City of Savanna City Council met Feb. 11.

Here is the minutes provided by the council:

CALL TO ORDER:

Mayor Chris Lain called the meeting to order on the said date at 7:30 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois in accordance with the State of Illinois Open Meetings Act.

PLEDGE OF ALLEGIANCE:

Mayor Chris Lain led the Council in the pledge of allegiance.

ROLL CALL / ESTABLISH QUORUM:

Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Jim Friedenbach, Jocelyn Boyd, Jeff Griswold, Nick Law, Deb Long, Sara Purdom, and Roger Husband. Pat Sanchez was absent. Non-members in attendance were News Media: Mike Nester, Mike Miller, and Colton Ostrum, Linda Grissinger, Brienna Junk, Comptroller/Treasurer Brittany Hatteberg, Fire Chief Shawn Picolotti, Police Chief Jeff Doran, Samantha Ritchie, Jeremy Hughes, James Bratta, Amber Mantua, City Attorney Phil Jensen, and City Clerk Rhonda Weiss.

APPROVAL OF AGENDA:

After review, Roger Husband motioned to approve the agenda, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.

APPROVAL OF MINUTES:

Consideration of the Minutes of the January 28, 2020 Regular Meeting: Jocelyn Boyd motioned to approve the Regular Meeting Minutes from January 28, 2020, seconded by Roger Husband. All voting in favor, none opposed. Motion passed.

COMMITTEE REPORTS:

Hotel/Motel Committee, 02/05/20: Sara Purdom reported on the meeting. January is a slow time for tourism in Savanna, but the Facebook page had a reach of 82,000 people with 494 new page likes in one month. The website had a reach of 43,000 with 1,235 link clicks, which is up 245% in one month, with one paid boost. The Valentine’s Day Giveaway chose the cabins, Circa 1888, and flowers from River Valley Designs. The Blackhawk Waterways Visitors Guide is coming out soon with Savanna featured prominently in a full-page inside cover ad. The billboard company, Lamar, has offered Savanna a spot-on Hwy 20 on the way to Dyersville for the Field of Dreams game this summer. This is a new great exposure opportunity for Savanna. The Chicago Tribune editor will also be visiting Savanna, tentatively set for May for a write up in the Chicago Tribune Travel Section. Sara Purdom motioned to approve the Hotel/Motel report, seconded by Jeff Griswold. All voting in favor, none opposed. Motion passed.

TIF Committee, 02/11/20: Mayor Chris Lain updated the Council on the meeting held in the morning. The Committee reviewed Manny’s TIF, which came in $20,000 underestimates. The payout percentage will remain the same, but the annual disbursement will be less. The Committee reviewed two requests for consideration from Samantha Ritchie and Shawn & Jackie Flickinger. These are letters requesting TIF funds. After review, Jeff Griswold motioned to table the request from Samantha Ritchie for further verification from Sharon Pepin regarding reimbursable items, seconded by Roger Husband. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Nick Law, Roger Husband, and Deb Long. Nay: None. Motion passed.

The letter from Shawn and Jackie Flickinger is to purchase the building and remodel to make it handicap accessible with an elevator to the second floor. After discussion, Roger Husband motioned to approve the Letter Requesting TIF Funds from Shawn & Jackie Flickinger, seconded by Nick Law. Roll Call Vote Aye: Jocelyn Boyd, Jeff Griswold, Nick Law, Roger Husband, and Deb Long. Nay: None. Sara Purdom abstained. Motion passed.

Jocelyn Boyd motioned to accept the TIF Committee report, seconded by Deb Long. All voting in favor, none opposed. Motion passed.

Finance Committee, 02/11/20: Mayor Chris Lain updated the council on the meeting held earlier. The regular reports and annual budget were reviewed. Police Chief Jeff Doran is requesting Non-Budgeted Funds, Equipment for New Squads, Police Department. This will cover additional equipment and graphics. Nick Law motioned to approve the Request of Non-Budgeted Funds not to exceed $7,400 from Police Protection Fund-24, seconded by Jim Friedenbach. Roll Call Vote Aye: Jeff Griswold, Nick Law, Roger Husband, Deb Long, Jim Friedenbach, Sara Purdom, and Jocelyn Boyd. Nay: None. Motion passed.

FY 2020/2021 Capital Expenditures, Dept Head List:

Police Chief Jeff Doran Capital Expenditures requested 8th officer leftover in the budget from 2019/2020; he will be looking at a grant to cover a portion of the salary. He is also requesting:

License Scanner, 2 @ $500

Gorilla Bar Entry Tool @$210.00

Additional Cameras at City Hall @ $400.00

Police Bike Lights @ $299.00

Entry Ram Tool @$325.00

Entry Sheild @$1935.00

Dry Erase Board @ $267.00

Comptroller/Treasurer Brittany Hatteberg reviewed Administrative Expenditure requests for FY 2020/2021. She is requesting three new computer chairs for the office, a new laptop with docking station and additional monitors for her office, two new desks for the comptroller and bookkeeper, securing the network with Access Systems, in anticipation of monthly and online bill payments, change in the billing software, and a change in the package associated with accounting software.

Fire Chief Shawn Picolotti FY 2020/21 Capital Expenditures requests are bay lights to auto turn on when doors are opened, fire alarms, six pagers at $480 each, and replacement of four Air Packs total of $2,300 with a possible grant.

Roger Husband motioned to approve the Finance Committee report, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

COMMUNICATIONS: Use of City Property, James Bratta: James Bratta has approached the Council regarding the arrival of 150-200 kayakers and canoes going down the Mississippi River, called the Great River Rumble, and wanting to camp overnight in Savanna on July 27th, 2020. They would like to camp on the old sewer treatment plant property and secure the kayaks in the marina and coordinate usage with the park district. Moring Disposal and port-a-potties will be paid for by the group. After discussion, City Attorney Phil Jensen stated this could be covered by a standard use agreement with the City, just as any event or parade is covered, and he will provide James Bratta with the necessary paperwork. No further action needed at this time.

APPOINTMENTS: Fire & Police Advisory Board, 3 Year Term, 02/11/23: Tommy Miner, Stacey Lamp, and William Wright: Mayor Chris Lain is recommending for appointment Tommy Miner, Stacey Lamp and William Wright for a 3-year term to 02/11/2023. Roger Husband motioned to approve the appointment of Tommy Miner, Stacey Lamp and William Wright for a term to expire 02/11/2023, seconded by Jeff Griswold. All voting in favor, none opposed. Motion passed.

WARRANT #10:

Bills for the Month of January Totaling $193,702.68: After review, Sara Purdom motioned to approve Warrant #10 January Bills Totaling $193,702.68, seconded by Jocelyn Boyd. Roll Call Vote Aye: Jocelyn Boyd, Nick Law, Roger Husband, Deb Long, Jim Friedenbach, Sara Purdom, and Jeff Griswold. Nay: None. Motion passed.

MONTHLY REPORTS:

Financial, Police, Fire, and Public Works for January 2020: After a brief review, Roger Husband Sanchez motioned to approve the Financial, Police, Fire, and Public Works for January 2020, seconded by Jim Friedenbach. All voting in favor, none opposed. Motion passed.

UNFINISHED BUSINESS:

Wacker Road Project Update and Associated Action Items: Nothing to report, project shut down for the winter.

NEW BUSINESS:

Letter Requesting TIF Funds, Samantha Ritchie:

Letter Requesting TIF Funds, Shawn & Jackie Flickinger: Both letters were discussed under the TIF Committee report.

Hiring of Police Officer: Police Chief Jeff Doran is requesting the hiring of Dan Watkins at the 1-year salary level of $19.75 per hour due to previous experience as an officer with a start date of February 17, 2020. He was trained in Missouri and the State of Illinois still needs to approve his accreditation. After a brief discussion, Jim Friedenbach motioned to approve the hiring of Dan Watkins at a pay rate of $19.75 per hour, seconded by Roger Husband. Roll Call Vote Aye: Nick Law, Roger Husband, Deb Long, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, and Jeff Griswold. Nay: None. Motion passed.

CITIZENS, COMMITTEE MEMBERS:

Linda Grissinger asked Police Chief Jeff Doran to please check on a black vehicle parked on the street at T & L Auto with no plates. Police Chief Jeff Doran will investigate it.

Roger Husband also asked Police Chief Jeff Doran to look into the Snow Removal Ordinance as there have been several sidewalks on Wacker Road that were not shoveled in the last storm.

James Bratta requested a copy of the City’s Use Agreement for the kayakers this summer. City Attorney Phil Jensen will forward a copy to Mayor Chris Lain and James Bratta.

With nothing further, Mayor Chris Lain made a motion to adjourn at 8:40 P.M.
