City of Prophetstown City Council met June 9.

Here is the minutes provided by the council:

I. CALL TO ORDER: A regular meeting of the Prophetstown City Council was held at City Hall in Prophetstown, Illinois.The meeting convened at 7:01 p.m., Mayor Steve Swanson, presiding.

II. ROLL CALL: Dan Baker, Daryl Drennen, Greg Schmitt, Josh Hovey, Ryan Inskeep, John Gibson

III.PLEDGE OF ALLEGIANCE: Mayor Swanson led the Pledge of Allegiance.

IV.PUBLIC COMMENT:

1. Drainage issue on Birch Street.

Prophetstown residents Paul Sibley, and Pam and Kim Meyers addressed the council concerning drainage issues on Birch Street.

Mayor Swanson stated that the Birch Street drainage issue was on the agenda [June 9, 2020], and that he had some proposals for the council regarding said issue.

V. ITEMS FOR CONSIDERATION AND POSSIBLE ACTION:

1. Consideration and Possible Action: to approve Ordinance #870 – Annual 2020–2021 Appropriations.

MOTION: Motion to approve Ordinance #870 – Annual 2020-2021 Appropriations.

MOTION MOVED BY HOVEY, SECONDED BY INSKEEP.

COUNCIL CONCURRED. MOTION CARRIED.

2. Consideration and Possible Action: to approve Ordinance #871 – Ordinance Formally Codifying Fair Housing Practices in the City of Prophetstown.

Prophetstown City Attorney, Tim Zollinger stated that one of the grants that Sharon Pepin is looking to obtain for the city requires that the city have this ordinance.

Mr. Zollinger stated that the ordinance is effectively a recitation of what the law requires the city to do. Mr. Zollinger stated that it puts the city staff and the council on notice that if a complaint comes in, there is a process to follow.

Mayor Swanson stated that Ms. Pepin is writing a grant for the water treatment facility, and that the ordinance is part of the grant requirements.

MOTION: Motion to approve Ordinance #871 – Ordinance Formally Codifying Fair Housing Practices in the City of Prophetstown.

MOTION MOVED BY GIBSON, SECONDED BY DRENNEN.

COUNCIL CONCURRED. MOTION CARRIED.

3. Consideration and Possible Action: to approve hiring a company to shred of files in storage, once approved by the state.

Mr. Zollinger stated that the city will need to make a list of the files they want to dispose of, and the local state official (through the Illinois Library, which is run by the Illinois Secretary of State), will tell the city how long the documents must be kept by the city, in addition to letting the city know which documents can/cannot be disposed of.

4. Consideration and Possible Action: to discuss the drainage situation at Birch Street.

Mayor Swanson stated that when the river goes down, the water could be drained pretty easily into the gravel pit, via ditch or tile.

Mayor Swanson stated that there is a 36” storm sewer across route 78, which goes down to the old sewage treatment plant.

Mayor Swanson stated that he would like to hire a hydraulic engineer who can recommend to the city what needs to be done to solve the issue with the drainage.

The council agreed to hire a hydraulic engineer for said purpose.

5. Consideration and Possible Action: to discuss allowing any formal outside bar/restaurant service, or to allow cocktails to go within city limits.

Mr. Zollinger stated that the governor signed a law, and the state now allows formal outside bar/restaurant service, and ‘cocktails to go’ within city limits, as long as the locale approves it.

Mr. Zollinger stated that only restaurants would be able to do it; it cannot be a food delivery service.

Mr. Zollinger stated that if a restaurant were to participate, they would have to seal and mark the beverage, so there is no open container in a vehicle.

The council agreed to table the matter, until such time an inquiry is made by a local restaurant.

VI. ITEMS FOR CONSIDERATION:

1. Update information on the 2nd round of small business grant/loan program.

Mayor Swanson stated that there were eighteen applicants, and that the city was in the process of distributing $30,000.00. Mayor Swanson stated that of the eighteen applicants, fourteen applicants were approved.

In the first round of applications for the program, eight applications were approved to take part in the program, and $55,000.00 was distributed to the approved applicants.

Mayor Swanson stated that the bank would like the city to add to the account, and use it as a revolving loan fund. Mayor Swanson stated that the fund would be used for new businesses that come to Prophetstown.

Mayor Swanson stated that the original amount in the account was $90,000.00. Mayor Swanton stated that before the city began accepting the second round of applications; Farmer’s National Bank added another $7,500.00 to the account.

2. Discuss liquor licenses to renew once they are expired after July 1, 2020, due to inability to open.

Mayor Swanson stated that for places that serve liquor and are unable to open because of COVID19, should allow their licenses to expire, and then the city can reinstate their licenses when they are able to reopen.

The council agreed upon said action.

VIII: REPORT OF DEPARTMENT HEADS:

1. Chief of Police – Bruce Franks: Chief Franks submitted his written report to the council prior to the June 2020 regular city council meeting.

2. Director of Public Works – Brian Strike: Mr. Strike submitted his written report to the council prior to the June 2020 regular city council meeting.

3. Financial Report: No financial report was submitted.

4. Library: A representative from the Henry C. Adams Memorial Library gave an update on library happenings.

5. Main Street: Upcoming Main Street events were announced.

IX: NEW IDEAS FOR PROPHETSTOWN:

Mayor Swanson stated that Hanford-Schuneman Agency, along with Farmer’s National Bank in Prophetstown, donated $10,000.00 to Main Street, to be used for the “Double Bucks” program.

Mayor Swanson stated that the program was designed to encourage people to spend money in Prophetstown, as a way to support small businesses.

Mayor Swanson stated that Moring Disposal has raised their rate an additional thirty-seven cents a month.

MOTION: To adjourn the 6/9/20 Prophetstown Regular City Council Meeting at 7:46 p.m.
