City of Oregon City Council met Aug. 25.

The Council of the City of Oregon met 5:30 P.M. The meeting was held on Zoom, City Administrator Darin DeHaan was present in the Council Room at City Hall.

City Administrator Darin De Haan started the pledge of allegiance.
Public Comment
Rick Ryland updated the Council on the deck by Hectors at Conover Square Mall, a grass paving system, and the Paul Shaffner project. Paul Shaffner's home has been a huge project for the Hands-on Oregon Committee. The Committee has recorded 237.75 volunteer hours. The USDA provided a grant for this project in the amount of $10,000.00. The project is under budget currently. Siding and roof replacement will be large costs. Tip Top Roofing has donated the labor for this project. Commissioner Tim Krug thanked the Hands-on Oregon Committee. Commissioner Terry Schuster said that a gentleman had been living in the home, this project was a tremendous act of charity.
Mayor Ken Williams moved to promote Tad Dominski, Seconded by Commissioner Terry Schuster.
Discussion: Chief Shawn Melville said that Tad has been with the department since 2014. Last year he was promoted to Corporal.

Discussion: Chief Shawn Melville said that Randy has been with the department for 20 years.

Commissioner Tim Krug moved to approve the August 11th minutes, Seconded by Commissioner Melanie Cozzi.

Commissioner Terry Schuster moved to approve payroll in the amount of $52,510.85.

Commissioner Melanie Cozzi moved to approve the Engineering Agreement for the Watermain Replacement Phase 3, Seconded by Commissioner Kurt Wilson.
Discussion: Commissioner Melanie Cozzi said that the Watermain Replacement will affect the following areas: Monroe Street from 3rd to 4th Street; 3rd Street from Monroe Street to Illinois Street; Jefferson Street from 8th to 10th Street; and Rhodes Place from gth to 10th Street.

Commissioner Terry Schuster.
Discussion: The State of Illinois distributed funds for reimbursement of costs directly involved with Covid-19. The City was allotted a little over $140,000.00.

Commissioner Kurt Wilson moved to approve Ordinance 2020-110 amending Chapter 32 Section 32-86, Seconded by Commissioner Melanie Cozzi.
Discussion: City Administrator Darin DeHaan said that wording was changed to better define some definitions. Mayor Ken Williams asked if a permit for a “repair' would be required. Commissioner Tim Krug said that any excavating with heavy equipment would require a permit.

Commissioner Kurt Wilson moved to approve Ordinance 2020-111 amending Chapter 32 Section 32-88, Seconded by Commissioner Melanie Cozzi.
Discussion: Commissioner Kurt Wilson said that some wording was changed. City Administrator Darin DeHaan said that there would be separate requirements for driveways off an alley versus driveways off a street. Mayor Ken Williams said that driveways replaced with gravel are required to install a 3' approach. Street Superintendent Terry Plemmons said that alleys are the same construction as the City streets. The apron will help to prevent damage to the streets and keep down on maintenance and other costs.

City Administrator Darin DeHaan started the discussion on Changes to Driveway Permit Fees. Commissioner Kurt Wilson said that there was some concern with the Planning Commission on whether there should be a tiered pricing schedule for Driveway Permits. Mayor Ken Williams said that the City is no longer requiring a permit for a simple “repair” therefore there is no reason to change the fee schedule.
City Administrator Darin DeHaan started the discussion on Ordinance 2020-XXX, Dumpsters and Portable Storage Devices. Street Superintendent Terry Plemmons said that the street department is trying to limit the damage done to public property when dumpsters are delivered to resident's properties. Another concern is the amount of time that the dumpsters are on City streets. The Planning Commission agreed that dumpsters should be monitored for damage to public property. The ordinance allows a homeowner to apply for an extension if they need longer than 30 days.
City Administrator Darin DeHaan started the discussion on the Tree Replacement Program. The Planning Commission along with Street Superintendent Terry Plemmons have developed a Tree Replacement Program. Mayor Ken Williams said that the City could use this as a guide to re populate terraces where the City has removed trees and never replaced them. Commissioner Terry Schuster asked if Street Superintendent Terry Plemmons would create a cost list per tree to prepare a budget for the following year. The City could then set aside funding for tree replacement. He also asked if the City could purchase trees of age and plant them on City property to grow. The trees could then be planted on City terraces.
Chief Shawn Melville said there are currently no positive Covid-19 cases in the City.
Commissioner Kurt Wilson met with Commissioner Terry Schuster and discussed snow removal in the downtown. The City will continue to follow the ordinance that is already in place and begin communications with the property owners.
Commissioner Terry Schuster said that it is very important to our downtown to maintain consistency in the way that the sidewalks are taken care of.
Attorney Paul Chadwick said that the Paul Shaffner project was great teamwork. He is currently working on a couple of intergovernmental agreements for the City.
Commissioner Melanie Cozzi said that the farmers market will continue into September. Phase 2 of the watermain replacement project has had a lot of completions and the blacktopping is done. Installation of the watermain in the 5th street parking lot was completed today. Phase 3 of the watermain replacement project is beginning. She said that Scott Wallace and Jeff Pennington worked on a watermain break and the City Dog Park has new mulch. She thanked the Water Department.
Mayor Ken Williams thanked everyone involved with the Paul Shaffner project, great show of a community working together. He also said that the funds for the Care Act can only be used for expenses that are directly related to Covid-19 and were not budgeted for. The money for this grant came from the Federal Government. He said that the State followed the Federal stipulations except for one thing, the money cannot be used for economic support. Any unused funds from this grant will be redistributed to one or more local governments. This is very frustrating for our City as we were not allowed to use these funds to help our local businesses. It is a disservice to our community.
