City of Oregon City Council met Oct. 13.

Here is the minutes provided by the council:

The Council of the City of Oregon met beginning at 5:30 P.M.

The meeting was held on Zoom, City Administrator Darin DeHaan was present in the Council Room at City Hall.

Present:         Mayor Ken Williams

Commissioner Melanie Cozzi

Commissioner Tim Krug

Commissioner Terry Schuster

Commissioner Kurt Wilson

City Administrator Darin DeHaan

Chief Shawn Melville

City Attorney Paul Chadwick

City Clerk Cheryl Hilton

Present via Zoom: Corey Buck, Roger Cain, Meggan Dickson-Grennen, Jeff Helfrich, Dave Kent, and Terry Plemmons.

City Administrator Darin DeHaan started the pledge of allegiance.

Roger Cain addressed the council on the Railroad Car Lease. Burlington Northern is willing to lease the land and extend the tracks to accommodate the Zephyr railcar. He feels that this will have a huge presence in the community and attract people to the Oregon Depot. Residents of the City may have even traveled on a similar railcar.

Commissioner Kurt Wilson moved to approve the September 22nd minutes, Seconded by Commissioner

Terry Schuster.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Terry Schuster moved to approve payroll in the amount of$48,428.47 and the current warrants.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Terry Schuster moved to approve the Fa9ade Grant Application for Meggan Dickson Grennen, Seconded by Commissioner Tim Krug.

Discussion: Meggan stated that the new windows are scheduled for installation on the 26th of October.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Tim Krug moved to approve Resolution 2020-17 Candlelight Walk Carriage Ride, Seconded by Commissioner Melanie Cozzi.

Discussion: Commissioner Tim Krug is concerned with the carriage traveling over the bridge at night.

City Administrator Darin DeHaan said the carriage previously had not traveled across the bridge and IDOT will inform the City of the guidance and rules that will need to be followed.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Tim Krug moved to approve the Dumpster Ordinance 2020-1 I 3 as amended, Seconded by Commissioner Terry Schuster.

Discussion: City Administrator Darin DeHaan said the ordinance was scaled back to control dumpsters placed on City streets. Street Superintendent Terry Plemmons said without a permit required there is no way to document damage done to public property.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Tim Krug moved to approve Adding $20.00 Permit Fee for Dumpster Permit to the Fee Schedule, Seconded by Commissioner Kurt Wilson.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

City Administrator Darin DeHaan will be attending the fire departments board meeting to clarify questions that are related to the recent Intergovernmental Agreement. He has also been provided surveys from Willett Hofmann regarding Taylor Street. He has met with the resident to go over these surveys.

Commissioner Kurt Wilson said the snow removal ordinance has been included in council packets and letters will be going out this week to residents and owners in the downtown.

Commissioner Melanie Cozzi said the water department has been busy with locates and that all fire hydrants have been flushed. N-Trak is expected to be back to work on the 5th street parking lot next week. She also asked Chief Shawn Melville about the current Covid-19 numbers. Chief Shawn Melville said he no longer receives that information.

Commissioner Tim Krug said Marty hooked up the water lines last week for Paul Shaffner's house. He also said Nicor hooked up the gas line, so the house has heat.

Mayor Ken Williams said Candlelight Walk will be happening over several weeks this year starting on November Ist and ending on December 19th. Some activities will be Zoom with Santa and take-home crafts for kids. Liz Vos will be putting out more information for the residents.

Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Melanie Cozzi.
