City of Galena Historic Preservation Commission met July 11.

Here is the minutes provided by the commission:

CALL TO ORDER

Chairman Craig Brown called the meeting of the Galena Historic Preservation Commission to order at 6:30 PM on Thursday, July 11, 2019.

ROLL CALL & DECLARATION OF QUORUM

Upon roll call, the following members were present:

Craig Brown Present

Carl Johnson Present

Jack Dennerlein Present

Katie Wienen Absent

William Gehrts Present

Craig Albaugh Absent

Matt Carroll Present

A quorum was declared.

Public Comments: None.

Approval of minutes May 2, 2019:

MOTION: Johnson moved, seconded by Gehrts to approve the minutes.

Discussion of the motion: None.

PUBLIC HEARINGS

None.

UNFINISHED BUSINESS

None.

NEW BUSINESS

19HPC-048: 703 YOUNG STREET.

Discussion and possible action by Neftali Gutierrez owner and applicant, to install vinyl siding and windows.

Neftali Gutierrez was not present.

The HPC:

• Stated this house is an 1850’s home, there is other siding available besides the siding that is requested. There is Cedar Siding, that is original to the house covered up with asbestos siding, keep the Cedar Siding.

MOTION: Gehrts moved, seconded by Johnson to deny the request as presented.

Discussion of the motion:

The motion was denied.

19HPC-049: 324 SOUTH STREET.

Discussion and possible action on a request by Lynn Shellhorn owner and applicant, to replace the soffit with aluminum.

Lynn Shellhorn was not present.

The HPC:

• Stated that presently there is wood soffits, and there are other options instead of aluminum.

MOTION: Gehrts moved, seconded by Dennerlein to deny this application.

Discussion of the motion:

The motion was denied.

19HPC-050: 227 N MAIN STREET.

Discussion and possible action on a request by Arrow Energy Solution applicant, Warren Bell owner, to install up to twenty (20) kw solar array on the roof.

Greg Hart stated:

• That the modules would be maybe a foot above the roof with a

• The colors modules will be black, the frames would be silver around the panel.

• There is not black on black available at this time.

The HPC:

• Stated that is will be allowed as long as it cannot be seen.

MOTION: Johnson moved, seconded by Dennerlein to approve the three (3) large areas as presented along with the six (6) middle panels. (see attachment)

The motion passed.

OTHER

19HPC-051: Discussion and possible action on the use of alternate siding materials in the Historic District.

Jonathan Miller:

• Made some panels and painted the variety of siding materials and asked the HPC Board if they could tell the difference.

The HPC:

• Stated that they are all ok with the LP Smart Board siding as long as it is primed and painted in approved color.

19HPC-052: State Historic Conferences and Publications.

Jonathan Miller Building Official, stated:

• There is nothing at this time.

MOTION: Gehrts moved to adjourn.
