City of Fulton City Council met May 13.
Here is the minutes provided by the council:
Mayor Ottens called the meeting to order at 5:30 PM and directed the City Clerk to call roll. On roll call Ald. Gene Field, Margaret Crosthwaite, Dan Nederhoff, Barb Mask, Paul Banker, Sue VanKampen, and Keith King. Ald. Mike VanZuiden was absent. Also in attendance Randy Boonstra, Bill Shirk, Dave Bartels, Debi Ervin, Dale Sikkema, and Dan Clark.
Pledge of allegiance was recited; invocation was given by Wayne Wiersema.
Visitors at the meeting included; Daniel Nardini, John Rohlf, Chuck Dykstra and Charles Thacker.
Approve consent agenda; approve meeting minutes from April 29, 2019 and approve bill list. Ald. Nederhoff motioned, seconded by Ald. Crosthwaite to approve the consent agenda. Roll call vote (7 yes, 1 absent).
Business
Approve annual “Blessing of the Bikes” for downtown Fulton in June. Ald. Mask motioned, seconded by Ald. King to approve annual “Blessing of the Bikes” downtown Fulton. Roll call vote (7 yes, 1 absent).
Approve 1st Annual Summer Fest in 1100 block of 4th Street on June 15, 2019 from 2 to 8 PM. Ald. King motioned, seconded by Ald. Crosthwaite to approve the 1st Annual Summer Fest in the 1100 block of 4th Street on June 15, 2019 from 2 to 8 PM. Roll call vote (7 yes, 1 absent).
Approve Finance Committee’s recommendation to enter a 3-year contract with Wipfli for annual audits. Ald. Mask wanted to stand up for the other audit firm Winkel, Parker, Foster who already do the audits for the Township, local and help in the community. Ald. Nederhoff received a message from someone at Winkel, Parker, Foster and returned call but got no response. Ald. Boonstra pointed out these bids were reviewed by the Finance Committee. Ald. Field motioned, seconded by Ald. King to approve 3-year contract with Wipfli for annual audits. Roll call vote (5 yes, 2 no, 1 absent). Ald. King and Mask voted no to the new contract.
Approve ordinance for the sale of kitchen equipment to Fulton Historical Society for $1. Ald. King motioned, seconded by Ald. VanKampen to approve ordinance for the sale of kitchen equipment to Fulton Historical Society for $1. Roll call vote (7 yes, 1 absent).
Approve ordinance amending the charges for Municipal Water and Sewer Services in Title 5, Entitles Public Works to 4% starting on June 1, 2019. Ald. Field suggested doing raise at the same time as garbage change would occur. Admin. Boonstra pointed out this change was part of the budget and Moring does not have a proposal yet and it could still be months before it is discussed and changes would occur. Ald. Banker motioned, seconded by Ald. King to approve ordinance amending the charges for Municipal Water and Sewer Services in Title 5, Entitled Public Works to 4% starting June 1, 2019. Roll call vote (7 yes, 1 absent).
Approve training request from Police Department for Officer Hamilton to attend training on May 16, 23 & 30 in Freeport. Ald. King motioned, seconded by Ald. Approve Street Improvement Plan for 2019. Ald. VanKampen is working on getting some grants to redo downtown (4th Street) if that does not happen would like to put 1st Ave on hold and get 4th Street done. Ald. Banker said the 4th Street project will cost over $1 Million, big project. Ald. Mask is opposed to the plan because nothing is being completed in 1st Ward, no money being spent in her ward. Would like to see all wards to receive improvements. Mayor Ottens believe downtown is a big project, needs planning and wants to do it right. Ald. King motioned, seconded by Ald. Crosthwaite to approve Street Improvement Plan for 2019. Roll call vote (6 yes, 1 no, 1 absent). Ald. Mask voted no to the plan.
Ald. King motioned, seconded by Ald. Crosthwaite to adjourn to the Committee of the Whole. Roll call vote (7 yes, 1 absent). The council entered the Committee of the Whole at 6:02 PM.
Ald. Mask motioned, seconded by Ald. Crosthwaite to move the next regular council meeting to Tuesday May 28, 2019 at 5:30 PM. Roll call vote (7 yes, 1 absent).
Ald. Mask motioned, seconded by Ald. Crosthwaite to enter closed session to discuss personnel and sale of property. Roll call vote (7 yes, 1 absent). The council entered closed session at 6:51 PM.
Ald. King motioned, seconded by Ald. Mask to exit closed session. Roll call vote (7 yes, 1 absent). The council exited closed session at 7:55 PM.
With no further discussion Ald. King motioned, seconded by Ald. VanKampen to adjourn. With voice agreement the council adjourned at 7:58 PM.
