City of Oregon City Council met Dec. 17.

Here is the minutes provided by the council:

City Clerk Charlene Ruthe started the pledge of allegiance.

Public Comment

Mayor Ken Williams opened the Public Hearing for the Truth & Taxation-Taxy Levy Ordinance No 2019-117. Commissioner Terry Schuster said, just to give everyone a little background. Since the referendum was pasted by the citizens to have a School Resource Officer that increased the levy amount over the 5% increase. So, in doing that it requires the city to hold a public hearing in case anyone wanted to come an make a comment on the levy.

No other comments the Public Hearing was closed.

Commissioner Terry Schuster moved to approve Ordinance No. 2019-117 Tax Levy, Seconded by Commissioner Tim Krug.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Terry Schuster moved to approve Ordinance No. 2019-118 Abate Tax on General Obligation Bonds, Seconded by Commissioner Kurt Wilson.

Discussion: The bonds were for sewer plant improvements and the Ordinance is, so the citizens don’t have to pay real estate taxes on the bonds. This will also be a yearly ordinance.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner moved Kurt Wilson to approve the November 26, 2019 minutes, Seconded by Commissioner Melanie Cozzi.

Commissioner Terry Schuster moved to approve the Annual Audit for Fiscal Year May 1, 2018 to April 30, 2019, Seconded by Commissioner Kurt Wilson.

Discussion: The city got a clean bill of health and overall have an increase of about two hundred thousand from last fiscal year.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Terry Schuster moved to approve the settlement and template letter per Azavar Audit, Seconded by Commissioner Melanie Cozzi.

Discussion: Azavar was hired to make sure all residents and businesses were paying taxes and or fees to the city and not another governmental enity. A final settlement vote will take place in January of 2020.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Mayor Ken Williams stated that the Council would be going into executive session to discuss a lease agreement with CMAA for the Coliseum building.

Commissioner Kurt Wilson moved to go into executive session to discuss lease of real estate, Seconded by Commissioner Melanie Cozzi.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Corporal Tad Dominski announced that Officer Maison Crawford is in phase two of his field training before going out on his own. The question was asked what Officers did the field training. Sgt. Joe Brooks, Officer Matt Kalnins, and himself.

Commissioner Wilson will be meeting with Steve Moring of Moring Disposal in January to discuss the recycling program for residential pickup. The report from Moring Disposal stated that they pick up over fifty thousand pounds of recycling per month in the city limits.

Commissioner Schuster announced that even with the bad weather the night of Candlelight Walk they still had good attendance.

Commissioner Cozzi announced that the sewer project and watermain project are both done for now will need to come back and do some finishing work once the weather is warmer.

Mayor Williams would like to set up a meeting with Matt Hanson of Willett Hofmann & Assoc., Commissioner Cozzi, and possibly himself or Commissioner Schuster to discuss the capital funds account to see if phase three of the watermain project is possible.

Commissioner Krug announced that hopefully the new Street Sweeper should be delivered end of this week.

Mayor Williams wished everyone a Merry Christmas. After attending the Mayors meeting, he feels the City of Oregon is doing great things: Street projects, water/sewer projects, and School Resource Officer. He feels we have good city support from citizens and employees.

Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Melanie Cozzi.
