City of Oregon City Council met Aug. 13.

Public Comment

Mayor Ken Williams moved to hire Maison Crawford as a Police Officer, Seconded by Commissioner Kurt Wilson.

Discussion: Chief DeHaan announced that he will need to pass the psychological test tomorrow and then will be leaving on Sunday for PTI. He worked at Kunes Country in the Service Department.

Commissioner Melanie Cozzi moved to approve the Engineering Agreement for the Watermain Replacement-Phase 2 Project, Seconded by Commissioner Tim Krug.

Commissioner Terry Schuster moved to approve authorizing funds to move Iron Mike, Seconded by Commissioner Melanie Cozzi.

Discussion: Iron Mike is a historic icon of Oregon. It will be moved 15 feet into the County property have bricks around it and a couple of benches. Will be like a park setting. Mike Bowers is going to be the supervisor of the project. A couple of suggestion were to add lights and flowers.

Commissioner Tim Krug moved to approve Resolution No, 2019-3 Autumn on Parade Route, Seconded by Commissioner Kurt Wilson.

Commissioner Tim Krug moved to approve Resolution No. 2019-4 to Appropriate ITIP Funds for Sidewalk Work, Seconded by Commissioner Melanie Cozzi

Discussion: This will be for sidewalk work along Route 64 between 4th and 5th Street on the North side. Will also be changing the downtown lights to LED bulbs. Commissioner Cozzi asked if a pedestrian sign could be put at the intersection of Rt. 64 and 5th Street and possibly down by Jays Drive-In at Rt. 64 and 2nd Street. What would it take, and does it need IDOT approval? Will investigate what would need to be done.

Mayor Ken Williams moved to approve the Façade Grant Application for Oregon Chamber of Commerce, Seconded by Commissioner Kurt Wilson.

Discussion: Since Commissioner Schuster is on the Chamber Board he will be abstaining from voting. The match will be $800.00, work completed was $1,600.00.

Commissioner Kurt Wilson moved to approve the Raffle License for Oregon Volleyball sponsored by Oregon Rotary Foundation, Seconded by Commissioner Melanie Cozzi.

The Council discussed the Cannabis law that will be effective January 2020. Commissioner Wilson asked what direction the Plan Commission will have with this? Mayor Williams said the city would need to decide where the dispensaries would be so would need to amend the zoning ordinance. Commissioner Schuster feels that he can’t see the city allowing it. We are a family friendly place. Commissioner Wilson said what about the clean air act. Can’t smoke in a public place or when a minor is present, and no daycare. Commissioner Cozzi said it could possibly bring more tourism to the city and other benefits. Mayor Williams said we will be getting input from the Plan Commission, Economic Development Committee, and Chamber of Commerce. Chief DeHaan said like any other law they have concerns.

Chief DeHaan thanked the Council for hiring Maison Crawford and reminded everyone that school starts this Thursday.

Commissioner Wilson asked if CMAA is going to give another presentation for the Coliseum. The Committee is meeting with the Council members individually. Commissioners Cozzi and Krug are meeting with them next week.

Moring Disposal is wanting to talk to the City Council about recycling for residents, they want to start charging to pick up. Larry Moring will be coming to a future Council meeting to discuss. They are currently working with the City of Polo, so will see what they end up doing.

Commissioner Schuster will be having the ECDC Committee review and possibly update the Façade Grant application and look at increasing the number of grants given out per year. He is also currently working on a rental survey. We need some more affordable housing in the community. Once study is complete will share with the realtor’s association.

Attorney Chadwick announced he has court with Paul Shaffner this coming up Thursday. Commissioner Krug asked what violations he has on the property. The City Clerk will forward the list to him tomorrow. What if we gave him more time to complete? This has been an ongoing thing for several years, will see what the Judge decides. The City can always give him more time if they want to.

Commissioner Cozzi said the watermain replacement and sewer lining projects are moving forward. Visu Sewer is working on the sewer lining project could possibly see steam coming out of the manholes.

Dave Kent, Wastewater Supervisor, announced that Jeff Pennington has been nominated for Illinois Potable Water Employee of the year. Will announce the winner in September at their luncheon.

Commissioner Krug asked the Council what their thoughts were of the Dayton Superior property. They are asking $400,000.00 for the property. No takers on the property so will probably going to auction. Will wait to see what they end up doing. Would like to do something before winter so the equipment doesn’t have to set outside.

City Clerk handed out information on 2020 Census she received from the Municipal Clerks Seminar. Need to realize the number of citizens is based on how much money the city receives for state taxes.
