A. Call Meeting to Order - The meeting was called to order at 6:24 p.m. by President Waltrip. Roll was called, with six (6) Trustees present, Russell, Carpenter, McCammond, Thibodeau, Palmer, and Hoekstra.

B. Accept the Agenda of Tuesday, April 21, 2020 - After a review of the April 21, 2020 Special Meeting Agenda, a motion was made by Trustee Hoekstra to “accept the Agenda of Tuesday, April 21, 2020”. Motion seconded by Trustee Palmer”. The motion passed with six (6) “ayes”, zero (0) “nays”.

D. Unfinished Business

1. TIF District – SB Friedman Additional Costs

Geoffrey Dickinson of SB Friedman discussed the information received via phone call today from the Ogle County Assessor’s office concerning the EAV for FY 2020. The assessor verbally advised the Village Clerk that the EAV for FY 2020 would be 1.00. Attorney Keegan said that timing is critical for the development of the TIF district and using stale data would be problematic. Attorney Keegan outlined the necessary timeline to complete the work. President Waltrip asked about the timeline being affected by the current Shelter in Place order issued by the Governor. Geoffrey Keegan and Caitlyn Johnson of SB Friedman discussed how the process would work if the Shelter in Place order was not lifted by May 1, 2020. Attorney Keegan explained the need for the EAV and the importance of using the most current data. Once SB Friedman has completed their work the information will be presented to the Village Board for review and approval. After board discussion, Trustee Palmer made a motion to “approve the additional funds not to exceed $7,880 for the additional TIF District work being completed by SB Friedman and to authorize President Waltrip to sign all documents”. Motion seconded by Trustee Thibodeau. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”. After the vote, Trustee Russell advised those present that he would not vote a third time for funding the preliminary TIF work.

E. Ordinance/Resolution

1. Ordinance No. 928 – Continued State of Emergency

President Waltrip reviewed Ordinance No. 928 with those present. This Ordinance will allow President Waltrip to Declare a State of Emergency for the Village. The ordinance would be effective for 30 days. During that State of Emergency the Village President advised that there were no water turn offs for the month of March and that although penalty fees were calculated, they were not assessed for the month of March and did not appear on the April bills. Trustee Russell made a motion to “approve Ordinance No 928 State of Emergency”. Motion seconded by Trustee Carpenter. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

F. Upcoming Regular Board Meeting, Monday, April 27, 2020 at 7:00 p.m., this will be held through Zoom.

G. With no further business to discuss, the meeting was adjourned at 7:03 p.m. on

A motion made by Trustee Hoekstra, seconded by Trustee Thibodeau, and carried unanimously.
