City of Amboy City Council met April 15.

Here is the minutes provided by the council:

Mayor John Schamberger called the Regular meeting of the Amboy City Council to order and the council and audience stood for the Pledge of Allegiance.

ROLL CALL:

MINUTE’S APPROVED-The minutes from the March regular city council meeting were presented. Motion to approve the minutes by Aldermen Dewey and Bontz. Carried.

TREASURER’S REPORT APPROVED- City Treasurer Nancy Neal submitted the financial report. Making a motion to approve the reports as presented was made and seconded by Aldermen Shaw and Weidman. Carried.

PAYMENT OF BILLS APPROVED- A list of outstanding bills, involving city accounts as prepared by the city clerk’s office was submitted. Making a motion to approve the bills as presented was made by Aldermen Stuckemeyer and Weidman. Carried.

STANDING COMMITTEE REPORTS:

COMMUNITY BUILDING-Mayor Schamberger is looking for a company to soft wash the building.

DEPOT MUSEUM-Alderman Shaw reported the Depot is updating their computer system. They are redoing the gift shop and are ready to open.

L.C.E.M.A-Alderman Dewey-The list for the hazardous mitigation has been submitted. PARK-Alderman Bontz reported park cleanup will be on April 27th at 9am. LIBRARY-Alderman Weidman reported the library board met and reviewed the bylaws.

COMMITTEE MEETING-Alderman Dewey reported the committee met and discussed East Main Street, Division Street, reviewed the annual budget, sump pump letters, discussed a new Dodge pickup for the police department and annual employee compensation.

MAINT/STREET DEPT-Alderman Bontz –Lee County will be removing the old bridge on Rockyford Rd and our sewer lines will have to be removed from the bridge. The city will be receiving a portion of the land by the creek.

WATER/SEWER DEPT-Aldermen Stuckemeyer reported that he and Alderman Shaw met with Matt Hansen and another company that provides chemicals and fine bubble diffusers. The sludge is driving the algae growth and this could be removed by dredging the ponds to help reduce the numbers.

Approve Resolution Authorizing the Hiring of Part-Time Employee Leroy Dukes- Richard Kelly (Summer Mowing) Motion to Approve Resolution Authorizing the Hiring of Part-Time Employees made by Aldermen Stuckemeyer and Bontz. All Approved.

Approve Willett & Hoffman to Bid 2019 MFT Street Per IDOT- Division Street- Alderman Dewey asked about the sidewalk work for the project. Aaron Full explained that the Jefferson and Division sidewalks will have to be redone. Special work will be done to match into the Jefferson Street brick. Motion to Approve 2019 MFT Street Bid made by Aldermen Weidman and Dewey. All Approved.

Approve Resolution MFT IDOT Funding -$100,000.00-Motion to Approve Resolution MFT IDOT Funding made by Aldermen Stuckemeyer and Bontz. All Approved.

Approve Rich Schrock.25 Increase-Spray License –Motion to Approve Rich Schrock.25 Increase in hourly pay made by Aldermen Weidman and Dewey. All Approved.

Approve 2019-2020 Annual Budget-Motion to Approve 2019-2020 Annual Budget made by Aldermen Weidman and Bontz. All Approved.

Approve Full Time Employee Raise.60-Motion to Approve Full Time Employee Raises.60 made by Aldermen Dewey and Weidman. All Approved.

Approve Resolution Adopting Amendment Employee Insurance (City 85%) Motion to Approve Resolution Adopting Amendment Employee Insurance made by Aldermen Bontz and Weidman. All Approved.

Approve Ordinance for State Bid Police Dept. 2019 Dodge Ram 1500-Thomas Dodge for $26,082.00-Motion to Approve Ordinance for State Bid Police Dept 2019 Dodge Ram 1500-Thomas Dodge $26,082.00 made by Aldermen Dewey and Stuckemeyer. All Approved.

Approve Ordinance Amending No 9-18-17 An Ordinance Amending Lee Ogle Enterprise Zone Boundary-Andy Shaw updated that Bonnell Industries will be added to the Dixon mapping boundary area. Motion to Approve Ordinance Amending No 9-18-17 Lee Ogle Enterprise Zone Boundary made by Aldermen Stuckemeyer and Weidman. All Approved.

Approve Ordinance Authorizing the Publication of Notice of the Invitation to Bid Palmer Property –Attorney Matt Keegan reviewed the publication for the bidding process. The bids will be due by June 17th and will be opened at the city council meeting. If the city desires a minimum amount that can be added to the ordinance. Minimum bid must be $8,000.00. Motion to Approve Ordinance Authorizing the Publication of Notice to Bid Palmer Property made by Aldermen Stuckemeyer and Shaw. All Approved.

Approve Resignation Kalla Mahar- Library Board-Motion to Approve Resignation Kalla Mahar made by Aldermen Weidman and Shaw. All Approved.

Approve Appointment Britainy Kaleel-Library Board-Motion to Approve Appointment Britainy Kaleel made by Aldermen Weidman and Stuckemeyer. All Approved.

Building Inspectors Report-2 Roof permits, 5 fence permits, 1 porch permit and 2 demo permits. Will be meeting with the code enforcement officer of Dixon to discuss code violations and how to collect if left unpaid.

ATTORNEY CONCERNS-Nothing.

MAYOR CONCERNS-The Lions Club Easter Egg Hunt will be at 2pm on Saturday. Thank you to the Police Dept for getting the yards cleaned up around town. The summer concert series is looking for new local music/bands to add on Saturday nights.
