City of Galena City Council met April 22.

19C-0149 – CALL TO ORDER
Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 22 April 2019.
19C-0150 – ROLL CALL

19C-0151 – ESTABLISHMENT OF QUORUM
Mayor Renner announced a quorum of Board members present to conduct City business.

19C-0154 – CITIZENS COMMENTS
Lisa McCarthy, Northwest Illinois Economic Development, 104 N. Clark Lane – McCarthy reported they have been working with the corporate real estate agents regarding Honeywell. They plan to look at the building and assess the asking price. In the meantime, the President of Intercept Illinois, a 2-year-old sales and marketing division, was given a tour. The building is in excellent condition on the inside. The State of Illinois has a unique relationship with some Japanese and German companies. They have private people looking to expand in the United States. They are hopeful a buyer can be found for the plant. McCarthy advised she would keep the city updated on any progress.
Presentation: Mayor Renner recognized Jim Holman for his 18 years on the Zoning Board.

Motion: Kieffer moved, seconded by Allendorf, to approve the second reading of an ordinance amending the Zoning Map to change an 11.816-acre parcel (22-200-133-00), the Grandview Subdivision on Gear Street from Limited Agricultural to Low Density Residential, 19C-0140.

Discussion: Hahn requested that the donation to the ARC be raised to $20,000. Council discussed and agreed to keep it at $15,000 for this year.

NEW BUSINESS
19C-0161 – MONTHLY WATER AND SEWER OPERATIONS AND MAINTENANCE REPORT FROM VEOLIA
Matt Trotter reported there were no main breaks in March; however, the lost water has increased again. The leak survey found 15 potential areas. One leak has been repaired which dropped daily production by 50,000 gallons. There are five more leaks confirmed that are either service lines, hydrants or mains. They will be working to knock those off the list.
Hydrant flushing will begin in May. They are following up on the training on the polymer feed. The factory rep has provided good information. The feed will be repaired which will feed less chemicals and save money.
Approximately 26 loads of solids have been applied to fields. They will continue to run the press and, if solids are generated, they will try to haul before field work begins.
They continue to work on water infiltration. Once the river goes down, they will do camera work to determine where the water is getting in.
Matt Oldenburg and Jonathan Miller assisted with going through the line on Dewey Avenue locating manholes and putting them on the GPS. They will take care of those that were under water once the river goes down.
Maintenance on the jetting and collection system will be done in May.
19C-0162 – QUARTERLY REPORT FROM THE GREATER GALENA MARKETING INITIATIVE (GGMI)
Rose Noble gave the quarterly report from the Greater Galena Marketing Initiative. Noble highlighted the following:

Unique Visitors to the Website 121,688
Visitors Serviced by the Welcome Center 13,454
A networking event/tourism night will be held on Tuesday, May 7 at the Train Depot.
Tax collection dollars for B & B’s and Air B & B’s jumped quite a bit from 2018. Noble feels the City has done a great job regulating them. Large lodging has been level as well.
Noble feels they are seeing more of a trend towards Air B & B’s. She noted this isn’t just happening in our City. We are late getting in the game.

19C-0166 – ALDERPERSONS’ COMMENTS
Thank You - Bernstein thanked Lisa McCarthy for coming back to provide information on Honeywell.
Well Wishes – Bernstein advised she will be absent at the next meeting. She wished Charlie Fach well and welcomes Marc McCoy to the council.
Glass Recycling – Bernstein thanked the council for keeping the glass recycling in the budget. Write-Offs – Westemeier thanked Deb Price and whoever else is involved with write-offs. They have done a good job going after people getting money back.
Thank You – Allendorf thanked those who supported the donation to Northwest Illinois Economic Development. He was happy to hear from McCarthy.
Farewell – Fach thanked staff and council for their support over the years. Being on the Council has been a great experience and honor. He hopes he has done the City well. Hahn thanked Fach for his service.
Air B & B’s – Hahn feels the City needs to watch the trend on Air B & B’s in this area. We need to continue to track down those that have opened illegally and bring them into compliance.
Parking – Hahn feels parking in the downtown is going to be a problem.
Thanks – Kieffer thanked Charlie Fach for his service.
Budget – Kieffer stated he is glad the budget passed without too much argument. 19C-0167 – CITY ADMINISTRATOR’S REPORT
Vacation Rentals – Moran advised the Galena Gazette ran a great article on the subject. The article really pertained to the county. In terms of vacation rentals operating illegally in the City, we are not aware of any. They are being monitored constantly. Staff feels we have a tightly managed system around vacation rental businesses.
Thanks – Moran thanked Jim Sullivan and Alex Phillips for the donated land in the Gateway Park Subdivision. It will compliment Gateway Park nicely.
Paper Shred – Moran reminded Council that Friday, April 26th, the City will be offering paper shredding open to the public from 9 a.m. to 11 a.m. This is in conjunction with the City’s annual shredding. Moran thanked staff for organizing the event.
19C-0168 – MAYOR’S REPORT
Thank you – Mayor Renner thanked Charlie Fach for his years of service. They met on the
Zoning Board in 1998 so they have been sitting at the same table for quite some time.

Vacation Rentals – Mayor Renner recommended staff keep on top of it.
Budget – Mayor Renner thanked council and staff for the budget.
Boy Scouts – Mayor Renner requested a Council member represent the City at the elks at noon on Saturday as he will be out of town. Alderman Hahn agreed to be there.
