City of Byron Community Services Committee Met August 4

City of Byron Community Services Committee met Aug. 4.

Here is the minutes provided by the committee:

MEMBERS PRESENT: Chairman Alderman Mittzi Fulrath, Alderman Emily Gerdes (via telephone), Alderman Zeke Hobbie, Alderman Mike Gyorkos

MEMBERS ABSENT: None

OTHERS PRESENT: Director Aaron Vincer, Engineer Jason Stoll, Mayor John Rickard, Development Director Larry Hewitt, Police Chief Todd Murray, Clark Cameron (IL Rural Water Assoc.) 

Alderman Fulrath called the meeting to order at 5:30 pm.

1. PUBLIC COMMENT – None

2. APPROVAL OF MINUTES – JULY 1, 3020 – Alderman Hobbie motioned to approve, as presented, the July 1, 2020, Community Services Committee meeting minutes. Seconded by Alderman Gerdes. Motion passed.

3. WATER RATE STUDY – CLARK CAMERON – Clark Cameron from Illinois Rural Water Association recapped the water rate study that was recently completed. The study shows shortfalls in both water and sewer, and he presented potential changes in rate structure to address the shortfalls. Discussion will continue at the next committee meeting.

4. MILL ROAD – Director Vincer reported that they are still working with Martin & Company on a solution, and a meeting will be set in the near future.

5. RFP ENERGY SAVINGS – The city is looking into creative solutions for energy savings at the water treatment plant. Engie has provided a RFP template. Mayor Rickard and the committee requested changes to the verbiage in the Request for Proposal which will be presented at the next council meeting.

6. ITEP ENHANCEMENT PROGRAM-BIKE PATH – Engineer Stoll reported that the Illinois Department of Transportation will be accepting applications for the Illinois Transportation Enhancement Program (ITEP) from August 21, 2020 to November 2, 2020. Awards will be announced in Spring 2021. The city will be pursuing a grant to help fund a bike/walking path extension along Mill Road west from Glacier Drive to the ShadowWood Subdivision. Fehr-Graham has proposed a fee of $9,000 to prepare the grant application and do initial topographic and boundary surveys along Mill Road to determine cost estimates, and identify ROW acquisitions. By general consensus, the committee agreed to proceed with the project.

7. ROCK RIVER ENERGY SERVICES – Rock River Energy Services presented bids for electrical service for our pumps and street lighting. We currently use Constellation for pumping and MC2 for lighting. No decision was made, and Director Vincer reminded the committee that these particular bids are only good for 24 hours. He will obtain new bids for the next committee meeting.

8. PUBLIC WORKS UPDATE – Director Vincer will present an update at the City Council meeting.

Alderman Fulrath adjourned the meeting at 6:35 pm. The next regular Community Services meeting is September 2, 2020.
