City of Lanark City Council met May 7.

Here is the minutes provided by the council:

Lanark City Council met in regular session at the Lanark City Hall at 7:02 p.m. Roll call taken by Kim Hunter, City Clerk, showed Alderpersons present were Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber and Jay VanMatre. Absent: Lance Leverton. Mayor Ken Viglietta was present and presiding.

Others present were: Donalee Yenney, Treasurer; Ed Mitchell, Attorney; Kim Hunter, City Clerk. Diane Henry, Ed Schreiner, John Huggins, Rosemary Flikkema, John Nelson, Asi Seferi and Mosi Seferi.

PLEDGE OF ALLEGIANCE – was led by Alderperson Mark Macomber.

Mayor Ken Viglietta had Attorney Ed Mitchell swear in Weston Burkholder, a re-elected alderperson. Weston was absent from the previous council meeting when the others were sworn in.

Ed Mitchell handed out a packet of the appraised values of the three empty lots. He explained how much the city can sell them for and what they needed for a vote to be sold. He had to leave to go and attend his son’s concert

APPROVAL OF MINUTES – MOTION – Was made by Alderperson Haley Grim and seconded by Alderperson Brad Knutti to accept the minutes of the April 16, 2019 meeting as presented. Motion carried by 4 aye votes. One abstain was Weston Burkholder.

PUBLIC COMMENTS – Ed Schreiner, a resident of Lanark, who attended the last council meeting was back to voice his concern about the previous issue with a neighbor. It was not any better, it has gotten worse. Mayor Ken Viglietta will have Chief of Police, Matt Magill address it.

TIF APPLICATION – POSSIBLE ACTION – John Nelson from the TIF Committee, passed out a packet of information regarding Tim Chapman’s application for TIF money. He explained that Tim wants to remodel his apartments and apartment building that used to be the old hotel in Lanark. It has eight apartments. He is applying for TIF money for work on the outside of the building. He wants to put in new windows, siding and a new roof. John went over the money figures with the city council. He recommended to the council to approve either $24,300.00 or $22,000.00 to $24,000.00 for this project. John felt there should be some restrictions put into the deal. It should be for expense reimbursement only, no up front money. The zoning officer needs to check on progress. Completion in 12 months. Evidence he has made arrangements for the other approximately $175,000.00 to $200,000.00 for the inside improvements.

Motion - was made by Alderperson Weston Burkholder and seconded by Alderperson Haley Grim to recommend 30 percent of the $81,000.00 which is $24,300.00 per the agreement with all the recommendations that John Nelson made. Motion carried with 4 aye votes. One abstain vote was Jay VanMatre.

John Nelson wanted to bring up that he had another recommendation that they have had requests from outside of the TIF district and to think about changing it. Mayor Ken said that the TIF district needs to be contiguous and the cost is prohibitive. Ken said we are trying to work with the businesses in other ways of helping them. He said we also need all five of the taxing bodies to agree, Highland, the fire department, the library, the cemetery and the school. Jon Nelson said he will dropping off of the TIF committee in the next year and suggested Mary Beth Landherr for the position.

STANDING COMMITTEES AND BOARDS – POSSIBLE ACTION/PARK BOARD ICE CREAM SOCIAL – POSSIBLE ACTION - Rosemary Flikkema was here to report the Park Board would like to have an Ice Cream Social to raise more funds for the playground equipment at the park. It will be on Thursday, May 16th, 2019 from 5:00 p.m. to 7:00 p.m. at the park. They will be having free will donations, ice creams sundaes and bake sale. Rosemary is sending out letters to different individuals and/or groups they haven’t asked before. She would like to see if we can get the new playground equipment in before Old Settler’s Day. Rosemary said that they have been having problems with children jumping off the hand rails in the gazebo and asked if anyone sees them doing this to please ask them to stop. If they don’t stop doing it, we will need to set up some sort of cameras to catch them doing it. She also reported on the parks bathroom issues. There was a suggestion by Alderperson Haley Grim to get more trail cams at the park. Mayor Ken said that we could do that. Rosemary is also in the Transformers group amd reported that the flower boxes are finished and will get filled with dirt and flowers. She thanked the council for their donation to the project.

DONATION REQUEST BICYCLE RODEO – ACTION REQUESTED – Mayor Ken said that the Shannon Police Department is having a Bicycle Rodeo in Shannon at the park in early June and are asking for a donation from us. The Lanark kids are invited to come through the school and through the DARE Program. Alderperson Weston Burkholder made a suggestion to maybe rotate the rodeo back and forth from Shannon to Lanark. Mayor Ken said that he will suggest it to them.

Motion was made by Alderperson Haley Grim and seconded by Alderperson Jay VanMatre to donate $100.00 to the Bicycle Rodeo to the Shannon Police Department. Motion was carried by 5 aye votes.

EXECUTIVE SESSION – MOTION – was made by Alderperson Mark Macomber and seconded by Alderperson Haley Grim to convene in Executive Session at 7:36 p.m. in order to discuss Real Estate, Compensation and Pending Litigation. Motion carried by 5 aye votes.

REGULAR SESSION – MOTION – was made by Alderperson Mark Macomber and seconded by Alderperson Haley Grim to reconvene into regular session at 8:18 p.m. Motion carried by 5 aye votes.

Motion – was made by Alderperson Mark Macomber and seconded by Alderperson Haley Grim to make a 60 day resolution for negotiations for the vacant city lots. Motion carried by 5 aye votes.

Mayor Ken Viglietta asked Alderperson Jay VanMatre if they should go ahead and get a few more trail cams for the city park. Jay VanMatre said yes to two of them and more signage also. Mayor Ken said Geoff Williams will be out until July 15th and is on short term disability. Jason Alvarado, Maintenance Manager would like to hire two summer temporary people for 20 hours a week.

Motion – was made by Alderperson Mark Macomber and seconded by Alderperson Jay VanMatre for two people at 20 hours a week at $11.00 an hour. Motion carried by 5 aye votes.

REPORTS – EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERMEN AND MAYOR – Kim Hunter thanked the council for all they do. Donalee Yenney went over the changes in the bank balance. She said Kris Garnhart, our auditor would be here Friday and next Monday and help change the budget. Brad Knutti explained the water conservation letter, the pink letter notice and what was happening. Jay VanMatre would like to have an Ordinance committee meeting on Tuesday May 14th, at 5:30 p.m. He would like Matt Magill to come also. He wants to talk about an ordinance for feeding the turkeys and a door to door ordinance as well. He would like to have an Illinois DNR officer come with information on how other towns handle the turkeys. Haley Grim said she has seen 3 dead birds at her house and if we see any they can be reported after May 15th. She said there is Old Settler’s Day information at the gas station. Talent information is out also. Lots of fun activities for the kids. Weston Burkholder talked about seeing golf carts driving around with young people and that the driver needs to have a driver’s license and needs to be 21 years old. Mayor Ken Viglietta said the school has been watering the football field from the water hydrant, he suggested that it needs to be metered. He reminded everyone of the Ice Cream Social fund raiser at the city park on May 16th, from 5:00 p.m. to 7:00 p.m. There is a bake sale and free will donation. The Park Board has a shortfall of $17,000.00 for the playground equipment, he said the city could bridge them a loan for $2,500.00 if the council would agree to it. Ken said that John Lamoreux said the Lion’s Club would like to do some type of project for a park. Mark Macomber suggested that we should have a Park District. Ken said we would need a binding referendum and put it on the ballot.

ADJOURNMENT – MOTION – was made by Alderperson Weston Burkholder and seconded by Alderperson Mark Macomber to adjourn at 8:58 p.m. Motion carried by all 5 aye votes.
