Village of Stillman Valley Village Board met May 11.

Here is the minutes provided by the board:

Present President: Becky Waltrip

Trustees: John Russell, Sue Carpenter, Steve McCammond, Deb Thibodeau, Keith Palmer, and Ralph Hoekstra

Citizens: None

A. Call Meeting to Order - The meeting was called to order at 7:00 p.m. by President Waltrip, who led in the Pledge of Allegiance. Roll was called, with six (6) Trustees present, Russell, Carpenter, McCammond, Thibodeau, Palmer, and Hoekstra.

B. Accept the Agenda of Monday, May 11, 2020

After a review of the May 11, 2020 Regular Meeting Agenda, a motion was made by Trustee Palmer to “accept the Regular Meeting Agenda of Monday, May 11, 2020”. Motion seconded by Trustee Thibodeau. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

C. Approval of the Minutes of the April 27, 2020, Regular Board Meeting

After the review of the April 27, 2020 Regular Meeting Minutes, Trustee McCammond stated the minutes were from April 27, 2020, but dated as April 13, 2020. Trustee Carpenter made a “motion to amend the draft 4/27/20 minutes to show 4/27/20 at top of the minutes and approve same”; seconded by Trustee McCammond. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

D. Citizens Comments – Public Works Supervisor Insko spoke on behalf of Mr. Jason Deitrch of 131 Spruce Street. Mr. Dietrich had an incidence of high water usage in the month of April. Due to the current pandemic, Public Works could not enter the home to do a water audit. After speaking with Mr. Dietrich’s son, public works took water use reading until the water use returned to normal. The Dietrich’s have not provided a written complaint for their water/sewer billing showing 14,000 gallons of usage. The Dietrich’s will be asked to put something in writing and this will be added to the May 26, 2020 agenda.

E.Monthly Reports

1. Treasurer Fruin reviewed the Monthly Profit & Loss Statements and the Bank 

Account Balances for the month of April 2020 and the fourth quarter of FY 2020. President Waltrip asked about expense for 150-702 (engineering expense for 10 acre parcel) & 151-454 (telephone expense). Treasurer Fruin then reviewed the month end balances. A motion was made by Trustee Thibodeau to “accept the Treasurer’s Reports for April 2020”. Motion seconded by Trustee Hoekstra. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

2. Trustee Carpenter presented the May 2020 bills for approval.

Trustee Carpenter commented on the payment from IEMA Grant Funds previously received for the new desk installed in Village Hall and the replacement of a lost check from December of 2019 for Compass Minerals. A “motion was made by Trustee Thibodeau to pay the May 2020 bills. Motion seconded by Trustee Hoekstra. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

3. Overtime Report for April 2020 There were zero (0) hours of overtime for the month of April 2020.

F. Unfinished Business

1. Property Maintenance Issues – 129 E Roosevelt & 320 E Roosevelt - No action was taken.

2. Lot 72 & Lot 73 Funding Sources 

Trustee Palmer advised the board that he had contacted Representative Demmer’s office asking about grants that could be available to the Village for the infrastructure work that needs to be completed on Lots 72 & 73. Representative Demmer’s assistant advised Trustee Palmer to look at the Rebuild Illinois Grant that is currently available. A brief discussion on grant writers was had before Engineer Full suggested he ask Willett Hoffman’s grant writer for information on behalf of the Village.

3. Water Run Off Complaint – 136 S Maple

Public Works Supervisor Insko advised the board that the majority of the work has been completed to satisfy the property owner at 136 S Maple. There is restoration work that will be completed as soon as possible, with weather permitting.

4. TIF District Update

No updates.

5. Village Wish List

Trustee Palmer shared with those present his idea for a mural, welcoming people to the Village of Stillman Valley. With the permission of the property owner, the Village would have a mural painted on the back side of the building at 102 E Main Street. Trustee Palmer has contacted a local artist and received a preliminary cost of $6,300 to complete the project. Attorney Henry asked what would prevent the property owner from repainting the building after the mural was in place. The Village Clerk will contact the Belvidere Clerk and ask what arrangements were made with the Belvidere property owners whose buildings have murals.

6. NPDES Permit No IL 0031275

Public Works Supervisor Insko advised the board that the letter from the IEPA was received on May 4, 2020 terminating permit number IL 0031275, five years after the Village stopped using the old WWTP. As a result the Village is no longer responsible for the $2,500 fee and the hole can be filled.

7. Appropriations Discussion

Public Works Supervisor Insko had this added to the agenda for board discussion. After brief discussion, a meeting was scheduled for June 15, 2020 in Village Hall beginning at 6:00 p.m. for Appropriations FY 2021.

G. Engineering

1. Preliminary Plat Work Order

Engineer Aaron Full reviewed the email he sent to the Village Clerk. The email outlines the cost of preparing the preliminary Plat for Lots 72 & 73. A formal estimate will be prepared and sent to the Village. After discussion including the possible need for a public hearing by the Ogle County Board, Trustee Palmer made a “motion to authorize the preparation of the preliminary plat at a cost not to exceed $3,000 and to authorize President Waltrip to sign all documents”. Motion seconded by Trustee Thibodeau. The motion passed with six (6) “ayes”, zero (0) “nays”, and zero (0) “absent”.

H. New Business

1. Water Turn Off Status

Included in tonight’s meeting packet was a list of 41 properties with past due utility bills, of those 41 past due accounts, 16 accounts are 90 days past due and 25 are 60 days past due. Public Works Supervisor Insko said the past due billing was discussed in the monthly Committee meetings, he outlined the 30/60 day notice or a 60/90 notice option and penalty option. Attorney Henry spoke on having the past due accounts sign a payment arrangement contract with the Village, which would then allow the Village to file suit if the property resident failed to pay their past due billing amount. After discussion that included when to begin adding penalty fees and when to begin turning off water service for non-payers. It was agreed that Atty. Henry will draft an ordinance for review by the board that will be sent to all past due bill payers.

K. Committee Meeting Updates

1. Water & Sewer & Streets & Alleys - None

2. Public Safety and Parks & Buildings – Public Works Supervisor Insko reported the new swings have been installed in Rec Park and should be ready for use this week.

3. Finance & Ordinance – None

4. Economic Development – Trustee Palmer advised that he had been in discussion with the developer and that the developer is very anxious for a lot cost. Trustee Palmer has contacted two realtor’s who specialize in commercial property for a value estimate.

L. Upcoming Regular Board Meeting, Tuesday, May 26, 2020 at 7:00 p.m. – via Zoom Upcoming Special Board Meeting, Monday, June 15, 2020 at 6:00 p.m.

M. With no further business to discuss, the meeting was adjourned at 8:09 p.m. on motion made by Hoekstra, seconded by Trustee Palmer, and carried unanimously.
