City of Oregon City Council met March 31.

Here is the minutes provided by the council:

Due to COVID 19 the City Council meeting was held using the Zoom virtual meeting software.

The Council of the City of Oregon met Tuesday March 31, 2020 5:30 P.M for a Special meeting. 

Present:

Mayor Ken Williams

Commissioner Melanie Cozzi 

Commissioner Tim Krug 

Commissioner Terry Schuster 

Commissioner Kurt Wilson

City Clerk/Treasurer Charlene Ruthe 

Chief Darin DeHaan

City Attorney Paul Chadwick

Chief DeHaan was present in the City Hall Council Chambers in case any citizens showed up to attend.

Chief DeHaan started the pledge of allegiance.

Public Comment

Moved to approve appointing Cheryl Hilton Deputy Clerk, Seconded by Commissioner Wilson.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve Ordinance No. 2020-103 establishing the position of City Administrator, Seconded by Commissioner Krug.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve the job description for City Administrator, Seconded by Commissioner Wilson.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve hiring Darin DeHaan as City Administrator, Seconded by Commissioner Krug.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve Contract for City Administrator, Seconded by Commissioner Wilson.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve promoting Lt. Shawn Melville to Police Chief, Seconded by Commissioner Wilson.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve contract for Chief Shawn Melville, Seconded by Commissioner Cozzi.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve Ordinance No. 2020-104 For the purchase of real estate for Municipal purposes, Seconded by Commissioner Schuster.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to approve Resolution No. 2020-3 appoint Deputy Clerk Cheryl Hilton as the Authorized Agent for Illinois Municipal Retirement Fund (IMRF), Seconded by Commissioner Krug.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Moved to appoint Deputy Clerk Cheryl Hilton as Authorized Agent for Nationwide, Seconded by Commissioner Cozzi.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Discussion:

City Administrator Darin DeHaan states that he is looking forward to getting started in the new position and working to move the city forward.

Chief Shawn Melville states that citizens are practicing good social distancing and they have not had many issues as it relates to Covid-19.

Commissioner Shuster thanked members of the community for all their hard work during the Covid-19 crisis. He also thanked Liz Vos who is helping to coordinate communication with small businesses.

Commissioner Krug reports that he has a material list for the project, and they need to find a new contractor for the Schaffner project.

Commissioner Cozzi reports that the City has extended the water shut off date to May 1st with no late charges. She thanked everyone for all the work being done in support of the community.

Commissioner Wilson thanked Charlene Ruthe for all her hard work for the City over her career.

Mayor Williams reported on the extension of the Governor’s Covid-19 order. He reported the 1st case of Covid-19 has been announced for Ogle County. He thanked Charlene Ruthe for all her work for the city on behalf of everyone including all of the city committees. He thanked the Oregon Chamber and members of the community and mentioned programs they are working on.

Commissioner moved to adjourn the meeting, Seconded by Commissioner Krug. Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.
