City of Byron Community Services Committee met Sept. 2.

MEMBERS PRESENT: Chairman Alderman Mittzi Fulrath, Alderman Emily Gerdes (via telephone), Alderman Zeke Hobbie, Alderman Mike Gyorkos
MEMBERS ABSENT: None
OTHERS PRESENT: Director Aaron Vincer, Engineer Jason Stoll, Mayor John Rickard, Development Director Larry Hewitt, Police Chief Todd Murray Alderman Fulrath called the meeting to order at 5:34 pm.
1. PUBLIC COMMENT – None
2. APPROVAL OF MINUTES – AUGUST 5, 2020 – Alderman Hobbie motioned to approve, as presented, the August 5, 2020, Community Services Committee meeting minutes. Seconded by Alderman Gerdes. Motion passed.
3. RFP ENERGY SAVINGS – Director Vincer discussed the RFP Energy Savings Proposal. The original document was written by ENGIE in order for them to give us their proposal, however, in order to open it up to more vendors, it has been re-written in general terms. We do not have to act on this, but if we want to hear ENGIE’s proposal, we would need to publish the RFP. Alderman Fulrath understands the need for long range planning, and feels we need to publish the RFP in order to hear a variety of ideas from multiple vendors. At this point, it will not cost the city anything. Alderman Hobbie motioned that the committee recommend to Council to proceed with publishing the RFP. Seconded by Alderman Gyorkos. Motion passed.
4. MILL ROAD – Engineer Stoll plans to put together a letter summarizing the City’s position on what improvements we would like to see on Mill Road. This would be a spring project, to allow one more freeze/thaw cycle to see if additional settling occurs. Alderman Hobbie asked if there is concern with plow trucks on the road in winter. Director Hewitt replied that there are plans to skim coat the road this fall in order to smooth out the road as much as possible.
5. ITEP ENHANCEMENT PROGRAM-BIKE PATH – Engineer Stoll reported that the Illinois Department of Transportation will be accepting applications for the Illinois Transportation Enhancement Program (ITEP) until November 2, 2020. This is a federally funded grant administered through IDOT. Maximum amount awarded is $2,000,000. In our case, we are looking at a bike path extension on Mill Road, from Glacier to the far limits of the ShadowWood subdivision. Fehr-Graham is surveying the area. In addition to the bike path, we would also plan for cross-walks across Mill Road. The city would have to match 20% of the cost of the project. A public hearing would need to be held in October, and a resolution committing to the 20% funding would have to be passed as part of the grant submission. The concept plans should be ready by the end of the month. IDNR grants can be used as matching funds.
6. ROCK RIVER ENERGY SERVICES – Mike Mudge from Rock River Energy Services presented bids for electrical service for our pumps and street lighting. The prices are low and are only good for 24 hours. If no decision is made tonight, new prices will be presented at the next meeting. Director Vincer asked if any of the companies would extend from 36 to 48 months on the pumps, and five vendors agreed to offer a longer term. Alderman Hobbie motioned to recommend to council to accept the pricing of the lowest bidders: Constellation for street lighting (40 months) and Director Energy for pumps (48 months). Seconded by Alderman Gyorkos. Motion passed.
7. PUBLIC WORKS UPDATE – Director Vincer reported that the department has been doing paving. • Sissons Tree Service has been assisting with tree removal. There is a large dead tree on Route 2 that the state will be taking down this fall. • A water main break occurred in Byron Hills on Sunday afternoon, and they hit an unmarked power line (JULIE had marked the area). • The department will be doing crack filling in preparation for road work next year. • All of the city’s fire hydrants were painted this summer thanks to intern Brady Little.
Alderman Fulrath adjourned the meeting at 6:19 pm. The next regular Community Services meeting is October 7, 2020.
