City of Prophetstown City Council met March 12.

Here is the minutes provided by the council:

I. CALL TO ORDER: A regular meeting of the Prophetstown City Council was held at City Hall in Prophetstown, Illinois on March 12th, 2019. The meeting convened at 7:00 p.m.,

Mayor Steve Swanson presiding.

II. ROLL CALL Danny Baker, Daryl Drennen, Greg Schmitt, Rick Woolums, Ryan Inskeep Absent Josh Hovey

CITY STAFF IN ATTENDANCE: Bruce Franks, Chief Of Police;
Brian Strike, Director Of Public Works Rhonda Carter Office Administrator

III. PLEDGE OF ALLEGIANCE: Mayor Steve Swanson

IV. PUBLIC COMMENT: Prophetstown resident, Dan Howard, addressed the council regarding Winning Wheels Day, an event planned to celebrate the 40th anniversary of Winning Wheels. Mr. Howard stated that the event is planned for September 7, 2019.

Mr. Howard requested permission for the use of Eclipse Square for the event, which is to start at 10:00 am to 10 pm. He is asking to close Railroad St. to Maple St from noon to 10:30 pm.

V. ITEMS FOR CONSIDERATION AND POSSIBLE ACTION:

1. Consideration and possible action: revisit what to do with 510 Washington St. Property

No decision was made

2. Consideration and possible action: to Approve Winning Wheels 40th, Anniversary Celebration Sept. 7th. 2019 and wanting a Liquor License.

It was discussed that people would be able to walk from the bars on the sidewalks on Washington St. to and from Eclipse Square with liquor as long as it was in the proper containers and as long as the citizens did NOT cross Highway 78 at any time with any liquor.

MOTION: Approval by the council approve the liquor being at eclipse square for the event for Winning Wheels Celebration.

MOTION MOVED BY R. WOOLUM, SECONDED BY R. INSKEEP. COUNCIL CONCURRED. MOTION CARRIED.

3. Consideration and possible action: to approve Main Street to host having the Queen of Hearts Raffle for Cragle’s.

MOTION: Approval by the council approve Main Street hosting the Queen of Hearts Raffle

MOTION MOVED BY D. BAKER, SECONDED BY R. WOOLUMS

COUNCIL CONCURRED WITH D. DRENNEN ABSTAINED. MOTION CARRIED

4. Consideration and possible action: to deposit $96.00 of unclaimed money from the Police Department to the General fund.

MOTION: Approval by the council approve deposit of the $96.00 from the police department to the General Fund.

MOTION MOVED BY G. SCHMITT, SECONDED BY D. DRENNEN.

COUNCIL CONCURRED. MOTION CARRIED

5. Consideration and possible action: to approve reimbursement to Dave Anderson for Sewer repair.

The discussion was made that the council would offer Dave $1500.00 if he signed an agreement with the City, which Tim Zollinger is writing up, that if Dave accepts the money anything from here on out, he will be responsible for with that sewer line between him and his neighbor. The city will not be responsible for anything that happens in the future.

MOTION: Approval by the council to reimburse Dave Anderson the $1500 with the signed letter of agreement.

MOTION MOVED BY R. INSKEEP, SECONDED BY R. WOOLUMS.

COUNCIL CONCURRED. WITH D. DRENNEN ABSTAINED. MOTION CARRIED.

6. Consideration and possible action: to sign Proclamation to Declare Thursday April 4th, 2019 Junior Achievement Day

MOTION: Approval by the council declare Thursday April 4th, 2019 Junior Achievement Day

MOTION MOVED BY G. SCHMITT, SECONDED BY R. INSKEEP

COUNCIL CONCURRED. MOTION CARRIED

7. Consideration and possible action to Accept the low Bid for the Sidewalk project from Law Excavating.

MOTION: Approval by the council to accept the Low Bid for the Sidewalk Project from Law Excavating.

MOTION MOVED BY R. WOOLUMS, SECONDED BY G. SCHMITT.

VII. CONSENT AGENDA (FOR ACTION):

MOTION: Approval of consent agenda (for action).

MOTION MOVED BY D. DRENNEN, SECONDED BY G. SCHMITT. COUNCIL CONCURRED. MOTION CARRIED.

VIII. REPORT OF DEPARTMENT HEADS:

1. Chief of Police – Bruce Franks: Chief Franks submitted his written report to the council prior to the March 12th, 2019 regular city council meeting.

2. Director of Public Works – Brian Strike: Mr. Strike submitted his written report to the council prior to the March 12th, 2019 regular city council meeting.

3. Finance –

4. Library: A representative from the Henry C. Adams Memorial Library announced upcoming events at the library.

5. Main Street:

6. Council Went into Executive session to discuss the Sale of Property. At 7:38 pm.

No decisions were made at this time. Closed Session ended at 7:58 pm.
