Byron Township Board of Trustees met Jan. 9.

Here is the minutes provided by the board:

The regular monthly meeting was called to order at 7:00P.M.

The Pledge of Allegiance was recited.

Prayer was led by Ray Dyck.

Roll call was taken.

Those present were:

Trustees; Janet Harding, Hank Ebert, Dave Engelbrecht, and Ray Dyck

Township Supervisor Terry Reeverts

Road Commissioner Ron Gibson and Township Clerk Barbara Rundle.

Township Assessor Bob Goelitz

Supervisor Reeverts requested to add;

Review of cemetery mowing contract to New Business.

Minutes from the December 12, 2019 were discussed.

Dave Engelbrecht made a motion to approve the minutes as presented.

Janet Harding 2nd the motion, roll call was taken, and approved by all.

Zoning & Planning Committee Report – Nothing for this month.

Assessor’s Report – Bob went over the following;

• There was an assessors meeting last week.

• The Board of review hearing for the Nursing Home appeal will be January 30th.

• He is looking into purchasing a camera that will fit on the hood of the car to take pictures as you drive by a property.

Road Commissioner’s Report – Ron reported the following;

• They have been working on tree trimming and replacing culverts.

• He will be meeting with the northwest board soon for spring planning.

• He is working on project planning for the upcoming season.

• He received bids for seal coating the cemetery roads, one from the county the other from RE Wolber and Sons. The county said it would be best for the township to go with a private contractor like Wolber because they will have a chipper small enough to fit between the head stones at the cemetery. Wolber recommended extending the stone on the north part and if the board decides to go ahead with the extra stone, Ron said they would be able to do it. He also said the board has time to review the bids and decide which direction would be best. Seal coating with the county will not start until June and will be completed by end of August. Wolber wouldn’t be held to a time frame.

• Dave asked about Oak Grove to the far west being very soft. Ron said it is because of the new rock on it and no frost in the ground.

Clerk’s Report – Nothing for this month.

Trustees’ Report – Dave ordered Bob’s computer and should be here soon.

Cemetery Report – Mike was not present at the meeting. Terry reported the following:

• Mike collected all of the flags.

• Have had 2 cremation burials, 3 vault burials, 3 monument markings, and sold 2 plots.

• Authorized the installation of a Veterans Marker.

• Had 16 requests for information on loved ones possibly buried in the cemetery.

• Contacted Mickey Tate about cremation burial prices. They will start at $300 during the week day before 3:00pm, $350 on the weekend and holidays before 3:00pm, after 3:00pm it will be a $100/hour additional charge for each hour every day

• Mike is suggesting putting the flag pole that was removed back in, cleaning it up, removing the dead trees, and mulching the war memorial area to make it look nice for Memorial Day.

• Will need to get bid request out for the 2020 mowing contract.

• Had a discussion with Moore & Midwest Monument & Granite on a spring monument placement.

• We are one step away with the State of Illinois in getting the funds transferred to the Township, having the township licensed and securing all of the exemptions the Township is entitled to.

• Josiah has been doing a great job and is showing he has what it takes for the Sexton job. 

Supervisor’s Report – Terry reported there is nothing new on the insurance with the school.

Terry asked Ron if he could get a dumpster delivered to the cemetery, and he said he would.

The following bills were submitted for audit and approval;

Town Fund:

Regular bills $ 1,205.62

Payroll $ 11,010.73

Social Security $ 780.87

Total of Town Fund in the amount of $12,997.22.

Hank Ebert made a motion to approve the bills as submitted;

Janet Harding 2nd the motion, roll call was taken, and approved by all.

Road District:

Road and Bridge Fund $ 3,058.94

Permanent Road Fund $ 2,699.75

Permanent Payroll Fund $ 10,116.34

Joint Bridge Fund $ 937.39

Social Security Fund $ 720.79

Insurance Fund $ 135.00

Total for Road District Fund in the amount of $17,668.21.

Ray Dyck made a motion to approve the bills as submitted;

Dave Engelbrecht 2nd the motion, roll call was taken, and approved by all.

Old Business –

a) There was a brief discussion on the bids to seal coat the cemetery roads. Dave Engelbrecht made motion to have RE Wolber & Sons Excavating seal coat the road in the new part of the cemetery according to the estimate and have discussion with them on repairing and seal coating the road in the old part of the cemetery. Hank Ebert 2nd the motion, roll call was taken and approved by all.

New Business –

a) Dave Engelbrecht made a motion to accept the monthly meeting dates for 2020. Janet Harding 2nd the motion, roll call was taken and approved by all.

b) TOIRMA did an evaluation of the 2 buildings at the cemetery. There was a discussion on the insurance coverage for the cemetery building/office. The little storage building is not covered and will not require coverage. Terry will get in touch with TOIRMA and if the premium for the cemetery building/office will not change more than $100 for $41,900 of coverage he will go ahead with the change and if it is more than $100 he will bring it back to the board next month for further discussion. Janet Harding made a motion for Terry to contact TOIRMA. Hank Ebert 2nd the motion, roll call was taken and approved by all.

c) There was a discussion on getting an office computer and printer for Josiah, the intern sexton. Dave will get with Mike see what would be best for him. In the mean time Mike will set Josiah up to be able to use the computer at the Township office.

d) Terry passed out a sample of the 2020 mowing bid for the cemetery for the board to review and vote on next month for publication.

Dave asked Bob if he could contact the Vpans software company about being able to put some kind of antivirus on his computer because without one it is very vulnerable. Bob said he would and get back to Dave. Bob also asked if he could a few 64gig flash drives for his backups and Barb said she will order them tomorrow.

Janet Harding made a motion for the meeting to be adjourned. Dave Engelbrecht 2nd the motion, roll call was taken and approved by all.
