Ogle County H.E.W. & Solid Waste and Veterans Committee met Oct. 13.

Here is the minutes provided by the committee:

1. Call Meeting to Order: Chairwoman Bowers called the meeting to order at 11:00 a.m. Present: Asp, Droege, Finfrock and Fox. Others: Animal Control Administrator Dr. Thomas Champley, Solid Waste Director Steve Rypkema and Ellen Katoll with Veterans Assistance Commission. Others via audio: ROE Superintendent Robert Sondgeroth, Health Dept. Administrator Kyle Auman and Kari Zimmerman with LOTS.

2. Approval of Minutes – August 11, 2020: Motion by Fox to approve the minutes as presented, 2nd by Droege. Motion carried.

3. Public Comment: None

4. Regional Office of Education

 Monthly Bills: Motion by Asp to approve the bills totaling $1,473.61, 2nd by Finfrock. Motion carried.

 Department Update: Report was emailed to Committee. ROE Superintendent Sondgeroth stated they have been extremely busy with school. They are trying to get the school inspections done. They have partnered with KSB Hospital for a grant for Project Well Student. Bowers asked if he foresees schools closing. Sondgeroth stated he does not; some schools have taken a 2-week break for cleaning purposes.

5. Health Department: Auman gave a brief report on the COVID-19 pandemic; 947 positive cases, 6 deaths and 33.15% tested. The positivity rate is 7.1%; it needs to be 6.5% or lower for 3 consecutive days to get out of the current restrictions. More mitigations will be coming from IDPH. They have been working closely with Byron School District Administration. The Health Dept. makes recommendations to the schools and it is their ultimate decision on what precautions they will take. Auman also mentioned that they have seen an increase in positive case in Rochelle again linked to the same factory.

6. Solid Waste Department

 Monthly Bills: Motion by Droege to approve the bills totaling $37,801.92, 2nd by Asp. Rypkema stated it contains a transfer to General Fund due to budget reductions. Motion carried.

 Department Update: Rypkema went through his Budget Performance Report. Electronics Recycling Event will be held this Saturday along with October 23rd and November 20th. Discussion was held regarding the permit requirement.

 Grant Applications: None

7. Animal Control

 Monthly Bills: Motion by Finfrock to approve the Animal Control bills in the amount of $3,425.33, 2nd by Asp. Motion carried. Dr. Champley requested that $5,000 be added to the Pet Population bills. The fund has a good balance and he would like to use the fund to pay a portion of his annual transfer. Motion by Fox to approve the Pet Population bills in the amount of $5,677.20, 2nd by Droege. Motion carried.

 Department Update: Dr. Champley stated they remain busy and they are waiting on some payments from a few veterinary clinics.

8. Veterans Assistance Commission: Report was emailed, Katoll went through some highlights.

9. LOTS (Lee-Ogle Transportation System): Report was emailed, Zimmerman went through some highlights.

10. Old Business: None

11. New Business: None

12. Closed Session: None

13. Adjournment: With no further business, Chairwoman Bowers adjourned the meeting. Time: 11:52 a.m.
