City of Savanna City Council met June 23.

Here is the minutes provided by the council:

CALL TO ORDER:

Mayor Chris Lain called the meeting to order on the said date at 7:30 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois in accordance with the State of Illinois Open Meetings Act.

PLEDGE OF ALLEGIANCE:

Mayor Chris Lain led the Council in the pledge of allegiance.

ROLL CALL / ESTABLISH QUORUM:

Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Jim Friedenbach, Jocelyn Boyd, Jeff Griswold, Nick Law, Deb Long, Sara Purdom, Roger Husband, and Pat Sanchez. Non-members in attendance were News Media: Mike Nester, Mike Miller, and Jared Fluhr with MSA, Public Works Superintendent John Lindeman, Police Chief Jeff Doran, Comptroller/Treasurer Brittany Hatteberg, City Attorney Phil Jensen, and City Clerk Rhonda Weiss.

APPROVAL OF AGENDA:

Pat Sanchez would like to add under new business, a discussion request regarding the current ordinance with golf carts & UTV’s to include ATV’s. Jeff Griswold asked to include a discussion on the City boat landing dock installation. After review, Pat Sanchez motioned to approve the Agenda with the additions, seconded by Sara Purdom. All voting in favor, none opposed. Motion passed.

APPROVAL OF MINUTES:

Consideration of the Minutes of the June 9, 2020 Regular Meeting: After a brief review, Sara Purdom motioned to approve the Regular Meeting Minutes from June 9, 2020, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

COMMITTEE REPORTS:

Finance Committee, 06/09/20: Pat Sanchez asked to table the Request for Funds, Bay Lights, Fire Department since Fire Chief Shawn Picolotti is not in attendance to answer questions from the Council, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

UNFINISHED BUSINESS:

Wacker Road Project Update and Associated Action Items: Jared Fluhr with MSA updated the Council on progress on the Wacker Road Project. Sjostrom will be returning to correct problems with concrete testing samples and replacing sections of the roadway. Roger Husband inquired if enough money is being held back to encourage proper completion, Jared Fluhr responded yes, a significant amount is being withheld until satisfactory completion of the project.

NEW BUSINESS:

Ordinance, Amending Title 1, Chapter 6, Section 4, Meetings: Mayor Chris Lain this ordinance was change the time of the Council Meetings from 7:30 P.M. to 7:00 P.M. Pat Sanchez motioned to waive the first read, place on second read and approve Ordinance #2271, Amending Title 1, Chapter 6, Section 4, Meetings, seconded by Sara Purdom. Roll Call Vote Aye: Jocelyn Boyd, Jeff, Griswold, Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, and Sara Purdom. Nay: None. Motion passed.

Ordinance, Amending Title 1, Chapter 6, Section 3, Oath & Salary: Jim Friedenbach pointed out there has not been a pay increase for the Mayor's position and the Council since 1983. Jeff Griswold stated it was reviewed and voted down in 2005. Mayor Chris Lain clarified when this would go into effect, it is based on when the next election is for council members and mayor. Therefore, the mayor and four council member seats increase would take effect next year, while the other four council seats would go into effect 2 years later. After more discussion, Pat Sanchez motioned to place on first read Ordinance, Amending Title 1, Chapter 6, Section 3, Oath & Salary, seconded by Jim Friedenbach. Roll Call Vote Aye: Pat Sanchez, Nick Law, Deb Long, Jim Friedenbach, Sara Purdom, and Jocelyn Boyd. Nay: Roger Husband and Jeff Griswold. Motion passed.

Ordinance, Amending Title 1, Chapter 5, Section 11, Salary: Mayor Chris Lain suggested an increase in salary effective after the April 2021 election for the Mayor's position. He would like to see the pay increased from $6,200 annually to $12,000 annually. He believes the position warrants 35 to 40 hours a week and pay should be equivalent to those hours. After further discussion, Sara Purdom motioned to place on first read Ordinance, Amending Title 1, Chapter 5, Section 11, Salary, seconded by Pat Sanchez. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, and Pat Sanchez, Nay: Deb Long, Roger Husband, Jeff Griswold, and Nick Law. With a tie vote, Mayor Chris Lain cast the deciding Aye vote. Motion passed.

Agreement with MSA for Infiltration/Inflow Study: City Attorney Phil Jensen asked to change paragraph 19, Jared Fluhr with MSA will make necessary changes. Pat Sanchez motioned to approve the Agreement with the changes not to exceed the budgeted amount of $42,500, seconded by Deb Long. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, and Roger Husband. Nay: None. Motion passed.

Agreement with MSA for GIS Development/Implementation: City Attorney Phil Jensen asked to change paragraphs 16 and 17, Jared Fluhr with MSA will make necessary changes. Pat Sanchez motioned to approve the Agreement with the changes not to exceed the budgeted amount of $44,800, seconded by Jocelyn Boyd. Roll Call Vote Aye: Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom. Nay: None. Motion passed.

Agreement with PASER by MSA for Roadway Study: City Attorney Phil Jensen asked to change paragraph 19, Jared Fluhr with MSA will make necessary changes. Pat Sanchez motioned to approve the Agreement with the changes not to exceed the budgeted amount of $22,400, seconded by Deb Long. Roll Call Vote Aye: Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, and Jeff Griswold. Nay: None. Motion passed.

Discussion Regarding Ordinance on Golf Carts and UTV’s in City limits: Last year, Pat Sanchez approached the Council regarding including ATVs to ride within the City Limits, which did not pass. Pat Sanchez stated they will have to have the same safety restrictions as golf carts and UTVs as well as turn signals and are not allowed on state highways. There are 3 spots to cross the highway, over by Casey’s, on 44th St, and by the old Pizza Hut. Jeff Griswold feels they are louder than UTVs and golf carts and are built for off road use not in urban areas.

Discussion, Marquette Park City Dock: Jeff Griswold asked about the installation of the City dock at the south boat landing in Marquette Park and getting it installed by the July 4th holiday. Public Works Superintendent John Lindeman stated the closure of the river and high river levels delayed the installation until recently, and he will plan the installation to be complete by July 4th.

CITIZENS, COMMITTEE MEMBERS:

Roger Husband asked Public Works Superintendent John Lindeman to contact the State of Illinois DOT regarding a sinking area on the SE side of Viaduct Road. Public Works Superintendent John Lindeman stated this was probably due to the flooding a few years ago deteriorating the Viaduct and he will reach out to them to correct it.

Roger Husband also asked City Attorney Phil Jensen about the IDOT retaining wall on Chicago Avenue. Phil Jensen will review his correspondence with the State IDOT attorney and report to the Council at the next meeting.

Sara Purdom has received information that 1006 Vine Street is dumping into the sewer from a camper. Public Works Superintendent John Lindeman will check tomorrow and verify services at that address.

Mayor Chris Lain stated the area is moving into Phase 4 Recovery on Friday, with bars and restaurants open at 50% capacity and other restrictions lifted. Also, USA Today is holding a Top 10 Contest of towns for adventure. Savanna is currently voted at #4 out of 10, with most of the towns listed larger than us. This is great exposure for the town.

Public Works Superintendent John Lindeman reports he has, after a year, received a FEMA reimbursement of about $13,000 for the flood last year.
