Tentative Minutes
(Remote Attendance due to COVID-19 Crisis)
1. Call Meeting to Order: Chairman Griffin called the meeting to order at 4:00 p.m. Present: Heuer, Janes, Oltmanns and Reising. Present via audio: Boes and Fritz. Others: Treasurer Linda Beck and Jeremy Roling with Gilbane Building Co.
2. Opening Comments: Griffin stated it is nice in Anchorage and they have a new granddaughter; things are well here.
3. Public Comment: None
4. Approval of Minutes – September 8, 2020: Motion by Reising to approve the minutes as presented, 2nd by Janes. Roll Call: Yes – Fritz, Heuer, Janes, Boes, Oltmanns, Reising, Griffin. Motion carried.
5. Long Range Invoices: Motion by Oltmanns to approve the Judicial Center Annex bills totaling $736,319.81, 2nd by Reising. Heuer questioned the length of the LeJar Building lease. Oltmanns asked what kind of notice we had to give for termination of the lease. Roll Call: Yes – Reising, Oltmanns, Boes, Janes, Heuer, Fritz, Griffin. Motion carried.
6. Judicial Center Annex Change Orders: None
7. Old Business
Judicial Center Annex Update / Solar Update: Mr. Roling went through the Executive Summary Report. Janes stated they made a few modifications to the landscaping which will save money. Griffin appreciates the cost savings effort on the project. The plaque is being drafted; tentative open house will be first week of December. HOK did run a study for us regarding solar panels.
Update on Street Project: Griffin stated they did run into an issue with curbing but it has been worked out.
Budget & Grant Projects: Griffin stated they are still looking at grants for the future.
Griffin presented the budget. Oltmanns stated his disappointment is that the Property Purchases line was removed. Griffin stated if something does come up, we have the Contingency line. Griffin stated it was discussed and removed to take care of what we have now. We made a commitment to everyone that they would not be purchasing anything soon. Oltmanns has a copy of last year’s budget document 2020-2024, we were aware of all these expenses and it was still in there every year. Now it has been removed every year after, it is interesting in the new direction we are taking. Griffin stated it just shows everyone that we are not spending in that area. Janes stated we have 2 houses to deal with on the property. We may have to reset the acquisition because we still have the possibility to buy 3 houses. Janes stated the thing we need to discuss is whether we keep the Pine Rd. Annex or bring them up here. Oltmanns stated that just because we have a line, doesn’t mean it has to be spent. Motion by Reising to have $100,000 in Property Purchase line and $400,000 in the Contingency line, 2nd by Janes. Discussion was held. Roll call: Yes – Fritz, Heuer, Janes, Boes, Oltmanns, Reising, Griffin. Motion carried.
Iron Mike: Griffin stated the project is moving along; plumbing is in and platform done. They will be working on the sidewalks and cement for benches.
Other: Janes stated he has a snowplowing bill of the strip mall where Subway, China King and the Gilbane office are. Oltmanns stated he would like to look into more.
Roling stated we should look at the lease agreement and see if it states anything about snow removal.
8. Adjournment: With no further business, Chairman Griffin adjourned. Time: 4:45 p.m.
