City of Oregon City Council met July 27.

Here is the minutes provided by the council:

The Council of the City of Oregon met at 5:30 P.M. The meeting was held at the Oregon Coliseum.

Present:         Mayor Ken Williams

Commissioner Melanie Cozzi 

Commissioner Tim Krug 

Commissioner Terry Schuster 

Commissioner Kurt Wilson 

City Administrator Darin DeHaan 

City Clerk Cheryl Hilton

Also Present: Dave Kent, Terry Plemmons, and Liz Vos.

Commissioner Melanie Cozzi started the pledge of allegiance.

Public Comment

Discussion on Capital Improvement to Streets. 

Street Superintendent Terry Plemmons provided everyone with a handout that included a plan to extend the time between chip seal routes to address streets that are beyond the point of chip seal being beneficial. Average cost to repave a city street is around $100,000.00. Average cost to chip seal a city street is around $25,000.00. This could provide the additional funds from the MFT fund that will be needed to replace streets that are in major disrepair.

Discussion on Street Department's request for additional personnel. 

Street Superintendent Terry Plemmons conducted a power point presentation explaining the benefits an additional employee to the Street Department would have for the City. Commissioner Terry Schuster said that consideration of an additional employee to be shared among departments could be beneficial for cost savings for the future.

Discussion on Water Shut Off and Payment Policy. 

City Administrator Darin DeHaan said that the City needs to provide a more defined policy for outstanding debt on utility bills. Mayor Ken Williams said that there is a policy in place and we should follow that. The City Council is behind the policy in place. There was further discussion pertaining to each living unit having its own water meter. This would mainly affect multifamily homes and apartments buildings.

Discussion on ATV/UTV's on City Streets. 

Two main highways within the City and the school zones create safety concerns that will need to be addressed. Further research will need to be done if the Council chooses to pursue allowing ATV's and UTV’s.

Discussion on Request to Vacate Taylor Street.

A resident has asked to put in a driveway on Taylor Street. The street currently has no utilities that run through it. The City would have to follow State laws if it is decided to vacate Taylor Street.

Discussion on Sub-Committee recommendation on Mosquito Abatement. 

City needs to consider the potential risks involved for the minimal amount of concern that has been received from residents.

Discussion on Tiny Homes, Minimum Square Foot for Homes in City Limits. 

A resident would like to build a tiny home on a large lot within the City limits. The resident would need to meet the current minimum requirements for square footage.

Discussion on Capital Vehicle Fund. 

The City would like to start a savings fund to allow for the purchase of City vehicles. This would provide a plan for the future purchase of vehicles and save the City money on interest that would otherwise need to be paid with a loan.

Discussion on the Cares Act and the Cities preparation for Applying. 

The City has been granted $153,000.00 from the State towards specific expenses related to Covid-19. All departments should track expenses and turn them in to City Hall. Liz Vos said that local businesses have no current plans for the fall and are taking things day by day.
