City of Lanark City Council met July 2.

Here is the minutes provided by the council:

Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Kim Hunter, City Clerk, showed Alderpersons present were Haley Grim (arrived at 8:06 p.m.), Brad Knutti, Weston Burkholder (arrived at 7:02 p.m.), Mark Macomber and Jay VanMatre. Absent: Lance Leverton. Mayor Ken Viglietta was present and presiding.

Others present were: Renee Krick, Rosemary Flikkema, Ed Fehlhafer, Jason Alvarado, Matt Magill, John Nelson, Ed Mitchell, Kim Hunter, Donalee Yenney and Dave Shaulis (arrived during Executive Session).

PLEDGE OF ALLEGIANCE- was led by former Alderperson Ed Fehlhafer.

APPROVAL OF MINUTES-MOTION- was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to accept the minutes of the June 18, 2019 meeting as presented. Motion carried by 3 aye votes. Weston Burkholder abstained. Absent: Haley Grim (arrived later at 8:06 p.m.) and Lance Leverton.

PUBLIC COMMENTS- Renee Krick, 318 South Burns St., has concerns with a neighbor who has 3 old vehicles that have not been moved in a long time. It is a nuisance with animals and they don’t mow their yard. She has talked to an officer and has talked to the mayor. She said the city nuisance ordinance needs to be followed and enforced. Chief Matt Magill says it is in the process. Mayor Ken said that it will be addressed and will accelerate. Mayor Ken said he will report to her in 2 weeks and also let Alderpersons Brad Knutti and Weston Burkholder know what he has reported to Renee.

NEW TIF APPLICATION-ACTION REQUIRED- John Nelson brought a new TIF application to the council for Cindy Saxer, she wants to paint her building. It will have to be paid by prevailing wage for a TIF project. The cost will be $2,280.00 to paint the building. It is under the facade program. A maximum of 50 percent can be given to her, if you choose to. The TIF Board is recommending that the city council approve 50 percent of the $2,280.00 to help her paint her building. The recommendation is to give her $1,140.00. John said that she has done some painting on the building, but this is separate. They had fixed a board on the bottom of the building and had painted it. A MOTION was made by Alderperson Brad Knutti and seconded by Alderperson Weston Burkholder to approve the TIF facade improvement program to Cindy and Scott Saxer in the amount of $1,140.00. Motion carried by 4 aye votes. Mayor Ken Viglietta voted aye also. Abstained: Jay Van Matre. Absent: Haley Grim (arrived later at 8:06 p.m.) and Lance Leverton.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Rosemary Flikkema for the Park Board said the park mulch is in and the sod is in. They are using their farm water in a tank to water it. She thanked the alderpersons that were there that helped. The Park Board will try and fundraise a little more to pay for the additional costs. The Park Board is not asking the City for more money but may need to ask them to bridge them a loan. Rosemary also reported for the Transformers group that they had a kids court at Old Settler’s Day. They played games for free and had treats. She also said she is not happy with the grade of the black top near the information center. Water runs towards it. She will talk to Erickson Paving to see if it can be corrected. Ice and snow is a concern.

DOWNTOWN LOTS-POSSIBLE ACTION- Mayor Ken said that The Brothers are aware of their deadline for the downtown lots. George Chamberlain is moving forward with an architect to design the inside of the building. He would like to come to the July 16, 2019 city council meeting.

ORDINANCE FOR 105% LEVI-ACTION REQUIRED- MOTION was made by Alderperson Brad Knutti and seconded by Alderperson Jay VanMatre to pass the Resolution to determine estimate of funds needed for 2019-2020 fiscal year. Motion carried by 4 aye votes. Absent: Haley Grim (arrived later at 8:06 p.m.) and Lance Leverton.

PROPOSED ORDINANCE TO INCREASE WSG-ACTION REQUIRED-the council would like to see some solid numbers on what the waste plant work and well #4 is going to cost and maybe a COL (cost of living) increase might be something to look into also. Brad Knutti said he would try and get a hold of Fehr Graham for some costs. A MOTION was made by Alderperson Brad Knutti and seconded by Alderperson Jay VanMatre to table the proposed ordinance to increase WSG until July 16, 2019.

EXECUTIVE SESSION- REAL ESTATE & LITIGATION-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Weston Burkholder to convene in Executive Session at 8:06 p.m. in order to discuss Real Estate and Litigation. Motion carried by 4 aye votes. Absent: Haley Grim (arrived later at 8:06 p.m.) and Lance Leverton.

REGULAR SESSION-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Jay VanMatre to reconvene into regular session at 8:36 p.m. Motion carried by 5 aye votes. Absent: Lance Leverton.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERMEN AND MAYOR- Matt Magill-

talked about the remapping of records management system and how the dispatchers can locate cars with the control system and explained how the system works. Mayor Ken asked if Matt knew anything about the Code Red system, he explained a little on what he knew about it. He also said that we will be having Loescher Heating & Air Conditioning come in and fix our HVAC system so it will run better and explained how we only have one thermostat in the locked City Hall office and it is not working very well. They will be putting in 14 dampers and 2 thermostats in for a cost of $3,900.00. Mayor Ken said he would put the HVAC proposal on the July 16, 2019 agenda for the $3,900.00. Matt Macomber asked how the issue that Ed Schreiner reported is going, Matt updated the council what is going on. Donalee Yenney said she went to a class in Minooka, Illinois. It was for the Illinois Department of Revenue for a local government workshop. Her and Mayor Ken also went to a class for an Illinois Funds and E-pay workshop. Weston Burkholder asked if the Tree Board was doing any work this year with trees. Mayor Ken said he will find out. Kim passed out the “Tree Board Request” forms to the alderpersons. Haley Grim said that a 55 mph road sign was missing. Brad Knutti gave an update on the water tower. He said there was an issue last week where a safety cable broke from the high winds that came up. Everyone was safe, Matt Magill and the fire department were there. Brad said that the final template of the “Lanark” letters are being made, it will be a Roman letters font. Ken Viglietta said that the storms are coming and more often and closer to Lanark. We had 81 mph straight winds. He said Greg Miller, the Carroll County Disaster Manager, wants to have a special meeting after the 4th of July. It should be about 2 hours regarding disaster preparedness. He also mentioned that Channel 4, had done a 14 part series of Lanark. It is on the “Celebrate Lanark” Facebook page and is also on the WHBF Quad Cities website if you want to see the telecast, “Spotlight On”. Brad Knutti made a request to send Shawn Loging a thank you.

ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Brad Knutti to adjourn at 9:16 p.m. Motion carried by 5 aye votes. Absent: Lance Leverton.
