City of Prophetstown City Council met July 14.

Here is the minutes provided by the council:

I. CALL TO ORDER: A regular meeting of the Prophetstown City Council was held at City Hall in Prophetstown, Illinois. The meeting convened at 7:02 p.m., Mayor Steve Swanson, presiding.

II. ROLL CALL: Dan Baker, Daryl Drennen, Greg Schmitt, Josh Hovey, Ryan Inskeep, John Gibson

CITY STAFF IN ATTENDANCE:

Tim Zollinger, City Attorney;

Connie Jensen, City Clerk;

Eileen Detra, Treasurer;

Bruce Franks, Chief Of Police;

Brian Strike, Director Of Public Works;

Rhonda Carter, City Administrator

III.PLEDGE OF ALLEGIANCE: Mayor Swanson led the Pledge of Allegiance.

IV.PUBLIC COMMENT:

1. Thomas Nance/Class of 1978 request to hold their class reunion at Eclipse Square on July 18, 2020, with the council’s permission to have alcohol and music.

Time: 3:00 p.m. – 9:00 p.m.

Mayor Swanson stated that Mr. Nance withdrew his request for the use of Eclipse Square.

2. Mike Mudge from Rock River Energy Services Company to discuss new rates for annual city electric street light savings contract.

Mr. Mudge presented a list of electric supplier rates for street lighting and the lift station to the council.

3. Main Street to discuss Prophetstown Double Bucks.

Main Street President, Tarah Psye stated that Main Street hoped to have the Double Bucks program up and running by the end of the week.

Ms. Psye stated that people can go online to purchase a gift card.

Ms. Psye stated that the program would only match up to $50.00 per gift card.

Ms. Psye stated that the program is a way to get people back to Prophetstown to do their shopping.

Mayor Swanson stated that one of the recipients of the small business loans that were given through a Moore Foundation grant was declined by the business owner.

Mayor Swanson stated that he would like to see the money that was returned be donated to the Prophetstown Double Bucks Program.

MOTION: Motion to approve donating $2,500.00 from the Moore Foundation Revolving Loan Account to the Prophetstown Double Bucks Program.

MOTION MOVED BY SCHMITT, SECONDED BY BAKER.

COUNCIL CONCURRED. MOTION CARRIED.

4. Pre-construction meeting regarding the Route 78 lift station, on July 16, 2020, at 9:00 a.m.

Mayor Swanson announced the upcoming meeting.

There was no other general public comment.

V. ITEMS FOR CONSIDERATION AND POSSIBLE ACTION:

1. Consideration and Possible Action: to approve city employee raises, retro to May 1, 2020.

The council went into executive session to discuss city employee wages, and agreed to the following:

MOTION: Motion to approve city employee wages, retro to May 1, 2020.

MOTION MOVED BY BAKER, SECONDED BY GIBSON.

YEA: BAKER, DRENNEN, SCHMITT, GIBSON.

NAY: HOVEY, INSKEEP.

COUNCIL CONCURRED. MOTION CARRIED.

2. Consideration and Possible Action: to approve the purchase of a squad car.

Prophetstown Chief of Police, Bruce Franks, stated that the police department was awarded a $16,000.00 grant to be used for the purchase of a squad car.

Chief Franks stated that in order to receive said grant money, the city would have to commit to giving the department $29,335.00 towards the purchase of the squad car.

MOTION: Motion to approve the purchase of a new squad car.

MOTION MOVED BY HOVEY, SECONDED BY GIBSON.

COUNCIL CONCURRED. MOTION CARRIED.

3. Consideration and Possible Action: to approve new annual city electric street lights savings contract.

MOTION: Motion to approve AEP as the alternative energy supplier for street lights, and the lift station, for a period of 36 months.

MOTION MOVED BY BAKER, SECONDED BY HOVEY.

COUNCIL CONCURRED. MOTION CARRIED.

4. Consideration and Possible Action: to discuss the drainage situation at Birch Street, with new findings.

Mayor Swanson read an email that stated the following: “…We received the construction drawings from IDOT, for that section of Illinois Route 78 to the north and south of Riverside Drive. The culvert pipe that crosses under Illinois 78 drains from east to the west, according to the plans. We downloaded the contour information for this area. Based on the contour information, there is a low spot where the two culverts cross underneath Riverside Drive, just east of Birch, which goes along with the ponding you were describing when we met. Based on the contour information, it does not look like we can make that drainage go to the west. We are going to send a survey crew out to verify some of those elevations, and give you a recommendation on what can be done. We are not sure if we can gravity drain the waterway from this area at this time; it may have to be pumped.”

Mayor Swanson stated that there is a rock well near the property line of the gravel pit, and Chad DeWitt’s house, where the ditch ends on the city’s property to the west.

Mayor Swanson stated that once the city receives the elevation paperwork, they will try to find the rock well.

VI. ITEMS FOR CONSIDERATION:

1. Discuss amendment to ordinance limiting building permits to residents who have past due amounts for city services (water and sewer bills, tickets, etc.).

The council agreed to table further discussion on the matter until the August 2020 regular city council meeting.

VIII: REPORT OF DEPARTMENT HEADS:

1. Chief of Police – Bruce Franks: Chief Franks submitted his written report to the council prior to the July 2020 regular city council meeting.

2. Director of Public Works – Brian Strike: Mr. Strike submitted his written report to the council prior to the July 2020 regular city council meeting.

3. Financial Report: No financial report was submitted.

4. Library: Beth Jacobs gave an update on library happenings at the Henry C. Adams Memorial Library.

5. Main Street: Tarah Pyse gave an update on the Prophetstown Double Bucks Program.

IX: NEW IDEAS FOR PROPHETSTOWN:

No new ideas for Prophetstown were presented.

MOTION: To go from the 7/14/20 Prophetstown Regular City Council Meeting into closed session regarding city employee wages, at 7:50 p.m.

MOTION MOVED INSKEEP, SECONDED BY GIBSON.

COUNCIL CONCURRED. MOTION CARRIED.

MOTION: To go from closed session back into the Prophetstown Regular City Council Meeting at 8:23 p.m.

MOTION MOVED BY SCHMITT, SECONDED BY DRENNEN.

COUNCIL CONCURRED. MOTION CARRIED.

MOTION: To adjourn the 7/14/20 Prophetstown Regular City Council Meeting at 8:26 p.m.

MOTION MOVED BY DRENNEN, SECONDED BY INSKEEP.
