City of Sterling City Council met June 3. 

Here is the minutes as provided by the council:

Mayor Charles L. “Skip” Lee called a meeting of the Sterling City Council to order at 6:30 pm on Monday, June 3, 2019. Roll call. Present: Aldermen Retha Elston, Mackenzie Hopping, Joe Martin, John Stauter, Christine Wilen, and Jim Wise. Absent: None.


Also present were City Attorney Tim Zollinger, City Manager Scott Shumard, Financial Director Cindy Von Holten, Superintendent of Building and Zoning Amanda Schmidt, Superintendent of Public Works Brad Schrader, Deputy Fire Chief Mike Dettman, Police Chief Tim Morgan, and City Clerk Marie Rombouts.

The Pledge of Allegiance was recited.

There were no communications from Visitors.

Alderman Elston made a motion to approve the following items on the Consent Agenda:

      A) Bills and Payroll totaling $2,041,725.17

      B) Resolution #R2019-06-15 Authorizing the City to join HGAC Buy Cooperative purchasing contract

      C) Award Bid for Pavement Striping Improvements Contract to Marking Specialists Corp. of Arlington Heights, in the amount of $90,115.33

      D) Partial Pay Request #4 for Dillon Avenue Reconstruction Phase 1 to Twin City Construction, in the amount of $290,686.88

      E) Sterling American Legion Auxiliary to hold a bucket brigade on June 15, 2019

Motion seconded by Alderman Wise. Alderman Stauter acknowledged the State would reimburse the City for the street markings in the downtown and wondered how long that may take. Superintendent Schrader believed it should be May or June of next year and can be up to 80%. Schrader explained the thermoplastic is baked onto the pavement and should last 5 to 7 years. Motion seconded by Alderman Wise. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Elston made a motion to approve the Proclamation declaring June 8, 2019 as American Cancer Society Relay for Life Day in Whiteside County; seconded by Alderman Hopping. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Firefighter Garrett Ramos, Union Vice President, presented a scholarship to Connor Bland. The Union fundraises for various charities and, in turn, the Union provides for Community Outreach. It’s the first year to award a scholarship and Sterling Fire hopes to continue this practice. Connor Bland is planning to attend Illinois State University and major in Special Education.

A presentation on Adaptive Reuse was given by Alderman Mackenzie Hopping and Gary Anderson of Gary W. Anderson Architects. Hopping expressed the desire of people wanting to see the heritage and renovation/reuse of pre-existing structures. Economic impacts of adaptive reuse are jobs, property values, heritage tourism, environmental impact, social impact, and downtown revitalization.

Gary Anderson stated the past is a link to our future. Anderson showcased many projects in Rockford and Dubuque that have been repurposed. Local restaurants make up most of Rockford’s repurposed structures. Sterling has so much in our favor, such as the riverfront, heritage of great buildings, history, and architecture.

Alderman Wise made a motion to approve Ordinance #2019-06-18 Awarding Bid and Authorizing Sale of Municipal Owned Real Estate at Douglas Park Subdivision (PIN# 11-19-278-028) in the amount of $100; seconded by Alderman Elston. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Wise made a motion to approve Ordinance #2019-06-17 Amending the zoning map to reclassify property owned by Sterling Schools Foundation at 1701 Sixth Avenue from SR-4 (single family residential) to SR-4/PIO (public institute overlay); seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Elston made a motion to approve Ordinance #2019-06-19 Accepting Dedication of Additional Right-of-Way from the Sterling Park District, Four-D Farms Inc. Phase II Equity LLC, and 1500 S Lynn Blvd Real Estate, LLC (“Halo”) for Lynn Boulevard/LeFevre roundabout; seconded by Alderman Wilen. Voting: Ayes – Aldermen Elston, Hopping, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Attorney Zollinger reported recreational marijuana will be legal January 1, 2020. The City will need to review criteria such as time, place, manner, zoning, and on-site consumption by fall to be prepared. Manager Shumard asked Gary Anderson what the next step for the City is in the riverfront development. Anderson stated the City needs to create relationships and do their homework.

Alderman Hopping thanked Mayor Lee and Alderman Stauter for the opportunity to role play a Council meeting with the Christ Lutheran students. Alderman Elston reported the beginning of summer with a movie on Tuesday and the first concert on Wednesday.
