City of Morrison City Council met May 13.

The Morrison City Council met in Regular Session on May 13, 2019 at 7:00 p.m. in the Whiteside County Board Room, 400 North Cherry Street, Morrison, IL. Mayor Everett Pannier called the meeting to order. City Clerk Melanie Schroeder recorded the minutes.
Aldermen present on roll call were: Arlyn Deets, Dale Eizenga, Ken Mahaffey, Harvey Zuidema, Mick Welding, Josh West and Vern Tervelt. Alderman Dave Helms was absent.
Clerk Schroeder swore the following into office: Ken Mahaffey (Alderman Ward 1), Mick Welding (Alderman Ward 2); and Vern Tervelt (Alderman Ward 3).
Mayor Pannier called for roll of the newly seated council. Aldermen present on roll call were: Dale Eizenga, Ken Mahaffey, Harvey Zuidema, Mick Welding, Josh West, Vern Tervelt, and Arlyn Deets.
The public commented on Paint the Town and the condition of Main Street.
Chief Melton stated the following:
1) The School Resource Officer began his new position last week.
2) A squad car was involved in a motor vehicle accident while transporting someone to Morrison Hospital. Squad lights and sirens were on. The incident has been turned over to the City’s insurance.
3) Nathan Petersen introduced himself. He is the newest officer with MPD.
CA Dykhuizen stated the following:
1) Baseball season has begun.
2) Office staff has been preparing for the annual audit,
3) Last Friday was Morrison Youth Baseball/Softball opening day.
4) Crews have been trying to catch up with mowing.
Alderman Mahaffey moved to approve the April 12, 2019 Regular Session
Minutes; Bills Payable , the appointment of Attorney: Ward, Murray, Pace & Johnson – Tim Zollinger; Appointment to Boards/Commissions; Appointment of Kevin Bruckner Jr to the Alderman Ward 4 un-expired 2-year term position; and Proclamation – American Cancer Society Relay for Life in Whiteside County, seconded by Alderman Eizenga. On a roll call vote of 7 ayes (West, Tervelt, Deets, Eizenga, Mahaffey, Zuidema, Welding) and 0 nays, the motion carried.
Clerk Schroeder swore Kevin Bruckner Jr into office (Alderman Ward 4, Unexpired 2-year term).
Items for Consideration & Possible Action:
1) Alderman Tervelt moved to table the decision on the school spirit signage pending receipt of more information, seconded by Alderman Mahaffey. On a roll call vote of 8 ayes (Zuidema, Welding, West, Bruckner, Deets, Eizenga, Mahaffey) and 0 nays, the motion carried.
2) Alderman Zuidema moved to approve the amendment to the street closure request from Emmanuel Reformed Church for the Car Show, seconded by Alderman Welding. On a roll call vote of 8 ayes (Mahaffey, Welding, West, Tervelt, Bruckner, Deets, Eizenga, Zuidema) and 0 nays, the motion carried.
3) Alderman West moved to approve the One-day Special & Limited Use Permit Liquor License and waiver of the fee for Hero’s Tap for the Summer Extravaganza beer tent, seconded by Alderman Eizenga. On a roll call vote of 7 ayes (Welding, West, Tervelt, Bruckner, Deets, Eizenga, Mahaffey) and 1 nay (Zuidema), the motion carried.
4) Alderman West moved to approve the One-day Special & Limited Use Permit Liquor License and waiver of the fee for The Crystal Cork – MCH Gala, seconded by Alderman Deets. On a roll call vote of 8 ayes (Tervelt, Bruckner, Deets, Eizenga, Mahaffey, Zuidema, Welding, West) and 0 nays, the motion carried.
5) Alderman West moved to approve Resolution #19-07 – Resolution for Improvement Under the Illinois Highway Code (street lighting and road salt expenses), seconded by Alderman Welding. On a roll call vote of 8 ayes (Bruckner, Deets, Eizenga, Mahaffey, Zuidema, Welding, West, Tervelt) and 0 nays, the motion carried.
6) Alderman Mahaffey moved to approve Ordinance #19-06 – Increasing the Minimum Age for the Sale and Purchase of Tobacco Products, Electronic Cigarettes and Alternative Nicotine Products from 18 to 21 Years Old, seconded by Alderman Welding. On a roll call vote of 8 ayes (Deets, Eizenga, Mahaffey, Zuidema, Welding, West, Tervelt, Bruckner) and 0 nays, the motion carried.
7) Alderman Mahaffey moved to approve Ordinance #19-07 – Amending Chapter 56, Article V, Section 56-298 & the Fee Schedule of the City of Morrison Chapter 20, Article II, Section 20-19 (add disconnection notice & collection agency fees), seconded by Alderman Welding. On a roll call vote of 7 ayes (Eizenga, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, Deets) and 1 nay (West), the motion carried.
8) Alderman West moved to approve a bid from Insituform in the amount of $46,987.50 to line a 535’ of sewer line near MIT, running north-east across a horse pasture to Route 78, seconded by Alderman Eizenga. On a roll call vote of 8 ayes (West, Tervelt, Bruckner, Deets, Eizenga, Mahaffey, Zuidema, Welding) and 0 nays, the motion carried.
9) Alderman Deets moved to approve the bid from Alvarado Plumbing in the amount of $3,000 to mitigate the water issue at Cherry and Winfield Streets, seconded by Alderman Mahaffey. On a roll call vote of 8 ayes (Zuidema, Welding, West, Tervelt, Bruckner, Deets, Eizenga, Mahaffey) and 0 nays the motion carried.
Other Items for Consideration, Discussion & Information: 1) Council discussed the driveway to Farmer’s National Bank.
Executive Session:
1) Pursuant to 5 ILCS 120/2(c)(5) & (1), Alderman Mahaffey moved to enter Executive Session to discuss the purchase or lease of real property and to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees, seconded by Alderman Zuidema. On a roll call vote of 8 ayes (Mahaffey, Zuidema, Welding, West, Tervelt, Bruckner, Deets, Eizenga) and 0 nays, the motion carried. Executive Session began at 8:15 p.m.
2) Regular session resumed at 8:38 p.m.
Action from Executive Session
1) Alderman Deets moved to approve a 2.65% raise for all full-time, non-bargaining unit employees, seconded by Alderman Welding. On a roll call vote of 8 ayes (Deets, Eizenga, Mahaffey, Zuidema, Welding, West, Tervelt, Bruckner) and 0 nays, the motion carried.
Being no further business, Alderman Zuidema moved to adjourn the meeting, seconded by Alderman Tervelt. On a voice vote, the motion carried.
