City of Morrison Planning & Zoning Commission met June 24.

Here is the minutes provided by the commission:

Chairman Kevin Kuehl called the meeting to order at 5:30 p.m. Executive Secretary Barb King recorded the minutes.

Commission Members present on roll call were: Doug Belha, Kevin Kuehl, Jim Workman, Sherrie Shirk and Andrew Holt. Absent - Kathy Schmidt and Nick Alvarado.

Other City Officials present: CA Dykhuizen, Alderman Tervelt and Public Services Director Matlock.

Commission member Workman moved to approve the May 27, 2020 Minutes with corrections; seconded by commission member Belha. On a voice vote the motion carried.

Public Hearing

Scott Meurs was present remotely and submitted a Request for Variance to reduce the rear yard setback from 6' to 3' for the construction of an accessory structure in the R-2 General Residential District on the property located at 202 Elm Street, Morrison, IL. No comments were received by the surrounding property owners. Commission member Belha made a motion to recommend to the City Council that the Request for Variance be granted for the property located at 202 Elm Street; seconded by commission member Workman. On a voice vote, the motion carried.

Steve and Stacey Reed was present and submitted a Request for Variance to reduce the side yard setback from 10' to 2' for the construction of a deck in the R-2 General Residential District on the property located at 613 W Morris Street, Morrison, IL. No comments were received by the surrounding property owners.

Commission member Holt made a motion to recommend to the City Council that the Request for Variance be granted for the property located at 613 W Morris Street; seconded by commission member Workman. 0~ a voice vote, the motion carried.

Jamie Rodriguez submitted a Request for Variance to reduce the side yard setback from 1 O' to 7' for the construction of a patio in the R-2 General Residential District on the property located at 204 W Winfield Street,

Morrison, IL. No comments were received by the surrounding property owners. Commission member Belha made a motion to recommend to the City Council that the Request for Variance be granted for the property located at 204 W Winfield Street; seconded by commission member Holt. On a voice vote, the motion carried.

New Business

Commission members discussed removing/updating the setback requirements for accessory structures.

Currently, the Zoning Code has conflicting and misleading sections. Members talked about standardizing and then amending the Zoning Code for clarifications of the setback requirements; specifically the rear and side yard setbacks. Commission member Shirk made a motion to recommend to the City Council that rear and side yard setbacks for accessory structures for all zones be standardized to 5 feet subject to review by the City Attorney; seconded by commission member Workman. On a voice vote, the motion carried.

Commission members discussed removing/updating the language and clarification of the Zoning Code regarding fences. Commission member Holt made a motion to table the discussion; seconded by commission member Belha. On a voice vote, the motion carried.

The next meeting will be July 29, 2020 @ 5:30 p.m.

At approximately 6: 16 p.m. commission member Belha moved to adjourn the meeting; seconded by commission member Workman. On a voice vote, the motion carried.
