Village of Mount Morris Village Board met March 10.

The Board of Trustees of the Village of Mt. Morris met in Regular Session in the Board Room, in Village Hall in said Village at 7:00 PM.
The Village President called the meeting to order and directed the Clerk to call the roll. Upon roll being called, the following answered present: Hopkins, Pennington, Stauffer and Kolling. Upon roll being called all Trustees present voted “Aye.” Trustee Stauffer moved and Trustee Pennington seconded the motion to excuse Trustees Fay and Labash. President declared said motion carried.
Attorney Lesage and Corey Buck were present.
VISITORS: Sally Gray, Dave & Sylvia Saunders, Chris Corcoran, Clark Faris, Dave Warkinsand Denny Davis.
MINUTES: Trustee Pennington moved and Trustee Hopkins seconded the motion to accept the February 25, 2020 minutes as presented. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.
EXECUTIVE MINUTES: Trustee Kolling moved and Trustee Stauffer seconded the motion to accept the February 25, 2020 Executive Minutes as presented. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.
TREASURER’S REPORT: Trustee Stauffer moved and Trustee Kolling seconded the motion to accept the Treasurer’s Report as presented. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.
CURRENT BILLS: Trustee Stauffer moved and Trustee Kolling seconded the motion to accept the current bills as presented. Upon roll being called, all Trustees present voted “Aye.” President declared said motion carried.
PETITION & COMMUNICATION: Sally Gray came before the Board to discuss the 2020 Census and the importance of notifying the public to complete the census. She said that there is information on all forms of social media. Chris Corcoran asked the Board to do something about the “mess” out by the laundry mat. Village President Elsasser said it was being addressed. He also suggested that someone take a look at the situation going on at the old VFW facility. Clark Faris inquired as to the ordinance regarding unleashed dogs.
ADMINISTRATION: Village President Elsasser read note from Joanne and Nelson Miller regarding the Board’s recent decision on cannabis facility within the Village.
STREET DEPT: Trustee Hopkins moved and Trustee Pennington motion to adopt Resolution 03-02-20 for the Maintenance under the Highway Code Section 20-00000-00-GM Sealcoating of Various Streets as submitted. Trustee Pennington “Nay.” Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.
WATER/SEWER: No Report.
FINANCE: No Report.
PARK & RECREATION: No Report.
POLICE DEPT: Trustee Kolling reports that things are quiet.
ORDINANCE: Trustee Stauffer noted the sample of ordinances from various towns regarding parking of trailers on village streets. Will discuss further at a later date. Trustee Stauffer moved and Trustee Pennington seconded the motion to adopt Ordinance 03-01-2020 Amending the Mt. Morris Village Code by the addition of New Title 4, Chapter 6 Prohibiting Adult-Use Cannabis Business Establishments. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.
PUBLIC PROPERTY: Trustee Stauffer presented in the Board packets his estimated expenses to finish the Price fountain. Because all Board members were not present, he asked that the table any discussion for another meeting in the future.
CIVIL DEFENSE: No Report.
OLD BUSINESS: No Report.
NEW BUSINESS: No Report.
There being no further business to come before this Board. Trustee Fay moved and Trustee Hopkins seconded the motion to adjourn the meeting at 7:35 PM. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.
The next regular Village Board Meeting will be held on March 24, 2020 at 7:00 PM in the Village Board Room.
