City of Oregon City Council met Sept. 22.

The Council of the City of Oregon met beginning at 5:30 P.M.
The meeting was held on Zoom, City Administrator Darin DeHaan was present in the Council Room at City Hall.

City Administrator Darin DeHaan started the pledge of allegiance.
Commissioner Tim Krug moved to approve the September 8th minutes, Seconded by Commissioner Kurt Wilson.
Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.
Commissioner Terry Schuster moved to approve payroll in the amount of$50,204.82 and the current warrants

Mayor Ken Williams moved to approve Ordinance 2020-115 an Ordinance Amending Lee Ogle Enterprise Zone, Seconded by Commissioner Tim Krug.
Discussion: Mayor Ken Williams said Franklin Grove petitioned to enter this agreement and the agreement is necessary for them to be added to the Enterprise Zone.

Commissioner Kurt Wilson moved to approve Ordinance 2020-1 16 amending Section 32-60 Trees and Shrubs in Parkway, Seconded by Commissioner Melanie Cozzi.
Discussion: Commissioner Kurt Wilson said the Planning Commission recommended the word "shrub" be removed from the ordinance.

Commissioner Tim Krug moved to approve Resolution 2020-16 adding a Fee for Starting a Driveway without a Permit, Seconded by Commissioner Kurt Wilson.
Discussion: Commissioner Tim Krug said this simply says the fee for starting a driveway without a permit would be double the initial permit fee.

City Administrator Darin DeHaan asked the Council of their opinion on trick or treating. Trick or treating would be allowed during daylight hours on Saturday October 31 st from 4 pm to 6 pm to help with social distancing guidelines. Guidelines for trick or treating will also be made available to the public. Mayor Ken Williams asked everyone to share the information on social media.
City Administrator Darin DeHaan has received notice that a mobile food bank will be at St. Mary's Church on September 28th for residents. Also, a mailing will be going out to the downtown area about the downtown snow removal ordinance about mid-October.
Commissioner Kurt Wilson said Moring Disposal collected around 42,000 lbs. of recycling for the month of August.
Commissioner Terry Schuster reported that at the beginning of the fiscal year the City was expecting a 25% reduction in revenue due to the impact of Covid-19. Currently the City is around 2-3 percent behind the previous year. If the trend continues the City may not see a deficit. Local restaurants and businesses have worked hard to make shopping local easy and safe for their customers. Many businesses have reported that customers are more interested in shopping locally. The City is still receiving funds from the state capita sharing program. For each resident, the state shares the tax revenue they collect back to the community.
The revenue is based on the last census data of 3,720 people. He said the last day to be counted for the Census is September 30th and the census could show a loss in City revenue if counts are not correct.
Commissioner Melanie Cozzi said Martin's are installing new service lines for the Phase 2 watermain project. All lines have been installed for the 5th Street project. She thanked the Water Department and Fire Department for flushing fire hydrants and doing flow testing. She said a lower ISO rating during flow testing creates a lower insurance rate for the area. She also thanked the Street Department for the project at City Hall and said it makes the building more appealing for residents and visitors.
Commissioner Tim Krug thanked Tip Top Roofing for reroofing Paul Shaffner's house at no cost. The electricity has been hooked up in Paul Shaffner's name and water services are to be done possibly by Friday. He hopes to have Casper inspect the project within the next few weeks.
Mayor Ken Williams said there are a lot of city-wide projects going on including the 5th Street Parking Lot, a sidewalk project, and some long-term street department projects. The work on Iron Mike has begun. A fire hydrant there was replaced while they were working on the water lines for Iron Mike. He was not sure if Iron Mike would be put back in place this year but said it will be safely stored at the Street garage until the work is done.
