City of Prophetstown City Council met April 9

City of Prophetstown City Council met Tuesday, April 9.

Here is the minutes provided by the council:

I. CALL TO ORDER: 

A regular meeting of the Prophetstown City Council was held at City Hall in Prophetstown, Illinois.. The meeting convened at 7:02 p.m., Mayor Steve Swanson, presiding.

II. ROLL CALL

Dan Baker, Daryl Drennen, Rick Woolums, Greg Schmitt, Josh Hovey, Ryan Inskeep

CITY STAFF IN ATTENDANCE: 

Tim Zollinger, City Attorney;

Connie Jensen, City Clerk;

Eileen Detra, Treasurer;

Bruce Franks, Chief Of Police;

Brian Strike, Director Of Public Works; 

Rhonda Carter, City Administrator

III. PLEDGE OF ALLEGIANCE: Mayor Swanson, led the Pledge of Allegiance.

IV. PUBLIC COMMENT:

1. Amanda Burger - Music fundraiser to be held at 606 West 6th Street, on June 22, 2019.

Ms. Burger did not address the council.

2. Dontea Johnson

Mr. Johnson did not address the council.

V. ITEMS FOR CONSIDERATION AND POSSIBLE ACTION:

1. Consideration and Possible Action: To revisit what to do with the 510 Washington Street property.

Mayor Swanson stated that there was interest in the purchase of the lot.

Mayor Swanson stated that the potential buyer was interested in using the lot for other than residential purposes.

Prophetstown City Attorney, Tim Zollinger, stated that if the council makes a motion, it would be to open bidding for the purchase of the property, with no minimum bid, other than the recovery of the cost of the ad.

Cost of ad: $676.00.

Mayor Swanson stated that the ad would be run in the Sterling paper.

2. Consideration and possible action: Update on grant for lift station from Sharon Pepin (email).

Mayor Swanson stated that he had been contacted by Sharon Pepin.

Mayor Swanson stated that Ms. Pepin informed him that the city was one day short of the required number of days to advertise for the grant.

Mayor Swanson stated that Ms. Pepin informed him that she would re- publish the advertisement.

Mayor Swanson stated that on May 14, 2019, there will be a public hearing at city hall, regarding the grant.

Mayor Swanson stated that Ms. Pepin stated that the approval of the grant looked very favorable.

The grant amount request for the lift station: $157,000.00.

3. Consideration and possible action: To deposit IHMVCU check into Gateway Credit Union with Steve Swanson, City of Prophetstown Mayor and Eileen Detra, City of Prophetstown Treasurer, as signers for the CD: $72,066.48, 20 months, 2.48%.

MOTION: Motion to deposit IHMVCU check into Gateway Credit Union.

MOTION MOVED BY SCHMITT, SECONDED BY INSKEEP. COUNCIL CONCURRED. MOTION CARRIED.

4.Consideration and possible action: To approve hiring Hamstra Carpet Cleaners to clean the carpets in city hall.

Mayor Swanson stated that the carpet was installed two years ago, and that it has not been cleaned since the install.

MOTION: Motion to hire Hamstra Carpet Cleaners.

MOTION MOVED BY WOOLUMS, SECONDED BY HOVEY. COUNCIL CONCURRED. MOTION CARRIED.

5.Consideration and possible action: Discuss update on sidewalk project.

Mayor Swanson stated that the sidewalk project would be at the north end of town by Stumble Inn and the printing shop.

Mayor Swanson stated that everything is in order and that the city is waiting on some paperwork that Mr. Zollinger needs to sign.

Mayor Swanson stated that the contractor plans to start on April 23, 2019, with an anticipated completion date mid-June, 2019.

Construction begins April 23, 2019 and the completion date will be mid-June, 2019.

6.Consideration and possible action: IL EPA.

Mayor Swanson stated that the EPA was in Prophetstown on April 4, 2019.

Mayor Swanson stated that the city had been turned in for dumping street sweepings between Prophetstown resident Dan Eyrich’s property and the nursing home.

The complainant stated that the city had dumped the street sweepings into the river, which is incorrect. Mayor Swanson stated that the sweepings are always dumped by the salt bin.

Mayor Swanson stated that the EPA rep did not fine the city.

Mayor Swanson stated that the city can no longer dump concrete or bricks at any of the waste sites the city has.

Mayor Swanson stated that snow can no longer be dumped in the river. Mayor Swanson stated that the snow can be dumped on the bank and melt naturally, and that none of the snow can be pushed into the river.

Mayor Swanson stated that snow can be put on the banks one time, but once that fills up, another location must be found to dump the snow.

Mayor Swanson said the city is now looking for an alternate dumping site.

7.Consideration and possible action: Update on sewer on South Washington Street.

Mayor Swanson stated that public works, through not fault of their own, ran a jetter through a spot near Dave Anderson’s property and Walter Homberg’s property and the jetter got stuck in the line. Mayor Swanson stated that the jetter wouldn’t go forward or backward.

Mayor Swanson stated that there was no choice but to dig up with line, which was 12 feet deep.

Mayor Swanson stated that the safety box that was a recent city purchase, was used when the line was dug up. Mayor Swanson stated that there was one cave-in and that no one was injured.

Mayor Swanson stated that the cities backhoe was not equipped to dig to the depth needed, so an outside contractor was hired.

Mayor Swason commended Public Works Director, Brian Strike and his crew for how quickly and efficiently they handled the matter.

8.Consideration and possible action: Update on the telephone building on Railroad Street.

Mayor Swanson stated that he would like to know if the current owners are planning to do with the building.

VIII. REPORT OF DEPARTMENT HEADS:

1. Chief of Police – Bruce Franks: Chief Franks submitted his written report to the council prior to the April 2019 regular city council meeting.

2. Director of Public Works – Brian Strike: Mr. Strike submitted his written report to the council prior to the April 2019 regular city council meeting.

3. Financial Report: No financial report was given.

4. Library: Heather Minnsen from the Henry C. Adams Memorial Library gave an update on library events.

5. Main Street: Tarah Pyse announced upcoming Main Street events.

X. NEW IDEAS FOR PROPHETSTOWN:

There were no new ideas for Prophetstown.

MOTION: To adjourn the 4/9/2019 Prophetstown Regular City

Council Meeting at 7:26 p.m. and move into executive session:

MOTION MOVED BY BAKER, SECONDED BY SCHMITT.

COUNCIL CONCURRED. MOTION CARRIED.

MOTION: To move from executive session back into regular session at 7:48 p.m.

MOTION MOVED BY HOVEY, SECONDED BY WOOLUMS.

COUNCIL CONCURRED. MOTION CARRIED.

MOTION: To adjourn the 4/9/19 Prophetstown Regular City Council Meeting at 7:49 p.m.

MOTION MOVED BY SCHMITT, SECONDED BY DRENNEN.
