The Orangeville Village Board met by video meeting on Zoom.us. President Siedschlag called the meeting to order at 7:10 p.m. The roll was called. Members present: Mike Siedschlag, Joe Davis, Bill Guinther, Ray Parriott, Kurt Schilling, Tom Scudder, Mike Schindler and Toni Koester. Zero members absent.
APPROVAL OF AGENDA
Schilling made the motion to approve the agenda with additions. Second by Davis. A voice vote was called on the motion. Motion to approve the April 8, 2020 regular meeting agenda with additions carried unanimously.

APPROVAL OF MARCH 2, 2020 REGULAR MEETING MINUTES
Schilling made the motion to approve March 2, 2020 regular meeting minutes. Second by Davis. A voice vote was called on the motion. Motion to approve March 2, 2020 regular meeting minutes carried unanimously.
APPROVAL OF MARCH 2020 BILLS
Guinther made the motion to pay $18,494.84 for March 2020 bills. Second by Schilling. A roll call vote was called on the motion. Members voting yea: Davis, Guinther, Parriott, Schilling and Scudder. Zero voted nay. Motion to pay $18,494.84 for March 2020 bills carried unanimously.

Storm Sewer Project
Wagner presented $50,000 estimate for storm sewer project. Board recommends need done, agree to move forward with bids.
2nd Reading for Ordinance change to Village Utility Service Code
Ordinance to remove sewer debt service and to have all money allocated to general account. 2nd Reading for Ordinance 04-08-2020 Utility Service Codes. Motion by Scudder to accept Ordinance 04-08-2020 Revenues. Second by Guinther. The Clerk called for a roll call vote on the motion. Members voting yea: Davis, Guinther, Parriott, Schilling and Scudder. Zero voted nay. Motion to accept Ordinance 4-08-2020 Utility Service Codes carried unanimously
Finalize Village Street Project for 2020
Willet Hoffman presented bids for street work. Civil estimate came in $20,000 below other bid. Motion by Schilling to pay $81,834.55 for Civil to do 2020 street work in town. Second by Parriott. The Clerk called for a roll call vote on the motion. Members voting yea: Davis, Guinther, Parriott, Schilling and Scudder. Zero voted nay. Motion to pay $81,834.55 to Civil to do 2020 street work in town carried unanimously.
NEW BUSINESS
Sidewalk Replacement Program
Recommendation Village pays 50 % of sidewalk replacement cost. Application to be turned in before repair, home owner to split with Village. Motion by Schilling for Village to pay 50% toward sidewalk replacement. Second by Scudder. The Clerk called for a roll call vote on the motion. Members voting yea: Davis, Guinther, Parriott, Schilling and Scudder. Zero voted nay. Motion for Village to pay 50% toward sidewalk replacement carried unanimously.
Stump Removal Estimate
Motion by Guinther for Carl Chriss to remove 13 trees for $625. Second by Parriott. The Clerk called for a roll call vote on the motion. Members voting yea: Davis, Guinther, Parriott, Schilling and Scudder. Zero voted nay. Motion for Carl Chriss to remove 13 trees for $625 carried unanimously.
Pump House #1 Project
Scudder made a motion to move forward with the pump house #1 project to install/replace fluoride pump for $14,652.49. Second by Parriott. The Clerk called for a roll call vote on the motion. Members voting yea: Davis, Guinther, Parriott, Schilling and Scudder. Zero voted nay. Motion to move forward with the pump house #1 project to install/replace fluoride pump for $14,652.49 carried unanimously.
Electrical Update Project for the Waste Water/Maintenance Building Wiring for sump pump needed to be updated. Scudder willing to do the work.
Building Permits
Building permits needed for hail damage repair to roofs.
OTHER NEW BUSINESS/PRESIDENTS REPORT
Trash Day set for May 9th.
Dollar General wanted pictures of lot and of Orangeville.
