Call to Order - Mayor VanOstrand Start Time: 6:00 Alderman Arling, Alderman Belken, Alderman Degenhardt, Alderperson Pearson, Alderperson Stelpflug, Alderman Werner and Attorney Terry Kurt.

Review of Agenda - Mayor VanOstrand Mayor VanOstrand reviewed agenda and asked if there are any speakers from the floor.

4. 19-0812 Discussion and Possible Action on Establishing Regulations Governing Utility Vehicles on City Right of Ways / Mayor VanOstrand, City Manager Herrig 

Not ready for action. Received material from Steve O'Connell and will put together for next meeting. Question asked what will utility vehicles bring to town. Should we do a referendum?

5. 19-0904 Discussion and Possible Action to Approve and Authorize the Mayor to Sign IEPA Loan

Disbursement Request #2 for the WWTP Improvements Project in the Amount of $73,329.45 / Mayor VanOstrand, City Manager Herrig, Jill Pepin 

Motion by Alderman Belken to Action to Approve and Authorize the Mayor to Sign IEPA Loan Disbursement Request #2 for the WWTP Improvements Project in the Amount of $73,329,45 second by Alderman Werner ROLL CALL: Ayes - Alderman Arling, Alderman Belken, Alderman Degenhardt, Aiderperson Pearson, Alderperson Stelpflug and Alderman Werner Motion carried

Discussion and Possible Action to Pass an Ordinance to Create Municipal Cannabis Retailers' Occupation Tax East Dubuque, Jo Daviess County, Illinois / Mayor VanOstrand, City Manager Herrig 

Passing cannabis retailers' occupation tax shows that we want the business. The Economic Development Group is suggesting a graduated tax.

Motion by Alderman Arling to Approve to Pass Ordinance to Create Municipal Cannabis Retailers' Occupation Tax East Dubuque, Jo Daviess County, Illinois second by Alderman Degenhardt ROLL CALL: Ayes - Alderman Arling, Alderman Belken, Alderman Degenhardt, Alderperson Pearson, Alderperson Stelpflug and Alderman Werner Motion carried

Discussion and Possible Action to Approve Request from the Lions Club to Hold Their Annual Candy Days on Friday October 12, 2019 from 2:00 p.m. to 6 p.m. at the Intersections of Wall & Wisconsin and Sinsinawa & Wisconsin Avenues / Mayor VanOstrand, City Manager Herrig

Discussion and Possible Action to Pass an Ordinance Regulating Traffic and Motor Vehicles East Dubuque, Jo Daviess County, Illinois / Mayor Van Ostrand, City Manager Herrig Listing Disability (Handicap) Parking and penalty for doing so. 261, 218,198,131 and 90 Sinsinawa Ave. are designated spaces for disability parking with penalty $250 minimum/ $350 maximum. 

Motion by Alderman Degenhardt to Approve to pass an Ordinance Regulating Traffic and Motor East Dubuque, Jo Daviess County, Illinois second by Alderperson Stelpflug ROLL CALL: Ayes - Alderman Arling, Alderman Belken, Alderman Degenhardt, Alderperson Pearson, Alderperson Stelpflug and Alderman Werner Motion carried

Discussion and Possible Action to Approve Police Chief Recommendation to Hire Additional Officers / Mayor VanOstrand, City Manager Herrig, Police Chief Kovacic Executive session. Hired and sworn in Jake Peacock and Jeremiah Mast.

COUNCIL & COMMITTEE REPORTS: 10. 19-0909 Staff Reports: City Manager, Mayor Report, Alderman Report

City Manager Herrig - Asked if there were any questions on his report – nothing. Alderperson Pearson - Asked if could post flyer for Dave Hilby fundraiser. Went to Tristan Oberbroeckling's Eagle Scout ceremony and asked him if he would not mind coming in to show us what all he did. Mentioned that there was running water from outside spigot from Jim Runde's house. Alderman Belken - Asked about Hill St. work. Should be done mid to last of September. Section at top of Montgomery Ave will also be repaired. Alderperson Stelpflug - Grass cutting in right a ways? Didn't see any ordinances but state code does not allow. Attorney Kurt suggested that we create our own ordinance. Weight limit on bridges/roads in flats area. Will research more into weight limit for trucks. City of East Dubuque is signed up for grant finder. City Manager Herrig receives about 1 a day. Alderman Werner - Grass cut around S curve in shore acres. Alderman Degenhardt - Potholes on St Mary drive.

Motion by Alderman Degenhardt to go into Executive Session 5 İLCS 120 Personnel - Section 2 (c)(11)- Employee hiring, firing, compensation, discipline and performance second by Alderman Belken ROLL CALL: Ayes – Alderman Arling, Alderman Belken, Alderman Degenhardt, Alderperson Pearson, Alderperson Stelpflug and Alderman Werner Motion carried
