City of Sterling City Council met May 6.

Here is the minutes provided by the council:

Mayor Charles L. “Skip” Lee called a meeting of the Sterling City Council to order at 6:30 pm on Monday, May 6, 2019. Roll call. Present: Aldermen Retha Elston, Mackenzie Hopping, Joe Martin, John Stauter, Christine Wilen, and Jim Wise. Absent: None.

Also present were City Attorney Tim Zollinger, City Manager Scott Shumard, Financial Director Cindy Von Holten, Superintendent of Building and Zoning Amanda Schmidt, Superintendent of Public Works Brad Schrader, Deputy Fire Chief Mike Dettman, Police Chief Tim Morgan, and City Clerk Marie Rombouts.

The Pledge of Allegiance was recited.

There were no communications from Visitors.

Mayor Lee removed Item D from the Consent Agenda.

Alderman Elston made a motion to approve the following items on the Consent Agenda:

A) Minutes of April 1, 2019 and April 15, 2019

B) Bills and Payroll totaling $1,447,823.18

C) Resolution #R2019-05-11 to dispose of City owned obsolete and surplus equipment and abandoned and unclaimed property recovered by the Police Department

Motion seconded by Alderman Wilen. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Elston made a motion to amend Resolution #R2019-05-12 for terms ending 2023, not 2022; seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Elston made a motion to approve Resolution #R2019-05-12 to declare Election Results of the April 2, 2019 election as amended:

 For Mayor: Charles “Skip” Lee 648; Jim Wise 496; Marc D. Batley 67

 For Alderman - Ward One: Retha Elson 190; Dasan D. Klingenberg 129

 For Alderman - Ward Two: Christine Wilen 309

 For Alderman - Ward Three: Mackenzie Hopping 214

 For Alderman - Ward Four: Joseph D. Martin 239

Seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Clerk Rombouts administered the Oath of Office to Charles L “Skip” Lee for Mayor, Retha Elston for Ward One Alderman, Chris Wilen for Ward Two Alderman, Mackenzie Hopping for Ward Three Alderman, and Joe Martin for Ward Four Alderman.

At 6:39 pm, the meeting of the old Council adjourned.

Alderman Elston made a motion to approve the Consent Agenda as follows:

1) Change Order #1 for Douglas Park Subdivision in the amount of $9,448.90, primarily due to delays in utility work

Seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Elston made a motion to approve Mayor Lee’s recommendation to reappoint Kip Aitken to the Police Pension Board for a term to expire June 30, 2021; seconded by Aldermen Hopping. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Chief Morgan introduced Police Officer, Brett Bordewick. Bordewick has been through training, worked in Naperville for a while, and now joined our force. He has a girlfriend and daughter living here and is making this home. Clerk Rombouts administered the Oath of Office.

Deputy Chief Dettman introduced Nicholas Hammer, the new firefighter. Nicholas has been a paid-on-call firefighter for a few years. His grandfather worked for the Sterling Fire Department, his Uncle Paul is a Rock Falls part-paid firefighter, and his father was a volunteer firefighter in Lanark.

Alderman Wise made a motion to approve the Proclamation recognizing Municipal Clerks Week May 5 through 11, 2019; seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried. Mayor Lee read the proclamation into the record and presented it to Clerk Rombouts

Alderman Elston made a motion to approve the Proclamation declaring May 12 through 18, 2019 as Nursing Home Week; seconded by Aldermen Hopping. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried. Mayor Lee will read the proclamation at the Citadel Nursing Home next week.

Alderman Stauter made a motion to approve the Proclamation declaring May 12 through 18, 2019 as Police Week and May 15, 2019 as Police Officers Memorial Day; seconded by Alderman Elston. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried. Mayor Lee read the proclamation into the record and presented it to Chief Morgan.

Alderman Wise made a motion to approve the Proclamation recognizing National Public Works Week, May 19 through 25, 2019; seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried. Mayor Lee read the proclamation into the record and presented it to Superintendent Schrader.

Alderman Martin made a motion to approve Ordinance #2019-05-13 Amending Section 102-407(b)(1) regarding reflective devices on dumpsters and storage containers; seconded by Alderman Wilen. Superintendent Schmidt explained this enlarges the reflective area to be seen easier by vehicles. Alderman Stauter asked if this is large enough. Schmidt believes it should be. Alderman Wise asked if fines have been issued to Vendors. Schmidt explained the fine would go to the property owner. If a property owner does not obtain a permit, fining them is inappropriate. Schmidt feels it is unfair to fine an owner for the Vendor’s lack of visibility. Mayor Lee asked about the required cones by the dumpster. Schmidt stated the cones have been stolen repeatedly. Lee suggested the code be changed to eliminate codes if it is not being enforced. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Wise made a motion to approve Ordinance #2019-05-14 Authorizing the sale and assignment of judgment and demolition lien at 2304 Spring Street; seconded by Alderman Elston. Superintendent Schmidt explained the City received a judgment to demolish the house and garage at 2304 Spring Street that was severely damaged by water. Attorney Zollinger stated the property is owned by a mortgage company and City maintains a lien for the demolition costs. Wainwright Orthodontics has made an offer of $17,500 for the property. These funds will go back to the demolition fund for future demolitions. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Elston made a motion to approve Ordinance #2019-05-15 Authorizing Adoption of a New Corporate Seal of the City of Sterling; seconded by Alderman Hopping. Manager Shumard stated the new seal will tie together with the branding. Alderman Stauter expressed concern that we are removing our history. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Superintendent Schrader announced that Clean & Green will be this weekend. Items can be dropped off on Friday from 8:00 am to 6:00 pm and Saturday 8:00 am to noon at the Public Works facility. No hazardous materials or household garbage will be accepted. Electronics are welcome.

Deputy Chief Dettman reported Insurance Service Organization (ISO) reviews were performed. In recent years, our rating has improved from 5 to 3, costing residents less money for insurance.

Manager Shumard asked Janna Groharing for a report on the car show. Groharing reported 149 entries this year. The event continues to grow. The first year there were about 75 cars.

Alderman Elston spotted the new trees planted on Fourth Street. Elston asked if there is a way to get information out on the grants from Rock Island Economic Growth. Superintendent Schmidt stated the City is the first contact to get them on their way. Elston thanked Clerk Rombouts for her availability to answer questions.

Alderman Wise noticed trees on Broadway, too.

Mayor Lee asked if we could add a listing of licensed contractors to the website for citizens to review. Superintendent Schmidt stated that may be hard to do because it is continually changing. They can contact City Hall so we can advise them on permit needs as well.

Alderman Wilen asked if others had received postcards in the mail to switch their energy company. Shirley Sharp asked if there are calls pertaining to Social Security. Attorney Zollinger noted these are scams around the country.

Alderman Elston made a motion to move to “closed session” at 7:25 pm to discuss personnel matters as covered under subsection (2) of 5 ILCS 120/2(c); seconded by Alderman Hopping. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Before going into the Closed Session, Council toured the clean-up trailer for neighborhoods.

Alderman Wise made a motion to adjourn the Closed Session and reconvene the regular Council meeting at 7:42 pm; seconded by Alderman Elston. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried. Open meeting reconvened.

Meeting adjourned at 7:43 pm.
