City of Savanna City Council met March 10.

Here is the minutes provided by the council:

CALL TO ORDER:

Mayor Chris Lain called the meeting to order on the said date at 7:32 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois in accordance with the State of Illinois Open Meetings Act.

PLEDGE OF ALLEGIANCE:

Mayor Chris Lain led the Council in the pledge of allegiance.

ROLL CALL / ESTABLISH QUORUM:

Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Jim Friedenbach, Jocelyn Boyd, Jeff Griswold, Nick Law, Deb Long, Sara Purdom, and Pat Sanchez. Roger Husband was absent. Non-members in attendance were News Media: Mike Nester, Mike Miller, and Colton Ostrum, Tiffany Stretton, Fire Chief Shawn Picolotti, Public Works Superintendent John Lindeman, Linda Grissinger, Brienna Junk, Lt. Nick Meeker, Officer Dan Watkins, Lt. Nick Meeker, and City Clerk Rhonda Weiss.

SWEARING IN: New Officer: Mayor Chris Lain swore in new officer Dan Watkins III and welcomed him to the City of Savanna.

APPROVAL OF AGENDA:

After review, Sara Purdom motioned to approve the agenda, seconded by Pat Sanchez. All voting in favor, none opposed. Motion passed.

APPROVAL OF MINUTES:

Consideration of the Minutes of the February 25, 2020 Regular Meeting: Pat Sanchez motioned to approve the Regular Meeting Minutes from February 25, 2020, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

COMMITTEE REPORTS:

Hotel Motel Committee, 03//04/20: Sara Purdom reported on the meeting. The Facebook reach for February was 100,000 people, new page likes for Explore Savanna at 425, and a post about Raven’s Grin was seen by 26,000 and shared by 826 people. Pub Crawl is coming up this Saturday. Brienna Junk shared that average year-round views are 80,000, so 100,000 this month was without ads boosting views. Also, a billboard will be going up on Highway 20, for the Field of Dreams game in Dyersville, Iowa. Pat Sanchez motioned to approve the report, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

Finance Committee, 03/10/20: Pat Sanchez updated the Council on the meeting held earlier in the evening. An item before them was the Partial Reimbursement of Demolition Expenses, Ronda VanHorn, 1004 Bench Street. Pat Sanchez motioned to approve the Partial Reimbursement up to 50% or $2,500, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.

The next item was regarding the City’s Auditors. Pat Sanchez motioned to approve the contract with Winkel, Parker, & Foster CPA for three years, seconded by Jim Friedenbach. All voting in favor, none opposed. Motion passed.

The third item is regarding an increase in the retainer fee for City Attorney Phil Jensen to prosecute Ordinance Violations himself. Jim Friedenbach motioned to approve the increase in retainer fee for City Attorney Phil Jensen, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.

Jocelyn Boyd motioned to approve the Finance Committee Report, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.

COMMUNICATIONS: None for review.

WARRANT #11: Bills for the Month of February Totaling $597,822.20: After a brief review, Sara Purdom motioned to approve Warrant #11 Totaling $597,822.20, seconded by Pat Sanchez. Roll Call Vote Aye, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, Jim Friedenbach, and Sara Purdom. Nay: None. Motion passed.

MONTHLY REPORTS: Financial, Police, Fire, and Public Works for February 2020: After a brief review, Sara Purdom motioned to approve the Financial, Police, Fire & Public Works Reports for February 2020, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

UNFINISHED BUSINESS:

Wacker Road Project Update and Associated Action Items: Public Works Superintendent John

Lindeman reported work is tentatively scheduled to resume next week with the mild winter, but rain delays are still possible.

NEW BUSINESS:

Induce the Redevelopment of Certain Property Within the Highway 84 & Wacker Road Redevelopment Project Area (419 Main Street): After a brief review, Pat Sanchez motioned to approve Resolution #1192, Induce the Redevelopment of Certain Property Within the Highway 84 & Wacker Road Redevelopment Project Area, 419 Main Street, seconded by Jeff Griswold. All voting in favor, none opposed. Motion passed.

Induce the Redevelopment of Certain Property Within the Highway 84 & Wacker Road Redevelopment Project Area (218 Main Street): After a brief review, Pat Sanchez motioned to approve Resolution #1193, Induce the Redevelopment of Certain Property Within the Highway 84 & Wacker Road Redevelopment Project Area, 218 Main Street, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

Waive Fee for Damaged Water Meter: Donald Irvine of Portland Avenue had a fire at his home and is requesting the water meter fee be waived. Due to the fire damage the city is unable to retrieve it safely. Sara Purdom motioned to waive the water meter fee, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

Inducement Letter requesting TIF Funds, Betty & John Brinkmeier, Pool 13 Cafe: After a brief review, Pat Sanchez motioned to approve the Inducement Letter, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

CITIZENS, COMMITTEE MEMBERS:

Linda Grissinger noticed two lights are now blinking down by Subway. Public Works Superintendent John Lindeman will investigate it and get them fixed. Linda Grissinger also reported the old hotel in Hanover had been bought by the same person who purchased the factory as a smoking facility, they are going to have hotel rooms and they are being remodeled. She was wondering if Savanna has anyone interested in a smoking facility/hotel. Mayor Chris Lain stated he was not aware of that, but a craft grow facility with a dispensary attached is still a good possibility and just waiting on approval by the State.

Pat Sanchez reminded everyone about the upcoming Pub Crawl this weekend.

John Lindeman asked the Council for input on alleys to be fixed by the City crews this year. Jeff Griswold suggested tackling at least a portion of 3rd Street.

With nothing further, Mayor Chris Lain made a motion to adjourn at 8:22 P.M.
