City of Byron Community Services Committee met Nov. 7.

Here is the minutes provided by the committee:

Members Present: Chairman Fulrath, Alderwoman Gerdes, Mayor Rickard. Alderwoman Hanlin arrived at 6:00 PM.

Others Present: Aaron Vincer-Public Works, Jason Stoll-Fehr Graham. Larry Hewitt-Building/Zoning. City. Attorney Krahenbuhl joined the meeting at 5:58 PM. Aldermen Gyorkos, Reilly, Gramer and Isaacs joined the meeting at 6:06PM.

5:43 PM Chairman Fulrath called the meeting to order. Agenda Item #1: Public Comment: No comment.

Agenda Item #2: Approval of Regular Session Minutes of October 3rd, 2018: Alderwoman Gerdes made the motion to approve the minutes. Mayor Rickard seconded. All ayes, motion carried.

Agenda Item #3: 2018 Street Maintenance Budget Planning: Jason Stoll told the committee the Third St. project is nearly complete. Curb and gutter may be done by November 8th, no additional stone needed which will save money, Stenstrom will be done with the concrete tomorrow, will need to core out soft spots and pave day should be Thursday November 15th or Friday November 16th. After the TAS meeting discussion on Third St. this morning, Jason is recommending applying the 1 1⁄2” binder this fall, finish up all the driveways and put black dirt behind the curb, then suspend the work until the spring of 2019 to apply the 1 1⁄2’ surface. He explained this is what was done on Mill Rd. a few years ago. This should eliminate any problems with having a new road surface. Aaron Vincer agreed that would be much better to wait until spring 2019, wants the best project possible. Mayor Rickard moved to concur with the recommendation of City Engineer Stoll and Public Work Director Vincer to apply the final surface on Third Street next spring. Alderwoman Gerdes seconded. Jason said it will be considered a suspended project, will contact William Charles. Jason advised that there may be an additional charge of approximately $10,000.00. Alderwoman Gerdes asked if that amount would be in the budget next year. Jason said the final pay would be in June or July 2019. Discussed the pending projects next year: finish Third St. to Rt. 2, finish Edge of Town Subdivision and Brighton Ridge slurry and fabric application.

Agenda Item #4: Intergovernmental Agreement Byron Township: Aaron Vincer reported to the committee that he and Ron Gibson of Byron Township are mending the relationship between the city and the township. Aaron is in hopes of co-working with them and is working on executing an intergovernmental agreement. Attorney Krahenbuhl advised that the agreement needs to be carefully worded. Aaron is working on this project.

Agenda Item #5: Ordinance Amendment for Tiny Homes and Container Building: Larry Hewitt said there have been more inquiries on metal buildings. He’s been checking the government guides to tiny homes regulation and asked the committee to read thru the guide. Larry said he will have some model ordinances at the next meeting. He also brought up the subject of not having metal building along the highway for commercial use, or at the least to update highway design guidelines to have trees, landscaping, and greenspace.

Agenda Item #6: Water Meter Replacement: Aaron told the committee that the meter replacements went very well, have ceased at this point. Approximately 275 have been upgraded. Wednesdays will now be for meter maintenance.

Agenda Item #7: Public Works Update: Aaron’s update: Headworks is not ready to final out. He then explained the problems that have been happening; the Singer Valve rep will be coming to check the problem out. Everything is under warranty.

Employee Wade Kretsinger’s last day was October 26th. Gary Treese is part time at this point. PW crew is preparing for winter; plows are being repaired by Bonell which means there will be a sizable bill.

Agenda Item #8: Executive Session (Section 2) (c) (21) - Nothing discussed.
