City of Savanna City Council met May 26.

CALL TO ORDER:
Mayor Chris Lain called the meeting to order on the said date at 7:31 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois in accordance with the State of Illinois Open Meetings Act.
PLEDGE OF ALLEGIANCE:
Mayor Chris Lain led the Council in the pledge of allegiance.
ROLL CALL / ESTABLISH QUORUM:
Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Jim Friedenbach, Jocelyn Boyd, Jeff Griswold, Nick Law, Deb Long, Roger Husband, Sara Purdom, and Pat Sanchez. Non-members in attendance were News Media: Mike Nester, Mike Miller, and Colton Ostrum, Jared Fluhr with MSA, Fire Chief Shawn Picolotti, Public Works Superintendent John Lindeman, Police Chief Jeff Doran, Comptroller/Treasurer Brittany Hatteberg, City Attorney Phil Jensen, Betsy Shaulis, Tim & Rebecca Reese, and City Clerk Rhonda Weiss.
APPROVAL OF AGENDA:
Mayor Chris Lain stated an amended agenda was sent out earlier in the day with an addition under new business a discussion of Rebuild Illinois Grant Opportunity and Possible Action. After review, Sara Purdom motioned to approve the Amended Agenda, seconded by Deb Long. All voting in favor, none opposed. Motion passed.
APPROVAL OF MINUTES:
Consideration of the Minutes of the May 12, 2020 Regular Meeting: After a brief review, Sara Purdom motioned to approve the Regular Meeting Minutes from May 12, 2020, seconded by Pat Sanchez. All voting in favor, none opposed. Motion passed.
WARRANT 1A:
Additional Invoices Totaling $52,500.00: Mayor Chris Lain explained one invoice was for a grant received on behalf of the Savanna Veterans Memorial and the second invoice was for a partial demolition expense on Bench Street. Pat Sanchez motioned to approve Warrant #1A, Additional Invoices Totaling $52,500.00, seconded by Roger Husband. Roll Call Vote Aye: Roger Husband, Jocelyn Boyd, Jim Friedenbach, Sara Purdom, Jeff Griswold, Pat Sanchez, Nick Law, and Deb Long. Nay: None. Motion passed.

UNFINISHED BUSINESS:
Wacker Road Project Update and Associated Action Items: Jared Fluhr with MSA, updated the council on progress on the Wacker Road Project. All underground utility work and roadway excavation have been completed. All main line pavement with curb and gutter are complete. They are finishing the last of the driveways and approaches. The tentative final completion date is now May 29, 2020.
Ordinance, Amending Title 8, Chapter 4, Section 23, Water Rates and Related Charges: After a brief review, Pat Sanchez motioned to approve Ordinance #2266, Amending Title 8, Chapter 4, Section 23, Water Rates and Related Charges, seconded by Roger Husband. Roll Call Vote Aye: Jocelyn Boyd, Jim Friedenbach, Sara Purdom, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, and Roger Husband. Nay: none. Motion passed.

NEW BUSINESS:
Ordinance, Amending Title 3, Chapter 7, Section 7, Classifications, and Fees: Mayor Chris Lain is requesting the Council pass an ordinance for fiscal year May 1, 2020 through April 20, 2021 reducing Liquor License Fees for Class A and Class B due to the Corona Virus. The City has already pushed back the due date of licenses to June 30th, but he is suggesting the reduced fees for just this year. Class A Licenses would be reduced from $1,500.00 to $750.00 and Class B Licenses would be reduced from $750.00 to $375.00. After a brief review, Roger Husband motioned to waive first read and place on the second read and approve Ordinance #2270, Amending Title 3, Chapter 7, Section 7, Classifications and Fees, seconded by Sara Purdom. Roll Call Vote Aye: Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, and Sara Purdom. Nay: none. Motion passed.
Concerned Citizens of Carroll County, Presentation: Betsy Shaulis spoke to the Council regarding a group of 232 citizens and businesses of Carroll County. They would like to see a resolution passed asking the State of Illinois to allow the county to determine how the county reopens, and civil enforcement and penalties not be used. This has been passed by the Lanark City Council and Carroll County Board. Mayor Chris Lain has conferred with City Attorney Phil Jensen on a resolution that has reworded the requests of the Concerned Citizens of Carroll County. Mayor Chris Lain then read the possible rewording from City Attorney Phil Jensen with the possibility of avoiding antagonizing the State of Illinois for grant possibilities. There have been specific news stories that have already gone national and are causing additional scrutiny on Savanna. Police Chief Jeff Doran shared the city ordinances, and laws are being enforced, but there are questions regarding enforcement of the Governor’s orders. After further discussion, Jim Friedenbach motioned to approve the resolution proposed by Mayor Chris Lain, seconded by Jeff Griswold. Roll Call Vote Aye: Nick Law, Jim Friedenbach, and Jeff Griswold. Nay: Pat Sanchez, Deb Long, Roger Husband, Sara Purdom, and Jocelyn Boyd. Motion failed. Roger Husband motioned to move on and not vote on any resolution after the failure of the previous motion, seconded by Sara Purdom. Roll Call Vote Aye: Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, and Pat Sanchez. Nay: Nick Law. Motion passed.
Rebuild Illinois Grant Opportunity and Possible Action: Mayor Chris Lain asked Jared Fluhr with MSA and Public Works Superintendent John Lindeman to review the possible application for grant money from the Rebuild Illinois Program. Jared Fluhr has reviewed the requirements, and the requirements are high, and projects must be “shovel ready” with permits in place. Superintendent John Lindeman stated we do not have any projects in that state of readiness. After further discussion, no action was taken.
CITIZENS, COMMITTEE MEMBERS:
Nick Law asked the Ordinance Officer to check into residents with tall grass and issuing violations around town. Police Chief Jeff Doran will see that a list is put together and residents notified.
Jim Friedenbach also pointed out the Stransky House is also 3’ tall grass as well. Police Chief Jeff Doran will be verifying ownership to contact.
Mayor Chris Lain reminded everyone of the blood drive on June 17th at the fire station.
