City of Lanark City Council met Dec. 4.

Here is the minutes provided by the council:

Lanark City Council met in regular session at the Lanark City Hall at 7:36 pm. Roll Call taken by Kim Hunter, City Clerk, showed Aldermen present were Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber and Jay VanMatre. Mayor Ken Viglietta was present and presiding.

Others present were: Jason Alvarado, Rosemary Flikkema, Laura Snider and Steven Snider. PLEDGE OF ALLEGIANCE – was led by Alderman Lance Leverton.

APPROVAL OF CONSENT AGENDA - MOTION - was made by Alderman Weston Burkholder and seconded by Alderman Jay VanMatre to accept the minutes of the November 6, 2018 meeting as presented. Motion carried by all 6 aye votes.

NO PUBLIC COMMENTS.

SWEAR IN NEW CEMETERY BOARD MEMBER – MOTION – was made by Alderman Haley Grim and seconded by Mark Macomber to elect Laura Snider to the Cemetery Board. Laura introduced herself and her husband. She was screened by the Cemetery Board and will be taking Jocelyn Johnson Lilly’s place as the Secretary/Treasurer for the Cemetery Board. Motion carried by all 6 aye votes. Laura Snider was then sworn into office by Attorney Ed Mitchell.

ORDINANCE TO CHANGE MEETING TIME – MOTION – was made by Alderman Mark Macomber and seconded by Brad Knutti to approve the #961 Ordinance to change the council meeting time from 7:30 p.m. to 7:00 p.m., we will still meet on the regular first and third Tuesday of the month. Motion carried by all 6 aye votes. There will be no meeting at the end of December for the holiday. Ken said for the January meeting, by the code book it says if a meeting falls on a legal holiday the meeting shall be on the next business day at the same time which will be on Wednesday, January 2nd, at 7:00 p.m.

STANDING COMMITTEES AND BOARDS – Rosemary Flikkema represents the Transformers and she gave an overview of how Jingle Fest went two weekends ago. Lots of people attended and the businesses saw an increase. She said around a hundred people attended and went through the Valentine building to taste cookies for the cookie contest. She said there was a lot of interest in the Valentine Building. Sixty children visited Santa Claus and had their pictures taken. There were Christmas carolers and a Vendors Fair at the Heritage Center. She said it was all well received and would like to expand it next year. She thanked everyone. Rosemary is also on the Park Board and mentioned that they want to get some new equipment for the park and would like us to keep them in our thoughts when it comes to budgeting. She said they also need to change and upgrade some of the equipment and finish fixing some of the equipment that the insurance company recommends them to do.

COM ED PRESENTATION – Tabled for future meeting.

BACKUP GENERATORS – Matt Magill had a lot of information but wasn’t able to make it to the meeting, he was busy with police business. Ken would like to continue on with the project. He spoke to Roger Burkholder and the pad is in, they were pre-casted by Burkholder & Sons. Robbie from Gen Pro, the contractor, says they are $7,000.00 under budget as of now. It will be a little less if Burkholder & Sons will help them drop the generator in on the pad. Ken had talked to Brad last week to double check to see if we can proceed with the project rather than try and defer it, the cost of the generators will go up next year. We will stay under budget if we proceed. Matt has a lot of materials available to look at and Ken can e-mail them to the aldermen. He said we will proceed from there.

ALLEY MAINTENANCE - Haley Grim said she spoke to Jason regarding snow plowing and getting the alleys done and also by the park the sidewalks by the water tower. Roger Port made a little pathway for the kids where they wait for the school bus. Haley wanted to thank Roger for his help. She said the even days and odd days of our Ordinance doesn’t really work for some of the streets. The alderman discussed it. This is one of the biggest snowfalls we have had with winds. Jason Alvarado is going to look at the Ordinance. Jason says they can give him a call at the city maintenance building if anyone has any problems with the snowplowing.

EXECUTIVE SESSION – MOTION – was made by Alderman Mark Macomber and seconded by Alderman Lance Leverton to convene in Executive Session at 8:06 p.m. in order to discuss Pending Litigation, TIF application, Employment and Compensation. Motion carried by all 6 aye votes.

NEW TIF APPLICATION – TIF request is denied for lack of motion.

REGULAR SESSION – MOTION – Was made by Alderman Weston Burkholder and seconded by Alderman Mark Haley Grim to reconvene into regular session at 9:10 p.m. Motion carried by all 6 aye votes.

REPORTS – EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERMEN AND MAYOR – Alderman Mark Macomber mentioned that election petitions are due between December 10th through December 17th, 2018 and thanked Brad for posting it. Jason Alvarado, Maintenance Manager - turned in a monthly report. He said we had the training for the Neptune reader with Denise and that it only took him a half hour to read all the meters compared to 4 to 4 1⁄2 hours to read all the meters. We are also going to get more water meters. Kim Hunter, City Clerk said she found the Neptune charger. We found the books and instructions too. Donalee Yenney, Treasurer- the city council members will be getting a $25.00 a month for their phone expense and Donalee Yenney had a $75.00 check ready for this quarter for them. A thank you goes out to Alderman Lance Leverton and Erica Schau for this decision. Donalee handed out two reports for the Profit & Loss Budget vs. Action which come out on the second meeting of the month and since we did not have a second meeting in November we have two reports tonight. She met with Jason and Matt for preliminary budgeting. Mayor Ken Viglietta -asked if they had looked at the e-mail he sent about assets and unrestricted assets. He talked about the DCEO bigger block grants. He asked the council to give Brad the consent to do a low and medium income study so we could get one on file. Ken said 4 petitions have been signed out, one for each ward and the city clerk. Alderman Weston Burkholder – talked about TIF Policy, Erica is working on it. She is writing the steps for the Policy. Donalee helped with how we will administrate it. Alderman Lance Leverton – said the budget was coming up. Finishing up the

Southwest Lanark and tower project. Alderman Haley Grim – she said Rosemary Flikkema brought up a sidewalk and diagonal parking on the north side of the park for parking and handicap parking. Ken said it was determined that there wasn’t enough room to do it as it would take the parking lot out into the middle of Claremont Street. Ken asked Haley and Weston to partner up with a diagram with what they would like with measurements. Ken and council discussed committee meetings and Ken suggested the committee meetings to meet quarterly four times a year, other options were discussed too. Ken said we should put this on the agenda for January and discuss it. Alderman Brad Knutti- said he was at the Neptune training, he said it was awesome, the charger was found and we are going to get new batteries. Mayor Ken Viglietta – said that Jess Kuhlemeier asked for our help to help her find a renter for a restaurant business in her building. He asked if anyone had any questions about the SRO Program and that he would get the press release from Superintendent Hansen to the council members. Ken said there was a business after hours get together from 4:30 p.m. to 7:00 p.m. at the Heritage Center by the Chamber of Commerce. Ken said he will be at the Shannon Elementary tomorrow for the DARE Program at 1:30 p.m. He is representing the City of Lanark.

ADJOURNMENT - MOTION – was made by Alderman Weston Burkholder and seconded by Alderman Lance Leverton to adjourn at 9:50 pm. Motion carried by all 6 aye votes.
