City of Byron Administrative Committee met Jan. 2.

Here is the minutes provided by the committee:

Members Present: Chairman Christy Hanlin, Todd Isaacs, Dan Reilly

Members Absent: None

Others Present: City Attorney Kim Krahenbuhl, Mayor John Rickard

Meeting called to order by Chairman Hanlin at 5:15pm.

Agenda Item #1: Public Comment: None

Agenda Item #2: Approval of Meeting Minutes: October 3, 2018 - Regular Session Minutes:

Motion by Alderman Hanlin to approve the Administrative Committee meeting minutes from October 3, 2018, seconded by Alderman Isaacs. Motion passed.

Approval of Meeting Minutes: December 5, 2018 - Regular Session Minutes:

Motion by Alderman Hanlin to approve the Administrative Committee meeting minutes from December 5, 2018, seconded by Alderman Reilly. Motion passed.

Agenda Item #3: Creekside Senior Garbage Rate Rebate: Currently, the Creekside Association as a group is billed for City water and garbage pickup. It is not possible to bill the homeowner’s individually (since there is only one meter per building- some units include as many as four units), although some of the homeowners are seniors and therefore do not get the senior discount that other seniors in town receive. Association Representative Pam Kultgen has asked Council to consider ways to include their seniors in the discount. Mayor Rickard proposed that the city mail “Request for Reimbursement” forms to the Creekside Association. Seniors who wish to apply for the discount may fill out the reimbursement request and submit it to the city during the month of January. This would include reimbursement for the charges from the previous year. They would need to provide proof of age and proof of residence (by lease or by ownership). Alderman Isaacs asked about the accounting of this reimbursement which would total $6.00 per year per senior. This would not go into effect this year – the first opportunity they would have to apply for reimbursement would be January of 2020, for the 2019 billing year. Mayor Rickard suggested working on the format of the reimbursement form before presenting it to Council for a vote.

Agenda Item #4: City Website Discussion: Alderman Hanlin asked what needed to be discussed on the website and Alderman Isaacs explained they are looking for ways to upgrade it, add emergency announcements, and expand it. Mayor Rickard added that we should be able to use it as a communication device.

Agenda Item #5: Executive Session (Section 2)(c)(1)-Personnel: None.

Agenda Item #6: Executive Session (Sec 2)(c)(21)-Review & Approval of Closed Meeting Minutes: None.
