City of Oregon City Council Met October 27

City of Oregon City Council met Oct. 27.

Here is the minutes provided by the council:

The Council of the City of Oregon met at 5:30 P.M. The meeting was held on Zoom, City Administrator Darin DeHaan was present in the Council Room at City Hall. Present:

Mayor Ken Williams

Commissioner Melanie Cozzi 

Commissioner Tim Krug 

Commissioner Terry Schuster 

Commissioner Kurt Wilson 

City Administrator Darin DeHaan 

Chief Shawn Melville 

City Attorney Paul Chadwick 

City Clerk Cheryl Hilton

Present via Zoom: Corey Buck, Roger Cain, Aaron Golden, Jeff Helfrich, Dave Kent, James Morris, and

Terry Plemmons.

City Administrator Darin DeHaan started the pledge of allegiance.

Aaron Golden, a representative from IMLRMA joined the meeting to address questions on the City's insurance policy and mentioned that he has reviewed the comparison insurance quote that the City has received

Roger Cain asked the Council to consider a Manager Form of Government in the future. He complimented the Council on the job that they are and continue to do to improve the City. Mayor Ken Williams said that even in a Manager Form of Government a Mayor and Council would still be present. He would like to form a committee to seek pros and cons of considering this change in government.

Commissioner Kurt Wilson moved to approve the September 22nd minutes, Seconded by Commissioner Melanie Cozzi.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

Commissioner Terry Schuster moved to approve payroll in the amount of $51,408.75 and the current warrants.

Seconded by Commissioner Tim Krug.

Commissioner Terry Schuster moved to approve the Tree Replacement Program , Seconded by Commissioner Tim Krug.

Discussion: Commissioner Terry Schuster recommends trees be replaced over 3 years and the cost be shared with property owners. Trees that came down first would be replaced first. The Street Department has kept record of trees removed by the City. The City would reach out to residents who had a tree removed for replacement procedures.

Roll Call: Cozzi, Krug, Schuster, Wilson, Williams. No Nays.

City Administrator Darin DeHaan started the discussion on the Taylor Street Vacation request. Willett Hofmann has prepared surveys and a correct legal description. The engineering costs will be paid for by the property owner.

City Administrator Darin DeHaan said City Hall will be closed on November 3rd for Election Day. The Economic Development meeting will be held on Wednesday November 4th. Also, the December Planning Commission meeting will be held on the 14th.

Commissioner Kurt Wilson has been going over ordinance violations and building permits that have not been completed. He also mentioned that trash cans/yard waste containers are being left out for many days following pick up.

Commissioner Terry Schuster said the revenue in the General Fund is above what was previously predicted but is still about 5% below previous years. He hopes to have a Tax Levy recommendation at the next City Council meeting

Dave Kent said there was a watermain break at Phelps and Rt 2. The repair went well other than a resident had sewage backup in there home. Mayor Ken Williams said he was glad the break was found.

Commissioner Tim Krug said Paul Shaffner's house has water and natural gas with a working furnace. He also said the Street Department has been repairing catch basins and has about 80 hours in the street sweeper cleaning up leaves.

Mayor Ken Williams is glad to see the Tree Replacement Program coming along. The tree lined streets are a part of our community. He also said three Down State Grants have been approved and there is one more application waiting for submission.

Commissioner Kurt Wilson moved to adjourn the meeting, Seconded by Commissioner Melanie Cozzi.
