria, music room and new gym. The secure access is so very important to make our schools safe. The cost of the project actually has increased to 17.3 million dollars and the Jr. High will be torn down and that cost is figured into the project. The school board has pledged up to 2 million dollars towards the project. An open house will be happening on Sept 20th.
DISCUSS LISA LANE RECAPTURE AGREEMENT –Attorney Matt Keegan was contacted by the attorney for the Dollar General. They are asking for a recapture agreement for the Lisa Lane project. The road cost was $250,000 which they would request a recapture in the amount of $125,000. The idea would be for any future development that they would pay a portion of the cost of the road plus permits for the new project. That cost will have to be decided and if the city wants to do an agreement a few things need to be figured out as who owns the property and road. The road also needs to be dedicated to the city before approval. Usually this process is done prior to construction. More info to follow next month.
DISCUSS/ADOPT POLICE SGT PROMOTION POLICY-Alderman Bontz explained the policy details and Attorney Matt Keegan reviewed the policy and updated some of the policy. Chief Jeff Blake used a policy that the City of Morrison uses and those were the guidelines used and are comparable to the size of our city. Resume, test, and interview will all be parts of this process. Motion to Table made by Aldermen McLaughlin and Dewey. Approved.
Building Inspectors Report-7 Roof, 1 Garage, 1 Porch and 2 letters to property owners for code violations.
ATTORNEY CONCERNS-None.
COUNCIL CONCERNS
Alderman Shaw-The Depot Museum will be hosting an open house during the Halloween Trick or Treating with photos on Sunday October 28th.
Alderman Weidman-Thank you for promoting the school referendum and speaking on behalf of the students of Amboy.
Alderman Dewey-None.
Alderman McLaughlin-Would like to plan on redoing East Main Street for spring 2019.
Alderman Bontz-Agreed with resurfacing East Main Street and thanks to Matt Keegan and Jeff Blake for working on the new police dept. policy.
Alderman Stuckemeyer-Looking forward to Homecoming weekend and celebrating 50 years.
MAYOR CONCERNS-Thank you to Katie Pratt for speaking about the referendum and is asking everyone to attend the open house at the Jr. High and also the Business After Hours at the new shop on Thursday Sept 20th.
