City of Lanark City Council met July 16.

Here is the minutes provided by the council:

Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Kim Hunter, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber and Jay VanMatre. Mayor Ken Viglietta was present and presiding.

Others present were: Dave Shaulis, Kim Hunter, Donalee Yenney and Ed Mitchell (arrived at 7:45 p.m. during Executive Session).

PLEDGE OF ALLEGIANCE- was led by Alderperson Lance Leverton.

APPROVAL OF MINUTES-MOTION- was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to accept the minutes of the July 2, 2019 meeting as presented. Motion carried by 4 aye votes. 2 Abstains: Lance Leverton and Haley Grim.

PUBLIC COMMENTS- None.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Haley Grim said that the Park Board is short around $3,500.00. Sod and more mulch were needed. We committed to bridge a loan, the Park Board wasn’t asking for money from the City, they are continuing the fund raising. Dave Shaulis said the Lion’s Club gave them an additional $1,000.00 at their meeting last night. Everyone thanked him. Brad Knutti said there is progress on the water tower, the letters will be blocked on, on Thursday at 4:00 p.m. They will be there to sign off on the placement of the letters. It will have “Lanark” on both sides of the tower. Mark Macomber suggested to move the letters 10 degrees from the straight north and straight south positions. There will be an orange stripe. It will be easier to read from the highways coming into town. Brad said there was an issue that came up with climbing up inside the water tower, it was not OSHA approved. It needs a safety harness and anything else to keep climbing safe. It would cost $3,800.00 to do. There was a verbal consent voice vote to approve the safety of the tower with 6 yea votes. Brad said he thought the water tower may be finished on July 28th. Brad also brought up why we should raise the WSG and that Well #4 needs adjustments, it should be a mandatory project with all the hammering. It is recommended by both Jason Alvarado and Jason DeMichele. It needs to be done as soon as possible. The council discussed it. Brad said Fehr Graham would be able to do it along with the city maintenance crew and wouldn’t have to outsource it, for approximately $45,000.00. He will have Jason come to the next meeting. Brad also talked about the waste water treatment cost estimates he received. They were rough numbers $300,000 to $350,000. We can get money, grants and info from Com Ed, we need to be shovel ready and get reimbursed. We need to pay for the entire project to get our money back. Ken said that the bank will loan us up to a million dollars at the 2 1⁄2 percent and reassessed. The money is there if we need to borrow it. We need new blowers, they would give us a 30 percent energy savings. The return on our investment will be there. He also talked and explained about the SKATA upgrades. Once Fehr Graham gets the numbers they will come to the city council with a proposal.

HVAC PROPOSAL-ACTION REQUIRED- the council asked what fund it would come out of and how much we had in it. Donalee Yenney, Treasurer said it would come out of the building renovations fund. There is $15,000.00 in it. MOTION was made by Alderperson Brad Knutti and seconded by Alderperson Jay VanMatre to approve the bid from Loescher’s for the zone panels, dampers and thermostats for the HVAC in the amount of $3,985.00. Motion carried by 6 aye votes.

PROPOSED ORDINANCE TO INCREASE WSG-ACTION REQUIRED- Mayor Ken explained why we need to raise our rates to the city council and to have the council discuss it. It would be in effect September 1st, 2019. Everyone will get a letter to inform them of the increase. The “pay ahead for a year with one month free” customers will be grandfathered into the new rates after their free month is done. The Senior discount will also stay in effect. Everyone goes up $9.00 and meters will go up 10 percent. They would like to do the one year Ordinance. MOTION – was made by Alderperson Brad Knutti and seconded by Alderperson Lance Leverton to pass Ordinance #964 amending the Lanark City Code with Regard to Water/Sewer/Garbage/CIP rates to $80.00 a month and increase of 10 percent for meter reads. Motion carried by 6 aye votes.

EXECUTIVE SESSION-REAL ESTATE, POSSIBLE LITIGATION & PERSONNEL -MOTION- was made by Alderperson Haley Grim and seconded by Alderperson Lance Leverton to convene in Executive Session at 7:35 p.m. in order to discuss real estate, possible litigation and personnel. Motion carried by 6 aye votes.

REGULAR SESSION-MOTION- was made by Alderperson Lance Leverton and seconded by Alderperson Weston Burkholder to reconvene into regular session at 8:30 p.m. Motion carried by 6 aye votes.

MOTION – was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to relieve of duty, Matt Magill as Code Enforcement Officer. Mark Macomber proposed the new person to receive $2,500.00 and to be appointed by the mayor by consent of the council’s approval. Motion carried by 6 aye votes.

ORDINANCE FOR LEVY-ACTION REQUIRED- MOTION- was made by Alderperson Mark Macomber and seconded by Alderperson Lance Leverton to approve Ordinance #965 An Ordinance Levying the Annual Taxes for the City of Lanark for the Fiscal Year Beginning April 1, 2019, and ending March 31, 2020. Motion carried by 5 aye votes. Abstains: Haley Grim.

ORIDNANCE FOR TIF-ACTION REQUIRED- MOTION- was made by Alderperson Haley Grim and seconded by Alderperson Weston Burkholder to pass Ordinance #966 An Ordinance Approving and Authorizing the Execution of a Tax Increment Financing District Redevelopment Agreement Between They City of Lanark, Carroll County, Illinois and Cindy Saxer & Scott Saxer. Motion carried by 6 aye votes.

CEMETERY REAL ESTATE-ACTION REQUIRED- Tabled until August 6, 2019.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Kim Hunter read a thank you letter she wrote to Shawn Loging from WHBF-TV & KLJB-TV for spotlighting the City of Lanark and the news segments he did. She and Mayor Ken also are meeting with Matt Ripplinger from Broadmoor Agency Inc. next Tuesday on July 23rd at 9:00 a.m. to give him information for a quote for the city’s property, liability, auto and umbrella insurance. Kim had to write a letter to give notice that we are getting a quote from another company. We will invite him to come to a city council meeting when he comes up with a quote. Donalee Yenney went over the City of Lanark Profit and Loss Budget vs. Actual for June 2019 and the City of Lanark changes in bank balance for 4-30-19 to 6-30-19. Weston Burkholder asked if anything has happened with the old camper and vehicles that need removed. Mayor Ken said that Renee Krick is very disappointed with no action happening. Brad Knutti will give her a courtesy call as he is her alderman. Haley Grim said she seen the tree board was out going around the city yesterday. Mayor Ken Viglietta said that the IML has been encouraging cities to start now in what they are going to do as the Adult Cannabis Act has passed for January 1, 2020. Over the age of 21 can use cannabis for their personal use, not on city property. There will be a full write up. We will need enforcement on it and how to plan and how are we going to instruct the police to enforce the new act. We need to come up with an Ordinance to address cannabis dispensaries. Lake Carroll is looking into it. He asked the council to read up on it as much as they can so they can discuss it. A lot of tax money is involved in it. He will try and get more information from the IML and State Capitol Briefings. In a month, maybe we can put it on the agenda and talk about it. The council would like to have an Ordinance meeting regarding this. He says he can marry people now too, he cannot charge for it. Ken talked about the money we receive from IDOT and the new amount we will get for taking care of the roads. The plowing, cleaning and salting. They increased it by about $150.00, we now get $4,886.02 a year. Ken talked about the skunks that are in town and handed out a pamphlet “How to Get Rid of Skunks”. Shawn Smith will help trap skunks too. His fee is $75.00 for the first skunk and $25.00 for each additional skunk.
