City of Sterling City Council met Sept. 3.

Here is the minutes provided by the council:

Mayor Charles L. “Skip” Lee called a meeting of the Sterling City Council to order at 6:30 pm on Tuesday, September 3, 2019. Roll call. Present: Aldermen Retha Elston, Joe Martin, John Stauter, Christine Wilen, and Jim Wise. Absent: None.

Also present were City Attorney Tim Zollinger, City Manager Scott Shumard, Finance Director Cindy Von Holten, Superintendent of Building and Zoning Amanda Schmidt, Superintendent of Public Works Brad Schrader, Deputy Fire Chief Mike Dettman, Police Chief Tim Morgan, and City Clerk Marie Rombouts.

The Pledge of Allegiance was recited.

Alderman Stauter made a motion to accept the Mayor’s recommendation to appoint Josh Johnson to the fill the vacancy of Third Ward Alderman; seconded by Alderman Wise. Voting: Ayes – Alderman Elston, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried. Clerk Rombouts administered the Oath of Office to Josh Johnson.

There were no communications from Visitors.

Alderman Elston made a motion to approve the following items on the Consent Agenda:

A) Minutes of August 19, 2019

B) Bills and Payroll totaling $381,775.34

C) Bucket Brigade for the Taste of Fiesta Committee on September 7, 2019

D) Bucket Brigade for Knights of Columbus on September 21, 2019

E) Homecoming Parade Route for Newman High School on October 10, 2019

F) Homecoming Parade Route for Sterling High School on October 11, 2019

G) Partial Pay Request #6 for Douglas Park Neighborhood Drainage to Fischer Excavating in the amount of $246,629.90

H) Partial Pay Request #3 for Avenue G Bridge to ERA Valdivia Contractors Inc. in the amount of $209,246.25

Motion seconded by Alderman Wise. Voting: Ayes – Aldermen Elston, Johnson, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Chief Morgan introduced four new police officers: Mary Toth, Mackenzie Barnhart, Alexander Kraus, and Travis Ganther. Clerk Rombouts administered the Oath of Office.

Alderman Wilen made a motion to approve the Proclamation declaring September 9 through 13, 2019 as Chamber of Commerce Week; seconded by Alderman Elston. Voting: Ayes – Aldermen Elston, Johnson, Martin, Stauter, Wilen, and Wise. Mayor Lee read the proclamation into the record and presented to Kris Noble, Chamber Director.

Alderman Elston made a motion to approve Ordinance #2019-09-25 to purchase Parcel 11-15-251-017 in the amount of $20,000 to replace the force main on the north side of Lynn Boulevard, east of 16th Avenue; seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Johnson, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Wise made a motion to approve Ordinance #2019-09-26 approving an Economic Incentive Agreement with Kunes Country; seconded by Alderman Elston. Alderman Wilen asked David Hayes with Kunes if the parking lot at Sterling Ford will be finished and will there be changes there. Hayes reported there are plans to address the water drainage and pave the lot. Kunes Ford will be not be affected by this expansion. Alderman Stauter asked about the existing lot. Hayes explained they will be operating from both locations. The existing lot will provide room for used cars. Hayes explained this will take the business up a notch on a 10 acre lot. Mayor Lee thanked Kunes, Shumard and Zollinger for their work on this agreement. Alderman Martin asked about the possibility of an auto mall since that is the new trend. Hayes explained that separate buildings would be necessary for different dealerships unless in they are currently in existence. Voting: Ayes – Aldermen Elston, Johnson, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Stauter made a motion to authorize the reimbursement for culvert construction at 2607 East Lincolnway to Brick Boss in the amount of $77,000; seconded by Alderman Elston. Superintendent Schmidt confirmed plans for the development have been received. Shumard confirmed this project saved the City money above the $77,000. Voting: Ayes – Alderman Elston, Johnson, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Manager Shumard updated the Council on current road projects.

Chief Morgan indicated a new mobile video surveillance trailer will be placed on the river front as well as swing benches. Shumard stated paths are being paved.

Alderman Martin felt the Pedal with Police was a success. He and Sterling Optimists served 125 hot dogs. He was happy to see Brinkley in action with the kids.

Alderman Johnson thanked everyone for the opportunity to serve on the Council and will do his best.

Alderman Elston attended the last pop-up market and enjoyed the good music. She handed out information on completing the Comprehensive Plan Surveys.

Alderman Stauter is thankful for all the work being done, enjoyed the article in the newspaper about Grandon Civic Center, and awaits the Hops on the Rock.

Alderman Wise was happy to see four new police officers and hopes they remain with the City.

Mayor Lee had a wonderful week in the Smokey Mountains and was glad to be back. Lee welcomed Alderman Johnson.
