Q3 2018 Parolees Recap: Who was paroled in Carroll County?

There were three offenders released on parole during the third quarter that live in Carroll County, according to Illinois Department of Corrections data obtained by NW Illinois News.

The data shows that all of the released offenders in Carroll County were men. The median age of the parolees was 32. The youngest parolee was a 25-year-old man sentenced for a property crime in 2017, and the oldest was a 37-year-old man sentenced for a crime against one or more children in 2012.

The offender who had been incarcerated the longest was Anthony E. Congdon. He was convicted of a crime against one or more children in 2012 when he was 31 years old. He is now 37.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below gives a breakdown of how many offenders were paroled in the third quarter in each Carroll County municipality.
